Subject: Single Member District Boundaries
Pursuant to your direction at the April 5, 1994 meeting, this is the Ordinance changing the
single member district boundaries as recommended by the Districting Commission.
The legal description included in the recommendation from the Districting Commission
omitted one parcel which was depicted on the adopted map: that land lying between those
lots facing Marsden Street and Silver Star Road. The Ordinance reflects that correction in
the legal descriptions on page 3 and page 6.
Action Requested
The Mayor and Board of City Commissioners adopt Ordinance No. 94-12 and authorize the
Mayor and City Clerk to execute.

AN ORDINANCE OF THE CITY OF OCOEE, FLORIDA
RELATING TO GEOGRAPHICAL BOUNDARIES FOR
SINGLE-MEMBER CITY COMMISSION DISTRICTS;
AMENDING SECTION 5-21 OF ARTICLE II OF CHAPTER
5 OF THE CODE OF ORDINANCES OF THE CITY OF
OCOEE IN ORDER TO CHANGE CERTAIN DISTRICT
LINES OF THE SINGLE-MEMBER CITY COMMISSION
DISTRICTS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR CODIFICATION OF SECTION TWO OF
THIS ORDINANCE; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission has established a
Districting Commission pursuant to the provisions of Article XI of
the Charter of the City of Ocoee; and
WHEREAS, March 29, 1994, the Districting Commission
adopted a report approving certain changes to the geographic
boundaries of Districts 1, 2 and 4 in order to consolidate certain
neighborhoods which were split by the original districting and
recommended to the City Commission that the geographic boundaries
of said Districts be changed as set forth in said report; and
WHEREAS, on April 19, 1994, the City Commission received
and accepted the recommendations of the Districting Commission
contained in said report; and
WHEREAS, for the purposes of carrying out the provisions
of Article XI of the City Charter of the City of Ocoee, the City
Commission of the City of Ocoee desires to change certain district
lines of the single-member City Commission districts in order to
consolidate certain neighborhoods into the same district, all as
recommended by the Districting Commission.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA, AS FOLLOWS:
SECTION ONE. The City Commission of the City of Ocoee
has the authority to adopt this Ordinance pursuant to Article VIII
of the Constitution of the State of Florida, Chapter 166, Florida
Statutes, and Article XI of the Charter of the City of Ocoee.
SECTION TWO. Section 5-21 of Article II of Chapter 5 of
the Code of Ordinances of the City of Ocoee, Florida, is hereby
amended to read as follows:
S5.7. Creation of initial geographical boundaries for single-
member City Commission districts.
For the purposes of carrying out the provisions of Article XI
of the City Charter, the City of Ocoee is hereby divided into four
(4) single-member districts. The four (4) single-member districts
are as follows:
A. District No. 1.
(1) District No. 1 shall consist of that part of the
City of Ocoee located within the following
geographical areas:
From Nicole Blvd. and Adair Street:
N, W, E, S on city limits to Lauren Beth Avenue;
S to Nicole Boulevard;
E to Leslie Ann Lane;
S to Sarah Lee Lane;
E, S to Spring Lake School SE border;
S including all of Spring Lake Circle to A.D. Mims
Road;
W to Sandy Cove;
S, W on Sandy Cove, continuing to Malcolm Road;
W on Malcolm Road to Crystal Drive;
S to Flewelling Avenue;
E to Ridgefield Avenue;
S to Center Street;
E to Sullivan Street;
S to Marsden Street;
W to Ridgefield Avenue;
S to Silver Star Road;
W to city limits;
N, W on city limits to Center Street;
E to Ocoee Hills Road;
N to Pinewood Drive;
W to Reba Avenue;

N to Oakwood Lane;
W to Apricot Drive;
N, E to Reba Avenue/Russell Drive;
N on Russell Drive to Jamela Drive;
E to Wurst Road;
W to Adair Street;
N to Nicole Blvd.
Also included in District No. 1 is that part of -the
City of Ocoee located within the following
geographical areas:
Beginning on Nicole Blvd. at Lauren Beth Avenue (at
the backside of the property line instead of the
street side) and extending down Leslie Ann Lane to
Sarah Lee Lane (still on the backside of the
property line instead of the street side) ;
beginning again at Sandy Cove and extending south
in a straight line to Center Street along the
backside of the property facing on Ridgefield
Avenue, along Center Street to the backside of the
property line of those houses facing on Sullivan
Street to Silver Star Road. This line thus
includes those houses facing on Marsden Street and
that land lying between those lots facing on
Marsden Street and Silver Star Road.
Beginning on Apricot Drive at Reba Street (on the
backside of the property line of those houses
facing on Apricot Drive) and going west and south
along Apricot Drive (still along the backside of
the property line of those houses facing on Apricot
Drive) and extending in a straight line south from
the backside of the southernmost house before the
southwest curve of Apricot Drive, to Center Street,
thus including all those houses from that point on
the north side of Center Street east to Ocoee Hill
Road and also including all those houses on Apricot
Drive, Pinewood Lane, and Oakwood Lane.
(2) Also included in District No. 1 are those
properties annexed to the City of Ocoee by the
following ordinances:
Ord. No. 92-30; Ord. No. 92-32; Ord. No. 92-34;
Ord. No. 92-36; Ord. No. 92-38; Ord. No. 92-40;
Ord. No. 92-42; Ord. No. 92-44; Ord. No. 92-46;
Ord. No. 92-48; Ord. No. 92-50; Ord. No. 92-52;
Ord. No. 92-54; Ord. No. 92-56; and Ord. No. 92-58.

B. District No. 2.
(1) District No. 2 shall consist of that part of the
City of Ocoee located within the following
geographical areas:
From Roberts Rise Drive and Silver Star Road:
W on Silver Star Road to North Lakewood Avenue;
N to railroad tracks;
E to Belsay Road;
N to Little Spring Hill Drive;
W, N to 17th Avenue;
W to Peters Avenue;
N, W, E on city limits to Adair Street;
S on Adair Street to Wurst Road;
E to Jamela Drive;
W to Russell Drive;
S to Flewelling Avenue;
S on Reba Avenue to Apricot Drive;
W, S to Oakwood Lane;
E to Reba Avenue;
S to Pinewood Drive;
E to Ocoee Hills Road;
S to Center Street;
W to city limits;
S, E on city limits to Silver Star Road;
W to Woodson Avenue;
S to Starke Lake shoreline;
W on Starke Lake shoreline to Roberts Rise Drive
and Silver Star Road.
Except for that part of the City of Ocoee located
within the following geographical area:
Beginning on Apricot Drive at Reba Street (on the
backside of the property line of those houses
facing on Apricot Drive) and going west and south
along Apricot Drive (still along the backside of
the property line of those houses facing on Apricot
Drive) and extending in a straight line south from
the backside of the southernmost house before the

(C) District No. 3 .
(1) District No. 3 shall consist of that part of the
City of Ocoee located within the following
geographical areas:
From Orlando Avenue/White Road and Chicago Avenue:
S on Chicago Avenue to Geneva Street;
E to California Avenue;
S, E, W, N on city limits to Peters Avenue and 17th
Avenue;
E on 17th Avenue to Little Spring Hill Drive;
S, E on Little Spring Hill Drive to Belsay Road;
S on Belsay Road to railroad tracks;
W to Lakewood Avenue;
S to Silver Star Road;
E to Lakeshore Drive;
S, W to Oakland Street;
W to North Lakewood Avenue;
S to Orlando Avenue/White Road;
E to Chicago Avenue.
(2) Also included in District No. 3 are those
properties annexed to the City of Ocoee by the
following ordinances: Ord. No. 92-23 ; Ord. No. 92-
25; Ord. No. 92-27; Ord. No. 92-64; Ord. No. 92-66;
Ord. No. 92-70; Ord. No. 92-72; Ord. No. 92-74; and
Ord. No. 92-76.
(D) District No. 4.
(1) District No. 4 shall consist of that part of the
City of Ocoee located within the following
geographical areas:
From Lauren Beth Avenue at city limits:
S to Nicole Boulevard;
E to Leslie Ann Lane;
S to Sarah Lee Lane;
E, S to Spring Lake School SE border;
S excluding all of Spring Lake Circle to A.D. Mims
Road;
W to Sandy Cove;
S, W on Sandy Cove, continuing to Malcolm Road;

E to Ridgefield Avenue;

properties annexed to the City of Ocoee by the
following ordinances: Ord. No. 92-60.
NOTE: Deletions are struck through; additions are
underlined.
SECTION THREE. Street Addresses. The street addresses
of those properties which are affected by the amendment of the
district lines of the single-member City Commission districts
pursuant to this Ordinance are set forth in Exhibit "A" attached
hereto and by this reference made a part hereof.

SECTION FOUR. Severability. If any section, subsection,
sentence, clause, phrase or portion of this Ordinance is for any
reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and
independent provision and such holding shall not affect the
validity of the remaining portion hereto.
SECTION FIVE. Codification. It is the intention of the
City Commission of the City that only the provisions of Section Two
of this Ordinance shall become and be made a part of the Code of
Ordinances of the City; and that sections of this Ordinance may be
renumbered or relettered and the word "ordinance" may be changed to
"chapter", "section", "article", or such other appropriate word or
phrase in order to accomplish such intentions; and regardless of
whether such inclusion in the code is accomplished, sections of
this Ordinance may be renumbered or relettered and the correction
of typographical errors which do not affect the intent may be
authorized by the City Manager, without need of public hearing, by
filing a corrected or recodified copy of same with the City Clerk.
All other sections of this Ordinance shall not be codified
including, but not limited to, Exhibit "A" .
SECTION SIB. Effective Date. This Ordinance shall
become effective immediately upon passage and adoption.
