SUBJ: Clarcona-Crown Point Power Substation
As indicated on the attached Fact Sheet and Study Area Map, Florida
Power Corporation (FPC) is planning to construct a new 69 kV
transmission line between an existing substation located near
Clarcona-Ocoee Road and Apopka-Vineland Road and a new substation
to be located near Fullers Cross Road and Ocoee-Apopka Road.
As shown on the Study Area Map, FPC has identified a number of
potential routes along which to extend the 69 kV line. As a
practical matter, there are two main options . One route would
extend through the city along Clarcona-Ocoee Road and Fullers Cross
Road. The other route would largely go around the City borders on
Apopka-Vineland Road to the east and McCormick Road to the north.
It would then run south along Ocoee-Apopka Road to the Fullers
Cross Road intersection.
There are a number of issues concerning this project which the
Commission may wish to consider:
1 . The southerly route would involve the installation of large
scale electrical transmission lines extending through the
middle of the entire northern residential development area of
the City.
2 . The northerly route, while more costly in the beginning, would
follow existing major roadways and impose less visual impacts
on the future development areas of the City.

3 . Clarcona-Ocoee Road will likely need to be upgraded and
widened in the future as the northern portions of the City
develop. This would necessitate modifications to the many
sharp curves which exist along this roadway. If the power
lines follow the existing rights-of-way, the power lines will
need to be relocated to accommodate the corner modifications
as well as future widening.
4 . The placement and visual character of the proposed substations
should be considered relative to their impact on the future
development areas of the City.
5 . Coordination with FPC at this juncture would help minimize
potential adverse visual impacts resulting from this project
and help encourage high quality development in the northern
developing portions of the City.

Clarcona-Crown Point 69 kV Transmission Line and Planned New Substation
Project Description
d A new transmission line and associated substation are needed to serve the rapidly growing area north of
Ocoee and Winter Garden in Orange County. Existing facilities will not be able to provide reliable
electric service to area customers by the winter of 1997/98.
d FPC plans to build a 69 kV transmission line from the existing Clarcona Substation,near the intersection
of Clarcona-Ocoee Road and S.R. 435, west to a new substation which is planned to be located in the
vicinity of S.R. 437 and Fullers Cross Road.
d The new line will be a single overhead 69 kV transmission circuit.
d Total length of project is approximately 3.5 miles.

Anticipated muting may allow the transmission line to be generally constructed within or immediately
adjacent to existing road rights-of-way, minimizing the need for clearing and impacts to wetlands or
development.
1 Typical structures will be single wood poles approximately 75 feet tall. Concrete or steel poles will be
used when additional height or strength are needed to meet design criteria.
1 Typical span lengths will be approximately 250 feet.
1 Minimum ground clearance of the transmission lines will be 45 feet. In some areas the transmission
structures will be designed to accommodate underbuilt distribution circuits which will be a minimum
of 15 feet above the ground.
I Design will meet the requirements of the National Electrical Safety Code.
Project Schedule
1 Public information open house: Thursday, April 21, 1994, at Ocoee Women's Club
1 Route approved by FPC: September 1994.
I Permitting scheduled for 1995-96.
1 Construction now scheduled for mid 1997.
1 In-service date: November 1997.
