Shim, P.E. City Engineer/Utilitie irector SUBJECT: Water Service Replacement Program On March 3, 1994, two bids for the referenced project were received by the City. Morris Contract Services, Inc. (Morris) submitted a bid in the amount of $298.00 per location, and included a bid bond for 5% of the total bid. The second bid was received from Lake Sumter Plumbing, Inc. (Lake Sumter) in the amount of$295.00 per location. Lake Sumter provided a bid guaranty in the form of a $14.75 cashier's check, or 5% of the bid amount for one location. The specifications for this project state that "The award will be made on the basis of a minimum of 30 locations and may be increased to a maximum of 55 locations." The bids submitted by Morris and Lake Sumter, therefore, would be for a minimum amount of$8,940.00 and $8,850.00 respectively. (The respective maximum contract amounts would be $16,225.00 and $16,390.00.) Based on this, Lake Sumter's cashier's check, which the specifications required to be "...not less than five percent (5%) of the amount of the bid.", would have to be$442.50 instead of the $14.75 which was submitted. I recommend that the bid submitted by Lake Sumter be rejected as non-compliant, and that the City Commission accept the bid submitted by Morris Contract Services, Inc. in the amount of $298.00 per location, not to exceed $16,390.00, and authorize the Mayor and City Clerk to execute the agreement.
