All back-up documentation has been included as any attempt at summary may exclude an area of equal importance. Ron Suttle, General Projection Systems, will be available to answer any questions. (General Projection Systems has worked on the project from the design phase.) The cost of the system is $57,675.00. This has been budgeted in the Furniture, Fixtures and Equipment line. Terms and conditions are outlined on the letter dated March 10, 1994. Various systems currently in operation were reviewed. This one has proved to be the most cost effective and easiest to operate. Since this is not part of the construction contract and since from a communication perspective a direct relationship with the vendor would be better than one which routes all implementation questions through the architect, staff recommends awards to General Projection Systems in the amount of$57,675.00 with the terms and conditions as outlined in their letter dated March 10, 1994. Our Proposal of April 22, 1993 has been revised based on the information I received at the meeting in your office, and in subsequent meetings and discussions with Mari Haeflein and Tim McNicholas of C. T. Hsu. I have deleted the two 26" TV Receivers and Mounts and added the Options you requested, i.e. the Wireless Microphone System, ELMO Document Camera, and revised Item 2 to a Court Recording style Audio Cassette Deck for archiving your meetings. After reviewing the latest electrical drawings and at the request of C. T. Hsu I have increased the Electric Projection Screen dimensions to 7.5' X 10' to accommodate the scale of the room. Also, I have added a modification to the specified Lectern to house the Document Camera, and will provide and install 8 gooseneck Dais Lights. At the request of G.RG. Vandenyeil I have added two Zone Modules to the Lighting Dimmer to match the lighting plan. I have enclosed a revised cost breakdown and information on the added equipment for your review. North Lake Blvd. Suite 1004 Altamonte Springs, FL 32853 (407) 260-5511 COUNCIL AND COMMISSION CHAMBER PROJECT OVERVIEW General Projection provides a wide variety of turn-key video, sound and AV communications systems throughout the world. However, one area of particular expertise the firm offers is council and commission type chamber systems. General Projection understands the unique requirements that these types of facilities require. Through much engineering and practical experience the company has been able to develop systems that fit the public forums of these projects. These systems often present the following unique characteristics that set them apart form Board Rooms, Conference Centers and Command and Control facilities: • Large number of microphones requiring full automation and "prioritization." • Concert hall sound quality needs for intelligibility. • Vastly different speaker levels from "low-key" commissioners to loud podium presenters. • Odd viewing angles and high light levels during video presentations. • The need to effectively communicate from presenters to not only the general audience but the decision makers at the dais. General Projection has successfully provided these specialized systems to many customers. Projects of particular note include: • Seminole County Commission Chambers Complete commission chamber system including over 20 microphones, dual screen large image projection, overhead and slide to video conversion, commission monitors and full remote control subsystem. • Orlando City Hall Council Chambers Complete system including remote control touch panels, request-to-speak queue and notification system, large screen projection and monitors, in-dais monitors, fully automated audio system and every conceivable video and audio source. RF distribution system provides council chamber meetings to hundreds of sets throughout the City Hall. • South Florida Water Management District Commission Chambers New building for the SF`s NID headquarters includes very large AV and presentation system with multi-scan monitors at dais, "smart" podium, complete control system and full production capability for Betacam, 3/4" and 1/2" formats. Full RF system for distribution of commission meetings through the facilities (several buildings). • Joint Chiefs of Staff facility, the Pentagon This General Projection installation is a complete briefing facility in the Pentagon utilizing the same technologies and capabilities the firm has installed in city and county systems. Secretary of the Army has hired General Projection for three similar systems throughout the Pentagon. The Audio Visual/Presentation System we are proposing consists of three main components, Audio. Video, and Control. The System is designed to provide electronic meeting support for daily Commission business as well as for special events such as press briefings, hearings, and tours. This system represents the State-of-the-Art in meeting and presentation design. and by carefully matching its capabilities to meet your specific needs and requirements, we believe that you will find it a very useful and productive tool. Some of the capabilities detailed here utilize equipment we have proposed as extra cost options. Please refer to the Equipment List attached to this document. AUDIO The Audio portion of your System consists of a Professional Microphone for each seat at the dais. We have made provisions also for one to be mounted on the Lectern, for use by persons making presentations to the Commission. These microphones are connected to an Automatic Microphone Mixer that selects the active mic and mutes those not being used to reduce unwanted or distracting sound. These signals are mixed and sent to the Power Amplifier, and then on to the High Quality ceiling mounted Speaker assemblies to provide speech reinforcement in the Chambers. We have designed this System so that the Commission Clerk has control of selection of speech and program sources, sound volume levels, and final destination of the audio and video signals. A microphone level input from the Clerk's Interconnection Plate is also fed to the Auto-Matic Microphone Mixer. The mixer automatically selects the active position for best signal quality. Five ceiling speakers are placed in the Lobby outside the Chambers to accommodate audience overflow situations. Our choice of speaker and positioning insures the sound will be evenly distributed and understood by the public in the Lobby area. Line level audio reinforcement and program playback signals are also provided to the two Press Feed plates which are located in floor boxes in front of the dais. Access to these signals are controlled by the Commission Clerk. Provision has been made to accommodate a portable tape or cassette recorder/player connected to the System at an interconnection plate at the Clerks position. Additionally, the Audio system provides speech and program sound reinforcement for the hearing impaired throughout the Chamber via the RF Wireless Headset System. All of the audio sources in this system may be archived, as required, with the cassette recorder we have specified. OPTION A We recommend a Wireless Microphone system be considered to accommodate presenters that need to walk around the presentation area. This capability would be particularly helpful when using a Flip-chart, or the Optional Document Camera. VIDEO The Video system consists of two wall mounted, high resolution, Closed-Circuit Color Television Cameras. One is directed toward the front of the Commission Chambers while the other can view the audienceand lectern areas. The Clerk can manually control the view for each camera by panning left or right, and tilting up or down or by selecting a number of Preset views. The lens can be zoomed in or out, and has the capability to sharply focus the image as needed. VHS video tapes may be viewed at several locations with the associated audio program material being fed to the audio system. Meetings and presentations can also be recorded on VHS tape as required. Video images are displayed on 10" Color Monitors at each dais position and on the 6' x 8' electric roll-down front projection screen via the ceiling mounted, large screen, color video projector. Audio and Video program material is converted to an RF channel and distributed via in in-house cable to two wall mounted TV Receivers located in the Lobby outside the Commission chambers, a single TV Receiver in the Police Office, and a single TV Receiver the Mayors Office. This RF signal is also provided to each Press Feed plate and is available to the Ocoee CATV Company for insertion into their programming schedule. Again, the Clerk has control of all of the functions necessary to operate the system. OPTION B We also recommend you consider a third CCTV camera be mounted at the rear of the Chambers that would give you another choice of views fora more cohesive and professional looking presentation.. OPTION C The video signal sent to the Projector is processed by a Scan-doubler for picture enhancement. This device effectively doubles the video picture scan lines, making them smaller, thus reducing their interference eg. enhancing, the projected image. OPTION'S D & E Many presentations today use Computer generated RGB displays. We recommend, as an option, that you choose the Mitsubishi DiamondPro 14" RGB monitor for use at each Dais position for this purpose. We have provided this Monitor for the Commissioners at Orlando City Hall with excellent results. We also have included a Computer Interface kit to allow the Computer display to be sent to the Color Video Projector. OPTIONS F & G Presenters can display various sizes and formats of printed materials, Vu-graphs or overhead transparencies, small objects, and 35mm slides on the video projection system by using the Document Camera and/or Slide-to-Video Conversion unit. This added capability will accommodate most any presentation requirement you may encounter. OPTION H Bulletin Board information concerning City, Commission, or other public notices, events, and schedules can be displayed and distributed by the Video System by using the Color Character Generator we are recommending. This device is simple to use and once programmed, may operate unattended. CONTROL The Remote Control system consists of a 5"x 10", flush mounted. SoftWire Panel with lighted buttons, located for convenient use on the dais at the Commission Clerk's position. It has 38 lighted and labeled buttons to permit selection of each source device, and to control the available functions of that device as required. For example, Select the VCR, and you automatically lower the roll-down electric projection screen, dim the lights, turn the Video Projector power on, switch the VCR signal to the projector, switch the VCR audio to the amplifier. You next would press PLAY to begin the tape. You may adjust the sound level for best listening at this point. The lectern has a smaller version of the SoftWire Panel with only those buttons required for the presenters use. Some audio and video equipment is located behind the dais in a cabinet designed for that purpose. LIGHTING The Lighting system consists of a 4 Zone Dimmer capable of controlling up to 2400 Watts per zone. Each zone can be independently controlled for variable dimming or instant on/off operation. The dimmer is controlled by the Remote Control System, by using the dedicated buttons on the SoftWire Panel or by automatic operation when projection events are selected. These preset lighting levels are designed to provide an atmosphere for optimum image viewing while maintaining a good general lighting level for note taking and safety. The fluorescent lights are switched on and off by the Remote Control System by means of a AC Contactor. This device has dedicated buttons on the SoftWire Panel as well as operates automatically like the dimmer above. General Projections will provide the Dimmer and the Contactor to your Electrical Contractor for installation. We will connect these items to the Remote Control System and adjust the levels and timing for proper performance.
