BACKGROUND: Shoal Creek is a 35 . 11 acre single family subdivision located south of White Road, west of California Avenue . The project consists of 87 lots with a minimum 9,000 s . f . lot area and 75 foot frontage in accordance with the underlying R-1AA zoning classification. The City Commission approved the Preliminary Subdivision Plans (PSP) for Shoal Creek on November 16 , 1993 . DISCUSSION: Throughout the DRC review process , the developer has conformed his plans to the City Land Development Code subject to the Conditions of Approval of the PSP. The DRC reviewed the Final Subdivision Plans on April 5 , 1994 and gave unanimous approval subject to several notes being added to the plans . The plans as presented for consideration now conform to all DRC Conditions of Approval , subject to issuance of a Final Certificate of Concurrency which is dependent upon the payment of sewer and water capital charges . PLANNING AND ZONING COMMISSION RECOMMENDATION: At their regular meeting of April 12 , 1994 , the Planning and Zoning Commission unanimously recommended approval of the Final Subdivision Plans for Shoal Creek Phase I & II as signed and sealed on April 6 , 1994 . STAFF RECOMMENDATION: Staff respectfully recommends that the Honorable Mayor and Board of City Commissioners approve Shoal Creek , Phase I & II , Final Subdivision Plans as signed and sealed on April 6 , 1994 , subject to execution of Sewer and Water Developer Agreements and payment of required capital charges for same .
