As a result of our discussions, the attached memo from Ray Brenner, Public Works Director, discusses a number of methods of fencing and recommends the following: (1 ) That a 10 gauge, 6' chain link fence be placed on each side of the park to extend 10' into the normal water line. This cost would be $2,600. (2) That a perimeter fence be placed at the park utilizing one or two possibilities: (a) a galvanized 6' chain link fence with three pass-through gates at a cost of $6,600; or (b) a split wood rail fence around the perimeter of the park at a cost of $1,300. It is staff's recommendation that due to the prohibitive cost of the fence and the money non- budgeted and must come from Contingency, that $2,600 be expended for the chain link fence from all sides into the water line, and that $1,300 be expended for a wood fence for the perimeter, for a total capital cost of approximately $3,900. OCOEE,FLORIDA 34761-2303 (407)877-8420 • FAX(407)656-8504 MEMORANDUM TO: Ellis Shapiro , City Manager FROM: Ray Brenner, Public Works Director DATE: April 13 , 1994 RE: Peach Lake/Russell Drive Park Pursuant to our meeting Monday morning , you directed me to provide you with information to ( 1 ) fence the areas adjacent to the pond, ( 2 ) furnish an explanation as to the lake elevation, ( 3 ) a time table to install security lighting , and ( 4 ) provide pricing to install fencing or something less expensive to secure the park from vehicular traffic . ( 1 ) The cost to install a 10 gauge , 6 ' chain link fence with schedule 40 posts extending 10 ' into the normal water line is $2 , 600 . This cost does not include permits that will be issued by the city. This should satisfy the residents adjacent to the lake . ( 2 ) Buddy and I visited both Peach and Moxie lakes to determine if a problem exists that would impact the elevations of these bodies of water. It appears insufficient rain and approximately ten irrigation lines extended into the lake to irrigate the lake front properties could be a contributing factor. The size of each line is approximately 11" in diameter. There are no valves open nor have there been for the past eight months . ( 3 ) I met with Ed Stevens, Engineer, Florida Power, to install three poles with 100 watt lighting . The costs monthly are $8 . 65 per pole , light , and monthly power. It appears it will require three weeks to schedule . He assured me this task could be accomplished sooner should a crew become available . ( 4 ) As discussed and recommended by Don Flippen, the appearance of the wooden power poles with a galvanized pipe affixed to each post would be unsightly. It would be my recommendation to have those poles removed and have a 6 ' chain link fence installed around the park perimeter at a cost of approximately $6 , 600 . This cost OCOEE IS A RECYCLING COMMUNITY Page 2 Ellis Shapiro , City Manager April 13 , 1994 represents the fence , installation, three walk through gates and one 12 ' drive through gate for maintenance access. This would give an attractive look to the park. To affix the galvanized piping as discussed to the existing wooden posts , the posts would have to be plumbed, and in some cases , moved to accommodate consistent spacing . There is one area of the park that extends from east to west that has no posts whatsoever. To install posts and install the galvanized piping would require a four person crew approximately eight to ten working days . This would not be my recommendation. Should the cost of the chain link fence be cost prohibitive , another option could be to : install two runs of 2" x 6" x 12 ' pressure treated lumber mounted on 4" x 4" pressure treated posts , installed and painted, around the perimeter of the park area. The cost for lumber, nails , and paint is approximately $1 , 300 , and could be accomplished with four employees in four to five days . I will await your direction.
