CONSENT AGENDA A. Minutes of the Planning & Zoning Commission Meeting held August 14, 2018. (631 pm) Motion for Approval of the Consent Agenda: Moved by Member Wunderlich, Seconded by Vice-Chair Williams; Motion carried unanimously. III. OLD BUSINESS - None Planning and Zoning Commission Meeting September 11,2018 IV. NEW BUSINESS — Public Hearings (6:31 pm) A. Innovation Montessori — 2336 Fullers Cross Road Annexation and Rezoning; Project No(s): AX-07-18-74 & RZ-18-07-11. (Advertised in the West Orange Times on Thursday,August 30, 2018) (Planner Jones) Planner Jones presented a brief overview of the proposed Innovation Montessori Annexation and Rezoning, which is for a future expansion of the existing school. The school was annexed and built last year (2017). The subject property is located on the south side of Fullers Cross Road, 870 feet west of the intersection of Fullers Cross Road and North Lakewood Avenue. The lot size is 2.59 acres with an existing single family home. The Applicant has requested a City of Ocoee zoning designation of A-1 "Agriculture," which is consistent with the zoning of the properties to the north, east and west. The A-1 zoning designation is consistent with the adopted future land use designation of Low Density Residential, as shown on the City of Ocoee & Orange County Joint Planning Area (JPA) future land use map. The subject property is considered contiguous to the City of Ocoee since it is bordered by property located within the City limits on the western boundary. The proposed annexation is a logical extension of the City limits, urban services can be provided, and the annexation meets state and local regulations. The land use and initial zoning are also consistent and compatible with surrounding properties. The proposed site plan will require connection to City of Ocoee potable water and sewer. Development Review Committee (DRC) Recommendation: On September 5, 2018, the DRC met to determine if the proposed annexation and rezoning was consistent with the City's regulations and policies. When the discussion was finished, the DRC voted unanimously to recommend approval of the annexation and rezoning for the Innovation Montessori property. Staff Recommendation: Based on the feasibility report and recommendation of the DRC, Staff recommends that the Planning and Zoning Commission, acting as the Local Planning Agency, recommend approval of the Annexation and Rezoning to A-1 "Agriculture" of the property known as the Innovation Montessori property located at 2336 Fullers Cross Road. Discussion: The applicant was present. Member Mellen inquired why this is being proposed to agricultural zoning instead of residential single-family home. City Planner Rumer explained the existing Innovation Montessori school site does have an agricultural zoning and this proposed site will be tied to the current school site. Further, if this was zoned residential, it would need a special exception, which is a more costly and timely process. Schools are a use within the agricultural zoning. 2 Planning and Zoning Commission Meeting September 11,2018 Bob Ziegenfuss, Applicant, Z Development Services LLC, 708 East Colonial Drive, Orlando, explained this proposed annexation/rezoning is for the future expansion of the school currently holding approximately 700 students, grades pre-k through sixth grade. Member Mellen mentioned the surrounding roadways are not going to be able to hold this type of capacity. Mr. Ziegenfuss answered a traffic study will be conducted. The road connected to this school is North Lakewood Avenue, and the road connected to this current proposed site is East Fullers Cross Road, which are both maintained by Orange County. As a result, the traffic analysis will be going through two different agencies; Orange County and the City. Chair Keller opened the public hearing and asked if there is anyone present who wishes to speak on this proposed project. As no one wished to speak, the public hearing was closed. (6:44 pm) Motion: Move that the Planning and Zoning Commission, acting as the Local Planning Agency, recommend to the Ocoee City Commission Approval of the Innovation Montessori Annexation; Project No: AX-07-18-74, subiect to resolution of the remaining staff comments before the City Commission meeting; Moved by Member Wunderlich, Seconded by Member Mellen; motion passed unanimously 5-0. (6:45 pm) Motion: Move that the Planning and Zoning Commission, acting as the Local Planning Agency, recommend to the Ocoee City Commission Approval of the Innovation Montessori Rezoning; Project No: RZ-18-07-11, subiect to resolution of the remaining staff comments before the City Commission meeting; Moved by Member Mellen, Seconded by Vice-Chair Williams; motion passed unanimously 5-0. B. Inspiration Town Center and Luxury Homes Large Scale Preliminary & Final Subdivision Plan. (Advertised in the West Orange Times on Thursday, August 30, 2018) (City Planner Rumer) (6:45 pm) City Planner Rumer stated this item will be continued to the next Planning and Zoning meeting scheduled for October 9, 2018. City Planner Rumer indicated this item has been requested by City staff to be rescheduled to the next Planning and Zoning meeting of October 9, 2018. City staff will be mailing 300-foot notices out with the revised hearing date of October 9, 2018. 3 Planning and Zoning Commission Meeting September 11,2018 Chair Keller opened the public hearing and asked if there is anyone present who wishes to speak on this proposed project. As no one wished to speak, the public hearing was closed. (6:47 pm) Motion: Move that the Planning and Zoning Commission, acting as the Local Planning Agency, continue this item to the October 9, 2018 Planning & Zoning meeting as requested by City staff; Moved by Vice-Chair Williams, Seconded by Member Bernstein; motion passed unanimously 5-0. V. PRESENTATION (6:48 pm) A. CRA (Community Redevelopment Agency) Introduction and Review City Planner Rumer announced the City has officially hired Ginger Corless, AICP, CPRP, as the Deputy Development Services Director/CRA Administrator. He briefly gave her background, which includes establishing the CRA in 2006. She was a member on the CRA Board. She assisted in the planning of the West Orange Trail, and drafted the original Downtown Masterplan. He thanked her for being at this meeting to make this presentation. Deputy Development Services Director/CRA Administrator Corless indicated she is happy to be here now as City staff. She described her credentials which includes involvement with the City of Ocoee for over 20 years and over 30 years with planning. Her career began with planning and development with the Orange County Parks & Recreation Department where she planned the West Orange Trail. She spent over 25 years in the private sector specializing in community redevelopment, parks and recreation and neighborhood planning. She explained the formation of the CRA, which was established in 2006, along with the boundaries. The CRA Target Areas Special Development Plan was formed in 2010 with a lot of public involvement and input from the City Commission as well as economic development specialists. She explained the funding for the CRA is through tax increment financing (TIF). As property values increase, the increased tax increments stay within the District. The City's and County's increments fund the projects within the CRA. Since 2006 there has been an increase in property values of over 88 percent. Just last year alone there was an 83 percent increase in the increments received from the City and County, which leaves the CRA with a budget of over two million dollars to work with. Deputy Development Services Director/CRA Administrator Corless described current CRA projects such as the Old Winter Garden Road landscape enhancements. She explained that Phase II of these enhancements will continue from South Blackwood Avenue to Hempel Avenue. She also discussed the South Blackwood Refresh, the 4 Planning and Zoning Commission Meeting September 11,2018 South Bluford Avenue corridor plans and the new Wellness Park. She was very excited and proud to announce the City was awarded a landscaping grant from FDOT totaling $775,000 over a two-year fiscal period. This grant is for landscaping the SR 50 medians from SR 429 to Good Homes Road with the landscaping installation scheduled to begin approximately in March of 2019. Discussions ensued regarding various projects. Vice-Chair Williams inquired on whether the residential areas within the CRA will be enhanced at all. Deputy Development Services Director/CRA Administrator Corless indicated intentions for this CRA is being placed on commercial development and redevelopment, but they can look into grants for the residential areas. VI. MISCELLANEOUS (7:05 pm) A. Project Status Report City Planner Rumer updated the Board by mentioning the construction boom is still ongoing with a record number of building permits for the past fiscal year. The Ladybird Academy had a recent preconstruction meeting. He said the old FX Scenery & Display building on North Lakewood Avenue was bought, and the new owners are enhancing the current building. The City is currently finalizing with City Furniture. Arden Park North is submitting three subdivision plans for their next phases, which will be coming forth to this board soon. The phases will not be constructed all at once, but the remainder of the Clarke Road extension will be designed, engineered and constructed with the final phases of the subdivision. He mentioned the downtown plan is going forward, and the City recently opened the bid for three selected firms to design the new city hall. He was happy to say Bluford Avenue will be reopened before Founders' Day. Chair Keller asked whether Clarke Road will be two lanes or four lanes. City Planner Rumer indicated it will go down to two lanes. Chair Keller asked if a traffic light will be installed at some point at Hackney Prairie, because at 6:00 pm motorists cannot take a left on Clarke Road. City Planner Rumer indicated currently a traffic analysis is underway of all the signals from the mall all the way to Clarke Road. He stated the City's priorities are (1) the intersection at Fullers Cross Road/Ocoee Apopka Road, and (2) the intersection at Claracona Ocoee Road/Ingram Road. He announced this is Planner Jones last meeting as he accepted another position elsewhere and wished him the best of luck on his new endeavors. B.
