The thermal imaging camera in question is out of service due to component breakdown, and the repair estimate exceeds the original cost of the camera. The cost of a new rescue boat is $19,715.00 and the thermal imaging camera is $11,067.07 Issue: The current rescue boat was originally military surplus obtained by Orange County, and donated to the Ocoee Fire Department several years ago. The boat is a Zodiac inflatable that is not reliable for use, and the outboard motor can no longer be repaired and maintained. The thermal imaging camera has had internal component failure, with the cost of repair exceeding the original cost of the camera. Both the rescue boat and camera are vital pieces of rescue equipment required by the Ocoee Fire Department. The boat provides the resource for water rescue on the many lakes and bodies of water within our response area. The thermal imaging camera not only provides quick, efficient rescue of victims trapped within a low visibility situation, but also provides the firefighters with a method to find their way out of extremely hazardous areas. Recommendations Staff recommends the approval to purchase a replacement rescue boat that is suitable for water rescue that will also complement the other water rescue equipment of the surrounding fire departments. It is also recommended that approval for a thermal imaging camera to replace the non-functional unit that will be the same as other units in the fire department inventory. Attachments: None Financial Impact: Staff recommends that funds currently available in the Windermere Fire Protection contract earmarked for repair and replacement of equipment utilized by Station 39 (3) are utilized. The rescue boat will be available for water rescue calls in the Windermere area, and the thermal imaging camera will be assigned to Engine 39 (3). As of December 2006 the Windermere R & R account is $40,882. The rescue boat has been quoted at $19,715.00 and the thermal imaging camera quoted at $11,067.07.
