Approval of Submission of Alternative Water Supply Construction Cost-Sharing Grant
Applications to the St. Johns River Water Management District
Issue:
The Public Works Staff has submitted the Alternative Water Supply Construction Cost-Sharing
Grant Applications to the St. Johns River Water Management District (SJRWMD) for the
Waterside and Silver Glen subdivisions reuse retrofit projects and the construction of the reuse
main in the Old Winter Garden Road project.
Recommendation:
The Public Works-Engineering staff requests that the City Commission approve the submission
of the three Alternative Water Supply Construction Cost-Sharing applications and authorize the
Mayor to sign the application forms in arrears and for staff to immediately transmit the new
signature pages to the St. Johns River Water Management District.
Background Summary:
The Public Works-Engineering staff has three projects which qualify for possible funding under
the SJRWMD Alternative Water Supply Cost-Sharing program. Those three projects are the
Waterside and Silver Glen subdivisions reuse retrofit projects and the reuse main construction
under the Old Winter Garden Road project. These projects will aide in the reduction of potable
water for irrigation and allow the City to meet its Consumptive Use Permit with the SJRWMD.
These projects are totally funded by the 2003 Utility Bond at this time.
Fiscal Impacts:
The consultants who designed the projects were authorized to prepare the applications and their
costs will be absorbed into the projects. If the City is successful in obtaining the grants, which
are fundable up to $125,000 by SJRWMD, then the grant money will be transferred into the
individual project accounts and excess funds will be used for other utility projects.

Grant Applications to the St. Johns River Water Management District
ISSUE
The Public Works Staff requests that the City Commission approve the submission of the
Alternative Water Supply Construction Cost-Sharing Grant Application to the St. Johns River
Water Management District (SJRWMD) for the Waterside and Silver Glen subdivisions reuse
retrofit projects and the construction of the reuse main in the Old Winter Garden Road project.
BACKGROUND/DISCUSSION
The St. Johns River Water Management District has a cost sharing program for the development
of Alternative Water Supplies. This program is a matching grant program, up to a maximum of
$125,000, for the construction of facilities. The construction of reuse facilities to provide
wastewater effluent to be used for irrigation and reduce the usage of potable water for irrigation
qualifies under this program. The City is developing an alternative water supply (the expansion
of its reuse system) for irrigation. By increasing the usage of reuse water by our customers, this
reduces our groundwater withdrawals for potable water production and aides in the compliance
with our Consumptive Use Permit with the SJRWMD.
The Alternative Water Supply Cost-Share Applications were submitted for the Waterside and
Silver Glen subdivisions reuse retrofit projects and the construction of the reuse main in the Old
Winter Garden Road project. Each application was requesting the maximum amount in
accordance with the cost-sharing program. Although these projects are totally funded by the
2003 Utility Bond, staff saw the opportunity to hopefully obtain some other funding for these
projects. If this opportunity is successful, then staff will have some available funds for other
utilities related projects; those possibly being the extension of reuse service into other areas or
the relocation of facilities along SR 50.
Staff and its consultants were busy meeting the shortened deadline for submission of August 6,
2004, and did not realize that the District had modified the application form to require that the
person who can execute contracts has to sign the application form. The consultants delivered the
applications to staff after the City Commission meeting of August 31.d. City Manager Frank
executed the applications on August 6th so they could be sent to the SJRWMD by the required
deadline.
