City Manager: _ Subject: Transfer of capital monies and use of forfeiture monies to upgrade Digital In..Vehicle Camera Systems Background Summary: The police department would like to upgrade the Digital In-Vehicle Camera systems requested in 2004/2005 budget from VHS type to DVD type. This upgrade will cost approximately $18,640. The additional monies would come from savings from equipment obtained though non-budgeted sources, impact fees, and from forfeiture fund monies. Issue: Should the Honorable Mayor and Board of City Commissioners approve the use of forfeiture fund monies, impact fee monies, and the transfer of capital monies to pay for upgrades to the Digital In-Vehicle Camera Systems. Recommendations: It is recommended that the Honorable Mayor and Board of City Commissioners approve the use of additional forfeiture fund monies not to exceed $5,000; an additional $2,005 in impact fee monies; and the transfer of $13,660 in capital monies as outlined in the staff report to pay for upgrades to the Digital In-Vehicle Camera Systems; and to waive the bid process choosing with Kustom Signals, Inc. as the sole source provider. Goc10n, Chief of Police RE: December 28,2004 Transfer of capital monies and use of forfeiture monies to upgrade Digital In- Vehicle Camera Systems DATE: ISSUE Should the Honorable Mayor and Board of City Commissioners approve the use of forfeiture fund monies, impact fee monies, and the transfer of capital monies to pay for upgrades to the Digital In-Vehicle Camera Systems. BACKGROUND/DISCUSSION When FY 2004/2005 budget was prepared, staff budgeted $36,000 to purchase nine Digital In-Vehicle Camera systems ($4,000 a piece). These prices were based upon VHS tape recording systems. The VHS tapes are bulky to store and are not convenient to access information from or to make copies. Digital camera systems using DVD's cost more than systems which utilize VHS tapes. The department would like to upgrade to the DVD type systems. The cost for the nine DVD systems including installation and the DVD RAM Drive is approx. $54,640 ($6,005 a piece plus $595 for a DVD RAM Drive), $18,640 more than what was originally budgeted. As one of the Digital In-Vehicle Camera systems in being purchased out of Impact Fees for a new Dill vehicle, the additional $2,005 can come out of that account for that system. Although the CIP calls for replacement of five existing radars this fiscal year, the existing radars underwent recalibration in October 2004 and were given an additional year of service life. The police department received at least two additional radars through no match grants in FY 2003/2004. The police department unexpectedly received through grants and drawings two more radars since the beginning of FY 2004/2005. The department is expected to receive another radar in February 2005 from the same source. Of the $12,500 budgeted for the five replacement radars, one dual antenna radar needed for a traffic enforcement vehicle was purchased for $1,640, leaving $10,860. The remaining $10,860 can be used towards the upgrade of the DVD camera system. The extra radars received during last year and this year will allow the traffic unit to function with only one Radar-Laser as opposed to the two requested in the 2004/2005 budget. The $2,500 savings from only purchasing one Radar-Laser can be applied towards the upgrade of the DVD camera system. The remaining $4,665 difference in the cost of the nine camera systems can be taken from the Police Forfeiture Fund where there are sufficient monies to do so. The Digital Eyewitness uses the proprietary Hitachi Industrial-grade Compression Board, Industry standard MPEG 1 Compression, 30 fps (plays on any PC) with Low/Normal/High resolution. Removable HDD or DVD-RAM media disk for recording 1 video and 2 audio tracks (for simultaneously recording the in-car mic and the officer's wireless mic), with an electronic loop to the control center (to verify that a command is being performed). . The DVD-RAM format also includes error-checking software that other formats do not. If a skip occurs, the recorder has a buffer and it will automatically go back and correct it. . Digital Eyewitness offers the unique capability to record to a DVD-RAM disk or to a removable Hard Drive (HDD). DVD-RAM disks can store a shift worth of video, up to 7.5 hours, and no back-end storage system is required. Using a 40 GB hard drive, the system can record nearly 80 hours of real-time (30fps) video. . Unlike VHS Tapes, specific segments can be easily found by searching for the desired time, date, and officer ID #. Once the desired segment is located, it can be easily or copied to a CD, DVD, or even a VHS Tape. . Digital Eyewitness has successfully completed independent Highly Accelerated Life Testing (HALT), which exposes the components to multi-axis vibration and shock, as well as rapid and extreme temperature changes. This testing identifies any design weaknesses and allows them to be corrected before going to market. . The amount of video captured prior to the activation is tied to the resolution selected. . Software upgrades can be emailed and downloaded using a laptop resulting in less down time. .
