After evaluation by DRMP consultant Charles Smith, the City Manager has determined to reorganize the Utilities/Engineering Department by establishing a separate Utilities Department and Department of Engineering. The position of Utilities Superintendent is recommended to be reclassified to Utilities Director, and the position of Utilities Director/City Engineer to be title changed to City Engineer. Both positions will be compensated at grade 27 of the City pay plan. The Utilities Director will review the department needs and recommend necessary personnel additions or changes in the coming budget process. The City Engineer will provide engineering services and special projects management for City departments. Issue: The efficient and effective operation of the Utilities/Engineering Department will be better accomplished by establishing a separate Utilities Department and Engineering Department. Recommendations Recommend the reorganization of the Utilities/Engineering Department by establishing a Utilities Department and Engineering Department. Attachments: New job descriptions for Utilities Director and City Engineer New Organization Charts Financial Impact: The recommended reorganization will require additional funding of approximately $35,000 from the general fund. Staff recommends funds designated for the former Support Division Chief ($75,120) be placed into contingency, and funds needed for the reorganization be transferred to the appropriate department. D N/A D N/A [gI N/A UTILITIES DEPARTMENT ENGINEERING CITY ENGINEER MAJOR FUNCTION This is highly responsible professional and administrative work directing the City'S Engineering and Project Management functions. position is responsible for assuring that professional engineering expertise is applied to the investigation, planning, design, construction, operation and maintenance of the City's infrastructure and special proj ects. Work is performed under administrative direction of the City Manager and considerable independent judgment, discretion, and initiative is exercised in carrying out the daily operations of the department. ILLUSTRATIVE DUTIES Directs the activities of the Engineering Department and is responsible for providing professional engineering and surveying services to all City departments. Oversees the preparation of departmental reports, and prepares and/or oversees the development of a variety of topics for presentation to the City Manager, City Commission, and others. Develops, coordinates, and implements programs, projects, and operating procedures. Prepares and reviews site plans, construction plans and blueprints, cost estimates, RFPs, RFQ's, and contract documents. Coordinates engineering design, maintenance and construction activities with Federal, State, and County, and special district agencies; consulting engineers; developers; and City departments. Prepares reports, studies, letters, purchase requests, bid specifications, ordinances, agenda items and a variety of written correspondence. Coordinates and provides staff support to the City Manager for projects and issues with other agencies and City departments. Provides technical assistance to other City departments. Designs public works, construction, and underground utilities projects. Prepares annual department budget. Maintains and promulgates necessary departmental rules and regulations in accordance with personnel rules and regulations and City policy. Directs, plans, coordinates, and instructs personnel within the department. Provides hiring recommendations and evaluates employees. Investigates and adjusts personnel problems. Directs work activities of department personnel. Supplies contractors and the general public with information relating to engineering, or growth management projects. Conducts preliminary studies and coordinates detailed design for a variety of public works, public utilities, and related projects. Confers with contractors, subdivision developers, and consulting engineers regarding street and utility plans and developments. Reviews development plans for compliance with City requirements. Supervises inspection on construction projects. Adopted 1-18-05 CITY ENGINEER ILLUSTRATIVE DUTIES - Continued Appears before City Commission, Planning Commission and other agencies. Investigates and resolves public/consumer complaints. Attends and participates in conferences and meetings of department heads, the City Commission, and others. Performs other assigned duties as required. MINIMUM QUALIFICATIONS Knowledge, Abilities, and Skills Thorough knowledge of the methods, procedures, and policies of the City and the civil engineering profession. Thorough knowledge of the principles and practices of civil engineering. Thorough knowledge of terminology and related professional languages used within the profession, and department as such pertains to work responsibilities. Knowledge of computers and their basic operation. Ability to schedule and direct the work of subordinates. Ability to coordinate, manage, strategize, and/or correlate data and/or information. Ability to utilize a variety of advisory and design data and information, such as Florida Statutes administrative codes, manuals, charters, rules and regulations. Ability to perform difficult engineering computations and to make comprehensive recommendations for the solution of engineering problems. Ability to communicate effectively both orally and in writing. Ability to maintain effective working relationships with other employees, other government agencies and the general public. Skill in the use of microcomputers for civil engineering applications. Ability to address civic organizations or other public or private groups. Minimum Training and Experience Graduation from an accredited four year College or University with a degree in Civil Engineering, or related field, with Master's level coursework in the field and six year previous experience and/or training that includes design, construction and maintenance of public works, site planning and land development, or utilities projects; or a equivalent combination of education, training and experience. Necessary Special Requirements Requires certification as a Professional Engineer and possession of an acceptable Florida Driver's License. Adopted 1-18-05 UTILITIES DIRECTOR MAJOR FUNCTION This is highly responsible professional and administrative work directing all phases of operations in the City's water and wastewater utility. Work includes planning, organizing, directing and controlling a broad policy guided by laws, codes, rules, and regulations. Responsibilities extend to appraising adequacy of facilities and equipment for performing services. Work is performed under the administrative direction of the City Manager and considerable independent judgment, discretion, and initiative is exercised in carrying out the daily operations of the department. ILLUSTRATIVE DUTIES Overseas the preparation of departmental reports, and prepares and/or overseas the development of a variety of analytical reports, projects, or proposals on a wide variety of topics for presentation to the City Manager, City Commission, and others. Develops, organizes, and plans the safe and efficient operation of the municipal water and wastewater system. Develops, coordinates, and implements programs, projects and operating procedures. Reviews utility rates and their adequacy for supporting City operations, maintenance, and capital needs, and recommends utility rate adjustment to the City Manager. Supervises and reviews site plans, cost estimates and contract documents for various plans, specifications and contracts. Coordinates engineering design, maintenance and construction activities with State, County, Federal and City departments, and consulting engineers. Prepares reports, studies, letters, purchase requests, ordinances, and a variety of written correspondence. Coordinates and provides staff support to the City Manager for regulatory issues with County, State, and Federal agencies. Prepares annual budget, and prepares water and sewer improvement budget. Maintains and promulgates necessary departmental rules and regulations in accordance with personnel rules and regulations and City policy. Directs, plans, coordinates, and instructs personnel wi thin the Utili ties Department. Reviews hiring recommendations and evaluates employee performance. Investigates and adjusts personnel problems that may arise from time to time. Supervises water and wastewater personnel in their preparation of routine operations. Coordinates and schedules implementation of capital improvements. Develops, organizes and plans for emergency preparedness for utilities and streets functions. Administers operations of the City's reuse program and sanitary sewer inspection and maintenance programs. Knowledge of laws, codes, and statutes relating to the design of public utilities projects. Ability to schedule and direct the work of other professionals and subordinates. Ability to plan projects and prepare related designs, estimates, and specifications. Ability to perform difficult engineering computations and to make comprehensive recommendations for the solution of engineering problems. Ability to maintain effective working relationships with other employees, government agencies, and the general public. Skill in the use of AUTOCAD for civil engineering application. Extensive knowledge of modern techniques, methods, procedures, principles, and practices of all phases of wastewater and water operations. Thorough knowledge of the principles, practices, and techniques used in the operation of water production and distribution and wastewater collection and treatment systems. Abili ty to prepare written technical reports, estimates, and construction and cost records. Ability to address civic organizations or other public or private groups on subjects relative to water and sewer programs and projects. Minimum Trainina and Experience Graduation from an accredited four year college or university with a degree in Engineering, Environmental Sciences, Business Management or related field supplemented by a minimum of eight (8) years experience in administration of water resources including experience in the operation of water/wastewater operations and managerial aspects of the work, or an equivalent combination of education, training and experience.
