Subject: Consideration to reorganize the Department of Utilities/Engineering
Background Summary:
The City currently operates the Utilities and Engineering functions under a single department. After
evaluation by DRMP consultant Charles Smith, the City Manager has determined to reorganize the
Utilities/Engineering Department by establishing a separate Utilities Department and Department of
Engineering. The position of Utilities Superintendent is recommended to be reclassified to Utilities
Director, and the position of Utilities Director/City Engineer to be title changed to City Engineer.
Both positions will be compensated at grade 27 of the City pay plan. The Utilities Director will
review the department needs and recommend necessary personnel additions or changes in the
coming budget process. The City Engineer will provide engineering services and special projects
management for City departments.
Issue:
The efficient and effective operation of the Utilities/Engineering Department will be better
accomplished by establishing a separate Utilities Department and Engineering Department.
Recommendations
Recommend the reorganization of the Utilities/Engineering Department by establishing a Utilities
Department and Engineering Department.

Financial Impact:
The recommended reorganization will require additional funding of approximately $35,000 from the
general fund. Staff recommends funds designated for the former Support Division Chief ($75,120)
be placed into contingency, and funds needed for the reorganization be transferred to the
appropriate department.
