Issue: There is a Special Category Grant through the Department of State, Division of Historical Resources. The grant deadline is December 15, 2004. The grant program funds building rehabilitation as well as the planning for such activities. Recommendations If it is the City Commission's desire to keep the building, staff respectfully recommends applying for a grant to pay for an architectural condition survey to include a cost estimate to do the renovations. Attachments: Proposal from The Gantt Partnership Financial Impact: The cost of the proposal is $6,160, with any additional work charged at $90 per hour. Staff recommends the grant include an estimated cost of $7,000. Matching funds are required, but can be cash and/or in-kind contributions. Parker, District 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Janet Shira, Assistant to the City Manage( DATE: November 8, 2004 RE: Dr. Scott Building at 2 East McKey Street ISSUE The main issue is whether to save and renovate the building at 2 East McKey Street. Should the Commission wish to renovate the building, the Ocoee Historical Commission has asked for consideration in using it as a museum. BACKGROUND/DISCUSSION The Ocoee Historical Commission approached City staff to ask if the City would consider renovating the Dr. Scott building and donating its use thereafter to the Ocoee Historical Commission for use as a museum. City staff has contacted the Department of State, Division of Historical Resources, to inquire about grant opportunities. There is a grant cycle open now which closes December 15th. The Division of Historical Resources provided names of architects to contact to provide initial information. The Gantt Partnership has provided a proposal. They would conduct a site visit, provide a condition survey, and include a cost estimate for the building renovations. Their proposal is for$6,160, plus $90 per hour for any additional services. If the City Commission wants to consider saving the building, staff respectfully recommends that we seek grant funding to pay for this initial information. The Commission can then use that information to determine whether it wants to seek additional grant funds for the renovation. A match is required; however,the match can be cash and/or in-kind services. This would include time spent by members of the Historical Commission and City staff to assist the architect with the condition survey and time spent meeting with the architect at the site and to review the findings. . . , .. • . . , . . .
