Strosnider Business: 407-905-3100 Fire Chief Emergency: 911 MEMORANDUM To: Robert Frank, City Manager From: Richard Firstner, Assistant Fire Chief Date: September 9, 2004 Re: Residential Fire Sprinklers In response to Commissioner Anderson's request during the Commission meeting of Tuesday, September 7, 2004, I have researched the issue of residential fire sprinkler ordinances and have obtained a great deal of information from the Florida Home Fire Sprinkler Coalition, the Residential Fire Safety Institute, Public Entity Risk Institute and other resources. The information addresses issues from assessing resources through implementation. There are sample ordinances and io year case studies that illustrate successful strategies and possible pitfalls to avoid.Several potential incentives for builders, developers and customers are available for consideration to create a successful ordinance. A residential fire sprinkler ordinance will require a great deal of time aid energy to prepare and may meet resistance, opposition and roadblocks by special interest groups. The one element that is critical for success is the absolute support and commitment from staff, management and the elected officials. Without this, the ability to produce an effective ordinance will be greatly reduced. (kiw. We have witnessed the benefits of residential sprinklers only last year at the Key Isle apartments. There was a kitchen fire in one unit that was ultimately controlled and extinguished by one sprinkler head. The apartment suffered minor water damage only. The residents and their personal effects were spared from harm. Under different circumstances and without residential sprinklers, up to twelve families could have suffered loss due to this fire. Attached please find; i) a recommended strategy that will help guide us in preparing an ordinance, z) possible incentives to consider, 3) current Florida jurisdictions that have adopted sprinkler ordinances, 4) the joint resolution of the Florida Fire Chiefs' Association/Florida Fire Marshals' and Inspectors' Associations/Florida Home Fire Sprinkler Coalition endorsing residential fire sprinklers and recommended incentives. Residential Fire Safety Institute Strategies For Residential Sprinklers The following is a summary of the six-step strategy for the development of residential fire sprinkler programs. Step One: Assess Resources This is a fundamental step in the overall process that will help prioritize tasks that need to be addressed. The assessment should include: t. Sprinkler Infrastructure; analysis of the water supply system, how will it effect fire apparatus travel time and access, how will it effect overall fire department resources. z. Technical Support; assistance from fire protection engineers, plans review and inspection. 3. The Housing Marketplace; will there be thresholds for the ordinance, will there be retrofit provisions, dealing with the local home builders associations, flior identification of potential sprinkler contractors. 4. The Political Climate; opponents will make it a political issue, how is the fire protection services viewed by the public, can enough support be generated to support legislation, will the program become a negative campaign platform. Step Two: Build "In-House" Support Before going public with the idea for residential sprinklers it is critical to line up support from in-house. Areas that need to address concerns and formulate the overall plans are: i. Fire Department z. Fire Union 3. Community Development (Planning and Building) 4. Public Works 5. Water/Utilities L Step Three: Form a Task Force Residential sprinklers impact so many elements in the community that a stronger and wider coalition is necessary to enact successful sprinkler legislation. Task force membership should include: I. Planning groups 2. Building officials 3. Fire department officials 4. Elected officials 5. Utilities 6. Developers 7. Residential builders 8. Sprinkler contractors 9. Homeowner associations io. Realtors II. Insurance representatives Step Four: Agree on a Legislative Strategy The primary job of the task force is to select a legislative strategy that offers the most protection and has the best chance of adoption. Elements of the legislative strategy should include: I. Specific residential occupancies will be covered 2. Will the legislation be a full mandate or optional 3. What incentives will be offered 4. What will be the timing of the implementation 5. Will a national standard or code be adopted by reference 6. Identify construction alternatives as an off-set 7. Identify impact on existing/future fire services L L Step Five: Work Effectively with the City,Commission This will require a complete education of the elected officials on the proposed legislation, disclosing both the benefits as well as the drawbacks that may be experienced. To achieve this the following must occur: i. Resolve all issues prior to approaching the Commission. z. Have all parties agree on the legislative approach. 3. Arrange testimony to support the legislation. Step Six: Implementation The Fire Department needs to assume the public leadership role in the implementation phase of the legislation. A quality control program is required to insure the success of the implementation. The program should consist of: i. Plans review z. Installation 3. Final inspection, testing and approval 4. Maintenance 5. Accountability 6. Education L Incentives for Installing Residential Fire Sprinklers The following is a list of possible incentives that can be offered to the developers, builders, installers and homeowners that install residential fire sprinklers. i. Reduced impact fees z. Increased density 3. Reduced fire flow requirements 4. Increased hydrant spacing 5. Longer access road distance 6. Longer distance from fire stations 7. Reduced access to building sides 8. Narrower streets 9. Fewer parking restrictions to. Longer cul-de-sacs y ii. Reduced turnaround radius iz. Reduced permit fees 13. Reduced or exempted plan review fees 14. Reduced or exempted fees for field inspections 15. Reduced fire resistance ratings 16. No parapet walls 17. Increased distance to exits 18. Single water line for domestic and sprinkler systems 19. No separate meter for sprinkler system zo. No fee increase for larger meter zi. No special connection charge zz. Check valves instead of low-pressure-principle backflow preventer 23. No backflow prevention 24. Combined plumbing and sprinklers 25. Lower insurance premiums z6. Property tax reductions L Florida Jurisdictions With kr, Residential Fire Sprinkler Requirements Altamonte Springs: Required in all 1 &z family homes over 3,500 sq. ft. Boca Raton: Required in all structures, including I & 2 family homes over 12,000 sq. ft. Casselberry: Required in all structures, including I & z family homes over 3,000 sq. ft. Flagler Beach: Required in all structures, including i & 2 family homes over 10,000 sq. ft. Jackson/Leon County: Required in all structures, including & z family homes over 5,000 sq. ft. Jacksonville Beach: Required in all structures, including & z family homes over 7,000 sq. ft. Orlando: Required in all structures, including 1 & z family homes in the Lake Nona subdivision. Oviedo: Required in all structures, including 1 & z family homes over 15,000 sq. ft. Palm Beach County: Required in all 1 & z family homes over io,000 sq. ft. St. Lucie County: Required in all residential occupancies including 1 & z family homes. C Joint Resolution of the Florida Fire Chiefs' Association cor and Florida Fire Marshals' and Inspectors' Association and Florida Home Fire Sprinkler Coalition WHEREAS,in 2000,there were 368,000 home fires in the United States, resulting in 3,420 deaths, 16,975 injuries and$5.5 billion in direct property damage and; • • WHEREAS,85%of fire deaths occur in the home and; WHEREAS,the installation of a home fire sprinkler system and smoke detectors have been proven to reduce the risk of death by 82%and; WHEREAS,fire sprinklers require less than 10%of the water that the average fire department hose stream uses to extinguish a fire and; WHEREAS,on average,home fire sprinklers add less than one to one and one- half percent to the cost of construction and; WHEREAS,Fire Chiefs,Fire Marshals and Fire Inspectors can take proactive approaches to reduce the cost of the installation of home fire sprinkler systems through alternative approaches and; WHEREAS,the membership of the Florida Fire Chiefs' Association and Florida Fire Marshals'and Inspectors' Association can directly encourage the installation of home fire sprinkler systems through cost effective solutions and fire code enforcement approaches and; WHEREAS,both the Florida Fire Chiefs'Association and the Florida Fire Marshals' and Inspectors' Association are active participants in the Florida Home Fire Sprinkler Coalition and; THEREFORE,BE IT RESOLVED this 24 day of July,2002 that the Florida Fire Chiefs' Association,the Florida Fire Marshals' and Inspectors' Association and the Florida Home Fire Sprinkler Coalition fully endorse utilizing the following approaches to encourage the installation of home fire sprinkler systems installed in accordance with the National Fire Protection Association Standard 13D: *Significant fire impact fee credits should be incorporated into local impact fee ordinances for dwellings that are protected fire home fire sprinkler systems. ♦"Stand-By"fees should not be charged to homeowners whom have home fire sprinkler systems installed. ♦A single check valve in the riser should be considered adequate backflow protection for home fire sprinkler systems. 1 •An additional water tap for the home fire sprinkler should not be mandated. *An additional"Equivalent Residential Unit"(ERU)fee should not be charged to contractors,developers or homeowners as the result of an increase in meter size for the purpose of supplying the home fire sprinkler system. *Additional requirements,beyond the NFPA 13D Standard for Fire Sprinkler Installation in One and Two Family Dwellings,should not be placed on the contractor or developer (example:sprinkler protection in the garage). *Fire hydrant spacing in residential developments protected by home fire sprinklers should be permitted to be increased to 1000 feet between fire hydrants and 500 feet to the residence. ♦Fire flow requirements for dwellings protected by home fire sprinklers should be permitted to be reduced to 500 gallons per minute. ♦Water mains supplying fire hydrants in residential developments protected by home fire sprinklers should be permitted to be reduced to 6"minimum diameter. ♦Roadway widths in developments protected by home fire sprinklers should be permitted to be reduced to 20'. ♦Outside turning radiuses for cul-de-sacs in residential developments protected by home fire sprinklers should be peuvitted to be reduced to 45'. ♦Permitting and inspection fees should be waived for home fire sprinkler system installations. ♦Inspection and plans review requests for home fire sprinkler systems should be given a priority so as to ensure the contractor and developer are not delayed as a result of the home fire sprinkler system installation. •One and two fRmily dwelling property line setbacks for dwelling protected by home fire sprinklers should be permitted to be reduced to 5'.
