Background Summary:
The Fire Chief is implementing a reorganization in the Administrative Division that will delete the
position of Support Services Chief and add those duties and additional duties to the position of
Assistant Chief.
Issue:
With the addition of duties the incumbent in the Assistant Fire Chief's position should receive
additional compensation. The job title and job description also need to be revised.
Recommendations
Revise the job description and title of the Assistant Fire Chief to Deputy Fire Chief and provide an
additional five percent pay increase for the incumbent based on those changes. The pay range will
remain at grade 23.

Financial Impact:
Deleting the position of Support Chief will save approximately $70,000 annually. Incumbent will
receive an additional $3,780.00 including 5% recommended increase and benefits. Implementation
of the reorganization would save approximately $66,220.

RE: Fire Department Reorganization
ISSUE
The Fire Chief is recommending a reorganization in the Administrative Division that will delete the
position of Support Division Chief and add those duties and new duties to the position of Assistant
Fire Chief.
BACKGROUND/DISCUSSION
The Fire Chief has determined that reorganizing the Fire Department's Administrative Division can be
accomplished with the same level of efficiency by deleting the position of Support Division Chief and
combining those duties with the duties of the Assistant Fire Chief. This would save the division
approximately $70,000 including benefits.
As the Assistant Chief is taking on additional duties and areas of assignment, we are recommending
a new job description, job title, and a five percent (5%) increase in the incumbent's present salary.
The recommended title is Deputy Fire Chief. The increase in salary will be approximately $3,780.
The pay grade would remain at 23, which is $52,946.40 to $83,224.18 annually. Savings to the
Department's budget would be approximately $66,220 during this budget year.
We have attached the new job description for Deputy Fire Chief and would recommend approval of
the Fire Chiefs recommendation.
DEPUTY FIRE CHIEF
MAJOR FUNCTION
This is responsible administrative and technical work assisting in
the direction of the Fire Department. Work involves
responsibility, as assigned, by the Fire Chief for direction,
supervision, and administration of special projects and department
divisions. Work consists of administrative and technical
responsibilities and tasks involving both formulation of long-
range plans and daily operational decisions . Duties are performed
with considerable independence requiring the exercise of extensive
judgment and initiative in day-to-day operations. Direction is
received from the Fire Chief who reviews the work through
conferences, review of operations, evaluation of completed
projects and results obtained.
ILLUSTRATIVE DUTIES
Assists in directing, planning, organizing, supervising, and
administering the activities and day-to-day functions the
department. Assists in the development of departmental policies,
procedures, SOP' s, rules, and regulations. Participates in and
makes recommendations regarding collective bargaining. Reviews
reports and proposals; prepares drafts of proposals and makes
reports on completed projects and programs . Responds to inquiries
whether in person, by telephone, or by correspondence. Reviews and
analyzes internal and external reports to determine trends and
makes recommendations for changes in organization, administration,
and operations to the Fire Chief. Makes inspections of operations
to ascertain level of performance. Assists in the preparation and
monitoring of the department budget. Recommends hiring, transfer,
recall, lay-off, promotion, discipline, and discharge of
employees. Resolves personnel issues . Conducts performance
evaluations. Confers with and advises department employees on
problems and projects . Provides direction in the maintenance of
fire stations, their grounds, and fire equipment, materials, and
supplies. Makes special studies and investigations assigned by the
Fire Chief. Acts as Fire Chief by assignment in their absence.
Confers with officials and other representatives of government
agencies, consultants, vendors and the public.
Performs other related duties as assigned.

DEPUTY FIRE CHIEF

MINIMUM OUALIFICATIONS
Knowledge, Abilities, and Skills
Thorough knowledge of the principles and practices of modern fire
administration, suppression, and prevention. Thorough knowledge
of State and City laws and ordinances to be enforced. Thorough
knowledge of the geography of the City and surrounding area
including the locations of principal buildings . Thorough
knowledge of departmental training programs . Considerable
knowledge of supervisory practices . Ability to perform extensive
and responsible research, analysis, and technical report writing.
Ability to plan, organize, direct, and administer fire department
activities and programs . Ability to plan, schedule, and review
the work of subordinates in a manner conducive to full
performance and high morale. Ability to establish and maintain
effective working relationships with other municipal officials,
employees, contractors, vendors, and the general public. Ability
to express ideas concisely, both orally and in writing. Ability
to address civic organizations or private groups on subjects
related to the fire service Ability to train and instruct
subordinates . Ability to direct and command personnel. Ability to
lift up to 50 pounds and work in hazardous conditions .
Minimum Trainina Experience
Graduation from an accredited four year college or university with
a degree in Business, Public Administration, Fire Science, EMS, or
related field supplemented by technical training in fire
prevention and suppression and formal training in fire
administration with ten years of progressively responsible paid
experience in a fire department, five years of which must have
been as an officer in a line or staff function.
Necessary Special Requirements
Possession of State of Florida Firefighter Certification.
Possession of an acceptable Florida CDL license. Possession of
State of Florida Fire Officers Certification.
