Subject: Old Fire Station#1 Building
Issue: Consider options and provide direction for the future use of Old Fire Station#1
Recommendation:
Provide direction to staff on future use for Old Fire Station#1.
Background Summary:
The vacant Old Fire Station#1,after refurbishing, could be used by City government as offices to relieve
over-crowding in City Hall and serve the customer needs better. Alternatively,the site could be used as
additional parking after demolition of the existing building.
Fiscal Impacts:
Depending on direction chosen,the cost and the timetable for implementation will vary. Staff will bring
full cost accounting back to the Commission at a later date.

RE: Future use of Old Fire Station#1
ISSUE:
City Commission to consider various options for the best use of the vacant Old Fire Station#1 and
provide direction to staff to proceed with an option or options for further evaluation.
BACKGROUND/DISCUSSION
The Old Fire Station#1 could accommodate various critical needs of the City government. Two of the
competing options include(1)demolishing the building to provide additional parking area for City Hall,
Police Department,and other uses;or(2)Refurbish the building to provide additional office space to
alleviate overcrowding in the City Hall.
(1)Additional Parking Scenario
The City government complex has been experiencing parking shortage to accommodate the customer
service needs and employee parking. The Old FS #1 site could be used as additional parking after
demolishing and disposal of current building while salvaging the concrete slab for parking. Resurfacing
of the concrete slab may be necessary to provide a usable parking surface.
In addition to providing additional parking,this alternative will allow the widening and improvements to
the existing entrance to City government complex.
The preliminary cost estimates for this option are$75,000.
Office Space
This option will allow retrofitting and refurbishing the building for use as office space to relieve over-
crowding in the City Hall and provide more efficient service to the customers.
The 5100 square foot building area consists of approximately 3300 square foot bay space and 1800 square
foot office space. The bay area includes 8 bay doors and 14' ceilings. The office part will require
remodeling to accommodate use and meet ADA standards.The building is structurally sound with minor
identified undesirable material that can be safely removed.
Since the building has parking areas that could be used for customer parking, it is ideally suited for use by
a service department and thereby reduces the load on the main City Hall customer service parking area.
Mechanically,the building will require new air conditioning system. The plumbing and electrical system
have not been assessed to date.
From the preliminary analysis,the building and the site may be most suitable for use by Building
Division including Building Section, Code Enforcement Section, and Occupational License Section. The
parking area with minor reconfiguration can accommodate the needs of the Division customers.
From staff perspective,this option is the most logical alternative that provides both additional usable
office space and customer parking for a designated service department. If this option is chosen,direct
staff to bring a complete report as soon as time permits,which include the following steps:
1. Evaluate and select the best suited/least costly concept of remodeling the building.
2. Assess the costs of refurbishing the building and the parking area.
3. Determine the timetable for the implementation.
4. Identify source of funds for refurbishing.
Either option should include improvements to entrance to City Hall/Police Department and the relocation
of municipal complex sign.
RECOMMENDATION
Staff respectfully requests the Mayor and City Commission to consider the options presented and provide
direction for further evaluation of the best use of the building and the site.
