Background Summary:
When the Reclaimed Water Booster Pumping Facility Project was bid it did not include the removal of the
old septic system and the abandonment of the old well on the property purchased for the City's pump station.
Their location was either unknown or in an area that was not in the way of the new construction. The change
order amount to include these items is $4,250.00 with an increase of two calendar days.
The attached document is Change Order No. 1 with Prime Construction Group, Inc.
Issue:
The Reclaimed Water Booster Pumping Facility Project requires the abandonment of the old well and the
removal of the old septic system from the property in the amount of$4,250.00.
Recommendations
The Engineering—Public Utilities staff recommends that the City Commission approve Change Order No. 1
for the removal of the septic system and abandonment of the well in the amount of $4,250.00, with an
increase in contract time of two days, and authorize the Mayor and City Clerk to execute the change order.

ISSUE
The Engineering—Public Utilities Department requests that the City Commission approve Change Order no. 1
with Prime Construction Group, Inc. on the Reclaimed Water Booster Pumping Facility Project for the removal
of an abandoned well and septic system in the amount of an increase of$4,250.00, with an increase in contract
time of two calendar days.
BACKGROUND/DISCUSSION
The Reclaimed Water Booster Pumping Facility project includes the construction of a pump station, connection
to the CONSERV pipeline, and associated piping and instrumentation to allow for the drawing of reclaimed
water from the CONSERV pipeline, a system operated by the City of Orlando and Orange County. The City of
Ocoee purchased a lot on south Maguire Road near the CONSERV pipeline that generally runs along Moore
Road to be the location of the Reclaimed Water Booster Pumping Facility.
The project plans did not include reference to the abandonment of the well or the removal of the septic system,
which were used with the old residence. The location of the septic system was unknown and was discovered
during the clearing of the site. The well was in a location that was not in the way of new construction, but
should be grouted, capped, and properly abandoned. This change order includes the permitting of and the
removal of the septic system with Orange County Health Department and the permitting of the grouting and
capping of the old well. The negotiated cost for these work items was $4,250.00 and two additional calendar
days in contract time. This change order provides for an increase of 0.39% in the contract amount of
$1,097,000. The change order is attached for review.

CHANGES ORDERED:
I. GENERAL
This change order is necessary to cover changes in the work to be performed under this Contract. The
GENERAL CONDITION, SUPPLEMENTARY CONDITIONS, SPECIFICATIONS and all parts of the
Project Manual listed in Article 1, Definitions, of the GENERAL CONDITIONS apply to and govern all
work under this change order.
II. REQUIRED CHANGES
CO1-01 Remove and dispose and plug existing septic system and water well including any necessary
permitting. Two additional days to contract term.
III. JUSTIFICATION
C01-01 Existing septic system and water well must be removed and disposed and plugged to allow for
proposed construction to be performed.
IV. NARRATIVE OF NEGOTIATIONS
CO1-01 Contractor provided lump sum cost of$4,250.00 as shown in the attached letter dated August 27,
2004. PEC recommends acceptance of the cost and time proposal by signature of this Change
Order No. 1

VI. APPROVAL AND CHANGE AUTHORIZATION

Acknowledgements:
The aforementioned change, and work affected thereby, is subject to all provisions of the original contract not
specifically changed by this Change Order;and,
It is expressly understood and agreed that the approval of the Change Order shall have no effect on the original
contract other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the adjustments in
Contract Price and Time shown hereon constitute full and complete compensation and satisfaction for all costs and
modifications of performance time incurred by the CONTRACTOR as a result of this Change Order. No other claim
for increased costs of performance or modifications of time will be granted by the OWNER for the Work covered by
this Change Order. The CONTRACTOR hereby waives and releases any further claims for cost or time against the
OWNER arising from or relating to the matters or Work set forth or contemplated by this Change Order.

Dear Mr. Rudd:
Prime Construction Group, Inc. proposes to perform the following work as discussed and per your
request.
1. Extract waste from the existing septic tank, remove the tank, drain
fields and dispose of all materials. $1,250.00
2. Pull pumps and drop pipe from existing 3"well and fill with grout $3,000.00
TOTAL AMOUNT $4,250.00
We have included in our scope the following items:
1. Mobilization
2. Removal of well pumps
3. Remove drop pipe from well
4. Fill well from bottom to surface with grout
5. Extract fluid from septic tank
6. Remove septic tank and drain field
7. Dispose of septic tank and drain field at a legal landfill
8. Permit for septic tank removal
In order not to delay the proJect, please respond by September 1, 2004.
We request 2 additional days be added to the contract term.
