Background Summary: A key component of the City Commission approved Downtown Master Plan is the development of the master regional stormwater facility. Continuing engineering services firm, Pegasus Engineering, was assigned the first step in the design process by conducting a feasibility study for the facility which was completed December of 2017. Using the results of the feasibility study to establish the parameters for the design of the regional stormwater facility, the City successfully solicited Engineering services for the final design and construction. GAI Consultants were awarded the design of the Downtown Master Regional Stormwater Facility and are in the preliminary concept and design phase. While GAI continues to develop their final product, the City is in need of immediate engineering services to ensure the current Bluford Avenue, Oakland Avenue and City Hall Complex project improvements will function with the future master stormwater system. Public Works is requesting continuing engineering services firm, Pegasus Engineering, to handle these immediate tasks as their team has the most historical knowledge from completing the feasibility study and has already been coordinating with the various project design teams. The major portion of this proposed work will allow the City to pipe the open drainage ditch next to existing City Hall from the railroad tracks at Franklin Street to Starke Lake, increasing the area of developable property by reducing compensating pond storage area. Having Pegasus complete this work allows the City's other project consultants to continue to work unimpeded on their projects and eliminates future additional design fees on said projects. The $47,500.00 for the work is available in the Stormwater Capital Improvements. Public Works recommends approval of the work with Pegasus Engineering. Issue: Request the City Commission to approve the miscellaneous stormwater support services for the City's Downtown Redevelopment Drainage Improvements with Pegasus Engineering. Recommendations: Recommend the City Commission approve the miscellaneous stormwater support services for the City's Downtown Redevelopment Drainage Improvements with Pegasus Engineering, for the not to exceed cost of $47,500.00 as funded in the Stormwater Capital Improvements. Also recommend the City Manager be authorized to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Public Works Director City of Ocoee 301 Maguire Road Ocoee, Florida 34761 Re: Downtown Redevelopment Drainage Improvements Subj: Miscellaneous Stormwater Support Services Dear Steve: As requested, we are pleased to submit this proposal to the City of Ocoee to perform miscellaneous stormwater support services associated with the Downtown Redevelopment Drainage Improvements. More specifically, to assist the City of Ocoee and their Downtown Redevelopment consultants (CPH, S&ME, and GAI Consultants), as well as their contractor (Oelrich Construction), with the design of the following drainage improvements between Kissimmee Avenue and Starke Lake; • Box culvert system between Kissimmee Avenue / Railroad and Bluford Avenue in order to eliminate the compensating storage area planned between Taylor Street and Kissimmee Avenue/ Railroad; • Culvert system crossing Bluford Avenue (currently under construction by Oelrich); • Box culvert system between Bluford Avenue and Lakeshore Drive; • Box culvert system crossing Lakeshore Drive; • Control structure and outfall pipe associated with the future Regional Stormwater Pond planned between Kissimmee Avenue/ Railroad and Bluford Avenue; and • Pollutant removal structure (i.e., baffle box) to be installed immediately east of Bluford Avenue. Page 2 October 11,2018 With that said, it is our understanding that Pegasus Engineering shall perform the following miscellaneous stormwater support services for the City of Ocoee and their Consultants: 1. Prepare for and attend four (4) Project Team Meetings with City staff and representatives of CPH, GAI Consultants, and S&ME. 2. Prepare for and attend four (4) Bluford Avenue Construction Progress Meetings with City staff and representatives of Oelrich and CPH. 3. Perform preliminary hydraulic calculations to evaluate various culvert configurations crossing Bluford Avenue, including round concrete pipes, elliptical concrete pipes, and box culverts. 4. Perform preliminary modeling in order to design conveyance improvements between Kissimmee Avenue and Lakeshore Drive to eliminate the compensating storage area. 5. Review and comment on design alternatives and conceptual shop drawings for the Bluford Avenue culvert system, as well as the conflicts associated with the intersection of Bluford Avenue and Oakwood Avenue. 6. Coordinate with the St. Johns River Water Management District (SJRWMD) to schedule, prepare for, and attend a pre-application meeting to discuss the concept of eliminating compensating storage area and increasing conveyance without adversely impacting Starke Lake. 7. Update the existing conditions and the proposed conditions models and drainage exhibits for the Downtown Stormwater Master Plan — Phase 1 Feasibility Study (dated December 2017) to reflect recent construction projects (Sunbelt Rental and the expansion of the Ocoee Business Park). 8. Update the proposed conditions stormwater model to also reflect the proposed Downtown Redevelopment drainage improvements associated with the City Hall Campus by S&ME, (Study Area 1), the Study Area 2 Regional Stormwater Pond by GAI Consultants, and the Bluford Avenue improvements by CPH. Assist the Project Team,as needed,with the SIRWMD permit applications. 10.Assist the Project Team, as needed,with meetings and presentations to City staff and/or the City Commission. Once the proposed improvements are constructed, it is our recommendation that a FEMA Letter of Map Revision (LOMR) be prepared to reflect the as-built conditions. A separate proposal will be submitted to the City in the future to prepare a LOMR and revise the floodplain limits based on the as-built conditions. The above described will be performed for an hourly not-to-exceed fee amount of$47,500.00 in accordance with attached manhour and fee estimate (refer to Attachment"A").
