PROCLAMATION Item IIA 3
WHEREAS, tobacco,alcohol,and drug abuse remain prevalent in every Florida community regardless of size
and location; and
WHEREAS, Floridians must turn their energies toward strengthening families, neighborhoods and
communities and toward educating people about prevention; and
WHEREAS, research and data show without question that prevention works; and
WHEREAS, our continued commitment to education, prevention, and building positive lifestyles is
imperative; and
WHEREAS, the Red Ribbon Celebration was started in 1985 after Federal Agent Enrique Camarena was
murdered by drug traffickers,and the red ribbon represents the nation's united effort to eradicate
harmful drugs and to build a healthy and safe nation; and
WHEREAS, the 1994 Florida Red Ribbon Celebration theme, "Body in Check. . . Mind in Control,"focuses
on the importance of strengthening parent/community networks by creating an environment in
which our youth may live healthy, safe lives; and
WHEREAS, the Governor, Cabinet, Chief Justice, and Agency Representatives of the State of Florida have
encouraged statewide observance of this prevention lifestyle;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of City Commissioners of the City of
Ocoee that the week of October 23 through October 31, 1994, be designated as
"FLORIDA RED RIBBON WEEK"
when every citizen of the City of Ocoee is encouraged to wear a red ribbon to symbolize our commitment
to establishing healthy and safe communities for our citizens, especially our children, and to participate in
events throughout the week that support positive lifestyles.
BE IT FURTHER RESOLVED that during this week, we honor the law enforcement officers in whose
memory we use the symbol of the red ribbon, we look to the strength of a unified community in restoring
the peace and order which has suffered with the influx of illegal drugs, and that we support the efforts of
our communities to create healthy and safe neighborhoods.
IN TESTIMONY THEREOF, the Mayor and Board of City Commissioners of the City of Ocoee, Florida
have hereunto subscribed their names and have caused the Official Seal of the City of Ocoee to be hereunto
affixed in the City of Ocoee on the 18th day of October, 1994.
