Beamer, Director (*•* r Administrative Services SUBJECT: Prequalification of Contractors -Withers/Maguire House Phase 3 On October 2, 1994 prequalifications for the interior were requested through an advertisement in the O►iando Sentinel. Three were received and are attached for review; these are W. H. Keister Group—Contractors/Construction Managers/Consultants, Diversified Tech Inc. and Mitchell Building Contractors, Inc. The Historic Preservation Grant Award Agreement Special Category Grants, Grant No. SC-550 states: Standards. The Grantee shall carry out all project work in compliance with the Secretary of the Interior's Standards for Rehabilitation or the Secretary of the Interior's Standards for Archaeological Documentation. From the Secretary of the Interior's Standards for Rehabilitation is the following: 1. Every reasonable effort shall be made to provide a compatible use for a property which requires minimal alteration of the building, structure, or site and its environment, or to use a property for its originally intended purpose. 2. The distinguishing original qualities or character of a building, structure, or site and its environment shall not be destroyed. The removal or alteration of any historic material or distinctive architectural features should be avoided when possible. 3. All buildings, structures, and sites shall be recognized as products of their own time. Alterations that have no historical basis and which seek to create an earlier appearance shall be discouraged. O+ 4. Changes which may have taken place in the course of time are evidence of the history and development of a building, structure, or site and its environment. These changes may have acquired significance in their own right, and this significance shall be recognized and respected. 5. Distinctive stylistic features or examples of skilled craftsmanship which characterize a building, structure, or site shall be treated with sensitivity. 6. Deteriorated architectural features shall be repaired rather than replaced,wherever possible. In the event replacement is necessary, the new material should match the material being replaced in composition, design, color, texture, and other visual qualities. Repair or replacement of missing architectural features should be based on accurate duplications of features, substantiated by historic, physical, or pictorial evidence rather than on conjectural designs or the availability of different architectural elements from other buildings or structures. 7. The surface cleaning of structures shall be undertaken with the gentlest means possible. Sandblasting and other cleaning methods that will damage the historic building materials shall not be undertaken. 8. Every reasonable effort shall be made to protect and preserve archeological resources affected by, or adjacent to any project. 9. Contemporary design for alterations and additions to existing properties shall not be discouraged when such alterations and additions do not destroy significant historical, architectural or cultural material, and such design is compatible with the size, scale, color, material, and character of the property, neighborhood or environment. 10. Wherever possible, new additions or alterations to structures shall be done in such a manner that if such additions or alterations were to be removed in the future, the essential form and integrity of the structure would be unimpaired. In summary"Rehabilitation" is defined as the process of returning a property to a state of utility, through repair or alteration which makes possible an efficient contemporary use while preserving those portions and features of the property which are significant to its historic, architectural, and cultural values. For strict compliance with these standards the October advertisement indicated that the qualifications would be reviewed "based on the size, scale, type and quantity of renovation/restoration projects completed, and the age of the structures previously restored." (This follows the State's recommendation on prequalifying contractors by removing those with limited experience before actual bidding occurs.) As a measurement, the Withers/Maguire House Phase 3 interior work is estimated to cost $250,000; this includes$180,000 from State Grant Funds and Architectural Services already expended or encumbered as well as contributions-in-kind and Historical Commission donations. This added to the expenditures on the House since 1991 equal the required $360,000 including the$180,000 in matching funds. The renovation/restoration period was approved as 1915- 1948. The funded work consists of: a. Restoration/repair of interior trim, cabinets, plaster, drywall, and doors; b. Repair of windows; c. Preparation, painting, and finishing of interior; d. Repair of wood flooring; e. Restoration, repair, and installation of tile in kitchen and bathroom; f. Installation of insulation; g. Upgrade and repair of plumbing and electric systems; h. Installation of HVAC system; i. Life safety improvements and alterations for Americans with Disabilities Act compliance. Utilizing the advertised criteria along with the scope of the City's current project, Staff and the Architect are recommending that only Mitchell Builders be deemed qualified to bid. The Architect's letter is also attached. Action Requested The Mayor and Board of City Commissioners (1) prequalify Mitchell Building Contractors, Inc. and (2) authorize staff to negotiate an acceptable bid with same. Lakeshore Drive Ocoee, FL 34761 Dear Montye: I have reviewed the submittal of qualifications from the three firms which responded to your advertisement for Phase 3 of the Renovation of the Withers/Maguire House. The firms are clearly not equally qualified for historic renovation work. Mitchell Building Contractors, Inc has considerably more experience than either of the other firms. Having been the contractor for the first phases of the renovation of the Withers/Maguire House, they are obviously familiar with the project. It is my understanding, everyone in the City of Ocoee who has worked with Mitchell Building Contractors, Inc. is pleased with the work completed and would be happy to work with them again. As you know, several change orders were successfully negotiated during earlier phases of the work with Mitchell Building Contractors, Inc. I believe the prices for the work were fair and competitive. Under the circumstances, it is my recommendation that the City attempt to negotiate a contract with Mitchell Building Contractors, Inc. for Phase 3 of the Renovation of the Withers/Maguire House. DeBary Hall is the oldest building in Volusia County listed on the National Register of Historic Places. The mansion was constructed in 1871 as a winter retreat for Samuel Frederick DeBary, a businessman from New York who, among other interests, owned a steamship line on the St Johns River. DeBary's 2,000+ acre estate was developed as a private hunting preserve and citrus operation. The estate was maintained by the family until 1942 when sold to a timber company. In 1949 much of the land was sold and developed as Plantation Estates, a residential subdivision targeting retired workers from the midwest. The mansion was used during this time as overnight lodging for prospective buyers and later as a community center. In 1959 the mansion, its outbuildings and the current six acres of land they stand on, were deeded to the Florida Federation of Art who in turn, deeded the property to the State of Florida in 1967. The state began the porch restoration in 1988 and discontinued the project when the property was leased to Volusia County in 1990. This project is the first phase in the overall restoration and development of the property as a local history interpretive center and multipurpose community-use facility with the grounds being developed as a passive-use park. It is envisioned that the buildings and grounds will be made available for private events such as weddings; community events and festivals; scheduled workshops and tours; and on a daily basis for visitors and school children. Working with the County on this project is a citizens support group, DeBary Hall , Inc. , who is doing a wonderful job in providing support in the funding, management and development of this project. Also important to note is the recent creation of the City of DeBary, Florida's newest incorporated community. DeBary Hall serves as an important symbol of the community's history--representing the origin of its existence. Many citizens care deeply about the property and eagerly await its opening. With this public interest in mind, the County will be videotaping various portions of the project work for later use in interpretive programs. We will request that the recipient of this contract award be cooperative in this endeavor.
