City Engineer/Utiliti s Director SUBJECT: Lakeshore Drive Improvements East of City Hall As a result of the recent rainfall, the level of Starke Lake has risen to a point that a portion of Lakeshore Drive east of City Hall is under water, and has had to be closed to traffic. We have investigated two alternatives for this section of Lakeshore Drive, one being to raise the roadway above the lake level, and the other being to eliminate a portion of the roadway altogether. The first alternative is estimated to cost approximately $96,000 and would involve reconstruction of the roadway from a point just south of the ditch north of City Hall, to a point just south of the intersection of the City Hall access road and Lakeshore Drive. The reconstruction would include new storm sewer lines and inlets, and would raise the pavement by approximately twelve to eighteen inches. The second alternative is estimated to cost approximately $80,000.00 and would involve removal of the pavement from a point just sduth of the ditch to a point just north of the intersection with the City Hall access road. This alternative would include regrading of the roadway area so that it is all part of the City':Hall lawn, and is sloped away from the building toward the lake. A new sidewalk along the lake would be constructed as part of this alternative. We also prepared a sketch and cost estimate for constructing the rest of the City Hall access road to connect to Bluford Avenue. This realignment is estimated to cost between $100,000.00 and $150,000.00 depending on what improvements are made within the Bluford Avenue right-of-way. We are suggesting that the realignment of the access road be considered for action during preparation of the FY 96 budget. While there are no funds available for immediate work on THE PRIDE OF WEST ORANGE ��[, either of the Lakeshore Drive alternatives, we are requesting direction from the City Commission so that we can proceed with plan development in case funds are available at mid-year for this project. We request that the City Commission either choose one of the two proposed alternatives for further study, or provide staff with direction as to another preferred alternative. WP60\DOCS assn t‘26sse9A
