ISSUE :
Should the Honorable Mayor and Board of City Commissioners approve
an Amendment to the existing St . Paul' s Presbyterian Church Special
Exception to permit the temporary placement of a modular classroom
building on site?
BACKGROUND:
St . Paul' s Presbyterian Church, located south of S.R. 50 and west
of Citrus Oaks Drive, had a Special Exception approved by the City
Commission on November 16, 1993 which permits the operation of a
permanent school for children with learning style differences .
This approval was subject to the following three conditions :
1) That the School shall be directly related to the Church and
that the ministry shall have some kind of control or input of
the curriculum, and that there shall be at least two members
of any governing board that may be implemented at a later
date;
2) The School enrollment shall not exceed a total of 190 full
and/or part-time students;
3) All school activities conducted on the premises shall be
concluded by 10 p.m. Sunday through Thursday nights and by 11
p.m. on Friday and Saturday nights .

The Church has now applied for an Amendment to this Special
Exception to permit placing a temporary modular building on the
site . Since the Ocoee Land Development Code does not identify a
separate procedure for such amendments, the application is being
processed under the same review and public hearing requirements
pertaining to all Special Exceptions .
DISCUSSION:
Even though the original Special Exception permitted operation of
a school with up to 190 students, based upon fire safety code
requirements, the operators of the school wish to provide
additional space for various classes until the permanent church
facility is expanded. As shown on the attached sketch within the
application packet, the proposed modular classroom building will be
sited toward the rear of the church property and will not be
visible from surrounding residences . No additional students will
be added due to the placement of this building, and the applicant
requests a temporary one year permit for the facility.
PLANNING AND ZONING COMMISSION RECOMMENDATION:
At their meeting of August 24, 1994, the Planning and Zoning
Commission voted unanimously to recommend approval of the Amendment
to the St . Paul' s Presbyterian Church Special Exception per the
Staff Recommendation, except that Item 4 was modified to make the
Amendment temporary for two consecutive 6 month increments instead
of for a total one year period. It was the P&Z' s intent to split
the approval to two 6 month increments to minimize the potential
length of any future requests for additional extensions after the
initial year.
STAFF RECOMMENDATION:
Based upon the unanimous vote of the DRC on August 9, 1994 , staff
recommends that an Amendment to the St . Paul' s Presbyterian Church
Special Exception be approved subject to the following conditions :
1) That the Amendment is subject to the same three conditions of
approval of the Special Exception granted November 16 , 1993 ;
2) That the site plan be administratively approved by City Staff;
3) That the modular building meet all applicable building and
fire safety codes; and

4) That the Amendment is temporary for a one year period until
permanent facilities are constructed.
