BACKGROUND : The Oaks At Starke Lake is a 107 lot single family subdivision adjoining the southeast shore of Starke Lake located north of White Road, west of Montgomery Road extended. The owner of this project had Final Subdivision Plans approved on January 2 , 1991 . These Plans were subsequently approved for extension until January 2 , 1993 . Prior to expiration of that approval , a Pre-Construction Conference was conducted on December 1 , 1992 ; however, no work has commenced on the project to date . DISCUSSION : The owner of the project has requested an additional one-year extension of the Final Subdivision Plans (see attached letter) in order to permit sale of the project to a new developer. This extension will allow the new developer to update all necessary permits and begin construction within the one-year period after conducting a new Pre-Construction Conference . In order to ensure that the plans meet current City Land Development Code Standards , the Development Review Committee is conducting an administrative review of the plans to check for any substantial deficiencies prior to permitting development to occur . STAFF RECOMMENDATION : Staff recommends that the Honorable Mayor and Board of City Commissioners grant a one-year extension of the Final Subdivision Plan of The Oaks At Starke Lake ( Starke Lake Oaks) until August 15 , 1995 , subject to DRC administrative review of the plans to ensure substantial compliance with current City Land Development Code Regulations . We had an extension of approvals on December 30, 1991 and at a pre-construction conference on December 1 , 1992 we had additional approval to proceed with development. Since that time the owners of The Oaks development, due to extraordinary circumstances, have been delayed in their ability to proceed with building and development.
