City Engineer/Utiliti Director SUBJECT: Starke Lake Boat Ramp Improvements The City has recently worked with Orange County to obtain a share of the funds made available to the County from the Florida Boater Improvement Program. We have agreed with the County that our Starke Lake Boat Ramp Improvement project would be funded in the amount of $150,000, with the stipulation that we have the project constructed by September 30, 1995. Attached is a project schedule for your information, which outlines the major tasks to be accomplished by that date. Also attached is a proposal from Professional Engineering Consultants, Inc. (PEC) for the design work involved with this project, and a proposed addendum to the City's Agreement for Consulting Engineering Services with PEC. PEC proposes to examine various alternative methods of rehabilitating the existing docks, prepare construction drawings and specifications, and prepare the required D.E.P and other regulatory agency permits, for an amount not-to- exceed $10,500.00. August 10, 1994 P-4137 Ms. Montye Beamer Administrative Services Director City of Ocoee 150 North Lakeshore Drive Ocoee, Florida 34761 Re: Boat Ramps at Starke Lake Dear Ms. Beamer: Professional Engineering Consultants, Inc. is pleased to provide this proposal for professional engineering services concerning the City's boat ramps and docking facilities located at Starke Lake. The facilities are located on Lakeshore Drive and are east of the new City Municipal Complex. The project will include engineering services for the restoration, replacement, and maintenance of the existing boat ramps (equal size and configuration) and existing docking facilities. We propose to provide the described services on an hourly basis in accordance with the existing Professional Engineering Services Continuing Contract (dated August 21, 1984) with a not-to-exceed amount of $10,500.00. The estimated cost of construction is approximately $150,000.00 and engineering fees are estimated to be seven percent (7%). Enclosed is Addendum 94-5 for design services. The following is a specific description of the services to be performed by PEC concerning this authorization: 1. Examination of available record data, survey records, and any other available sources; 2. Investigate the provision for new/rehabilitated underwater hard surface for boat launching of boats of similar size as currently using the facilities; 3. Investigate the provision for new/rehabilitated wood decking and joists for boat docks. Conduct meetings with City Staff to review results of investigations and develop City's final requirements for repair/replacement of boat ramps and boat docks. 5. Prepare and submit necessary water resources permits; 6. Prepare construction documents, specifications and turbidity control methodology for City bidding procedures; 7. Assist City in review of construction bids; 8. Provide review of shop drawings; 9. Complete final certification as necessary concerning water resources permits. Craig Batterson, P.E., PEC ADDENDUM NO. 94-5 TO AGREEMENT FOR CONSULTING ENGINEERING SERVICES DESIGN AND PERMITTING FOR BOAT RAMPS AT STARKE LAKE This Addendum No. 94-5 hereinafter called the Addendum, as of this day of , 1994, shall constitute an Addendum to the Agreement for Consulting Engineering Services between the City of Ocoee, Florida (the CITY) and Professional Engineering Consultants, Inc., 200 East Robinson Street, Suite 1560, Lake Eola Centre, Orlando, Florida (the CONSULTANT), dated the 21st day of August, 1984, hereinafter referred to as the AGREEMENT. WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the CITY retained the CONSULTANT to provide professional engineering services as required from time to time, and WHEREAS the CONSULTANT will perform consulting engineering services for the CITY as herein defined. NOW THEREFORE,in consideration of the mutual covenants and promises hereinafter set forth on the part of both parties to be kept and performed, the parties do mutually agree as follows: Section 1 - Services of the Consultant 1.1 The CONSULTANT shall perform the Engineering services as outlined in the attached proposal (P-4137), dated August 10, 1994, relative to the provision of consulting services to the CITY. Section 2 - Compensation 2.1 Compensation by CITY for engineering services provided under this Addendum shall be computed under Paragraph 6.1.2.3 of the AGREEMENT, utilizing the Payroll Cost Times a Factor Method of Compensation with the compensation for this additional authorization not to exceed $ 10,500.00 as outlined in the attached proposal, without further authorization from the CITY. Section 3 - Time of Completion 3.1 The CONSULTANT shall provide the services within a 90 day period from the notice to proceed as outlined in the attached proposal.
