Background Summary:
The proposed Ocoee Business Park Site Plan will be an industrial/commercial flex space park, located in
Ocoee Business Park Subdivision Phase 1 on Lot 2. The site itself consists of approximately 6.84 acres and
is situated on the west side of HM Bowness Road approximately 1,375 feet south of the Franklin Street
intersection. There will be a total of (4) four 30,000 square feet, one-story, structures on the site consisting of
a combined total of 120,000 square feet of industrial/commercial flex space.
Issue:
Should the Honorable Mayor and City Commissioners approve the Preliminary/Final Site Plan of the Ocoee
Business Park - Phase 1, Lot 2?
Recommendations:
Based on the recommendation of the ORC and the Planning & Zoning Commission, Staff respectfully
recommends that the Mayor and City Commissioners approve the Preliminary/Final Site Plan for Ocoee
Business Park - Phase 1, Lot 2, as date stamped by the City "Received January 6, 2005", subject to the
approval, execution, and recording of the Ocoee Business Park Phase 1 "Plat" and with the condition that
the Crepe Myrtle trees along Bowness Road are substituted with evergreen, Magnolia, and Palatka Holly
trees.

ISSUE:
Should the Honorable Mayor and City Commissioners approve the Preliminary/Final Site Plan of
the Ocoee Business Park - Phase 1, Lot 2?
BACKGROUND/DISCUSSION:
The proposed Ocoee Business Park Site Plan will be an industrial/commercial flex space park,
located in Ocoee Business Park Subdivision Phase 1 on Lot 2. The site itself consists of
approximately 6.84 acres and is situated on the west side of HM Bowness Road approximately
1,375 feet south of the Franklin Street intersection. There will be a total of (4) four 30,000
square feet, one-story, structures on the site consisting of a combined total of 120,000 square
feet of industrial/commercial flex space. Adjoining subdivision infrastructure is presently being
constructed under the Ocoee Business Park Phase 1 Final Subdivision Plan, which was
approved by the City Commission on Oecember 16, 2003. However, it should also be noted
that the Ocoee Business Park "Plat" has not yet been formally approved.
The surrounding properties of the subject site are part of the Ocoee Business Park project and
are currently vacant. Lot 2 will be the first lot to be developed under the Ocoee Business Park
project. The improvements, which are currently being constructed for Phase I, included: location
of a retention pond at the southeast corner, construction of a lift-station at the southwest corner
or the intersection of the railroad tracks and Bowness Road, and construction of approximately
2/3 of the south portion of Ocoee Business Parkway westward into the subdivision. The subject
site (Lot 2) will have primary access from Ocoee Business Park Parkway, which will terminate at
a temporary cul-de-sac. Additionally, a 6 feet wide concrete sidewalk with landscaping will be
provided along the property boundaries to facilitate pedestrian travel. A total of three sitting
areas will also be provided for pedestrian and patron use.
The Future Land Use designation for the site is Light Industrial. The property is zoned
Restricted Manufacturing and Warehousing (1-1), which permits development and construction
of the proposed land use. Therefore, the requested use is consistent with directives of the
Comprehensive Plan and the adopted Land Oevelopment Code (LOC).

DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION:
The Development Review Committee (DRC) met on Oecember 16, 2004 and reviewed the
Preliminary/Final Site Plan. There were minor technical issues to be addressed from the City
Attorney and Planning Oivision that were identified in written staff comments and presented
verbally. All of the issues were discussed and a few minor changes to the Plan were agreed
upon. In addition, the applicant was made aware of the following issues:
1. A building permit will not be issued until the Ocoee Business Park Phase 1 "Plat" has
been properly approved, executed and recorded.
2. A building permit can be secured with the understanding that a Certificate of Occupancy
(C.O.) will not be issued until all infrastructure of Ocoee Business Park Phase 1 is
constructed resulting in an issuance of a Certificate of Completion.
When the discussion was finished, the ORC voted unanimously to recommend approval of the
Preliminary/Final Site Plan, subject to the developer making changes specified in the reports
and incorporating the request into the proposal as discussed. These changes were made and
shown on the plans date stamped "Received January 6, 2005."
PLANNING AND ZONING COMMISSION RECOMMENDATION:
On January 11, 2005, the Planning & Zoning Commission held a public hearing to consider the
proposed Preliminary/Final Site Plan for Ocoee Business Park - Phase 1, Lot 2. The City Staff
and the Oeveloper of the project answered extensive questions regarding building design,
signage, bicycle racks, landscaping and locations of the required landscape buffers. There was
no one from the public to speak regarding this request. After finishing its deliberations, the
Planning & Zoning Commission voted unanimously to recommend approval of for Ocoee
Business Park Preliminary/Final Site Plan, as date stamped by the City "Received January 6,
2005", subject to the approval, execution, and recording of the Ocoee Business Park Phase 1
"Plat" and with the condition that the Crepe Myrtle trees along Bowness Road are substituted
with evergreen, Magnolia, and Palatka Holly trees.
STAFF RECOMMENDATION:
Based on the recommendation of the ORC and the Planning & Zoning Commission, Staff
