Background Summary:
On February 1,2005, staff requested direction from City Commission for the implementation of a mosquito control
program. After discussion, staff was directed to bring back a report outlining a program for the remainder of fiscal year
2004-05 for $50,000. Clarke Mosquito Control has now provided a program based on Seminole County Contract rates
up to $50,000, which is attached to this staff report.
Issue:
Consider a mosquito control program and provide direction for staff.
Recommendations
Staff recommends postponement of the mosquito control program at this time and to consider the program for fiscal
year 2005-06 budget.

Financial Impact:
Clarke Mosquito Control has provided a proposal for up to $50,000. However, the balance of the General Fund
Contingency is very low at this time ($118,000 through March 1, 2005) with the storm and hurricane season still to
come.

Discussion- Mosquito Control Program
ISSUE
Should the Honorable Mayor and City Commission approve $50,000 from General Fund Contingency for a
mosquito control program in the current fiscal year?
BACKGROUNDIDISCUSSION
On February 1,2005, staff presented a mosquito control program proposed by Clarke Mosquito Control for the
remainder fiscal year 2004-05. City Commission directed staff to bring back an agenda item outlining a
program not to exceed $50,000. Clarke Mosquito Control has now provided a proposal based on piggybacking
Seminole County's contract rates to provide a program to the end of the fiscal year.
Since the last meeting, staffhas contacted Orange County Mosquito Control to inquire in regards to their
program in Ocoee area. Orange County will provide service as needed based on sampling traps and as requested
by the City.
An analysis of the current year's General Fund Contingencies indicates a low balance ($118,000 as of March 1)
with the storm and hurricane seasons still to come. Based on budgetary constraints, staff recommends
postponing a mosquito control program in the current fiscal year and work towards a program for the upcoming
2005-06 budget. However, in order to address supplemental needs now in the heavy mosquito season, the City
Commission may wish to consider securing the services on an as needed basis as determined by the Public
Works Department for up to $10,000 from the General Fund Contingency.
RECOMMENDATION
Staff respectfully recommends postponement of a Mosquito Control Program at this time and to consider
funding the program in fiscal year 2005-06 budget.

PROFESSIONAL SERVICES OUTLINE FOR
THE 2005 CITY OF OCOEE
ENVIRONMENTAL MOSQUITO MANAGEMENT (EMM) PROGRAM
Phase I. GENERAL SERVICES
The 2005 Environmental Mosquito Management Program includes the
following services:
A. Educational Brochures
B. Mosquito Hotline Citizen Response - (800) 443-2034
C. Comprehensive Insurance Coverage
D. Program Consulting and Quality Control Services
Phase II. ADULT MOSQUITO MANAGEMENT
The program includes the following services:
A. Adult applications will consist of thirteen (13) separate
applications from April through September of 2005. Each application will
consist of an Ultra Low Volume (ULV) performed by truck or ATV.
1. Ultra Low Volume applications will utilize a truck or ATV that
will spray Anvil or synthetic pyrethroid. It will be driven on all
streets listed on the current map throughout the city.
B. An arbovirus surveillance and monitoring program will consist
of two (2) Adult Mosquito Light Traps. The pair of light traps will be set
weekly from April through September, for a total of (26) twenty-six times.
1. The two Adult Light Traps will be strategically located
through out the city to monitor the overall mosquito population as
well as the species associated with each trap. Client will receive
weekly reports containing relative data on trap counts and species.

I. Service Guarantee. Clarke Environmental Mosquito Management,
Inc. is committed to providing The City of Ocoee with environmentally
sound services. Clarke will respond to and resolve all verbal or written
concerns from community officals and residents over program
effectiveness.
II. Program Payment Plan. For Parts I and II as specified in the 2005
Professional Services Outline, the 2005 program price is $50,000.00.
Price reflects the Seminole County pricing of $36.94 per mile for
ULV spraying, and operation rate for surveillance. Payments for
services will be billed on a monthly basis according to the schedule
below. (Purchase orders can be cut for quarterly or annual payment if
desired by the city.)
