Background Summary:
A Request for Qualifications (RFQ) was advertised with the intent to award a contract to one (1) qualified civil engineering
firm to provide design services for street widening, intersection improvements, storm water management, landscaping,
sidewalks, burial of overhead utilities, decorative lighting, and water, reuse, and wastewater utilities for Bluford Avenue from
approximately Lakeview Avenue to Magnolia Street.
Issue:
Award of Engineering Services for Bluford Avenue Phase 1 to the short-listed firm recommended by the Selection
Committee.
Recommendations
Staff recommends that the City Commission award the Contract for RFQ #0601 to Professional Engineering Consultants,
Inc. , and authorize Staff to proceed with contract negotiations with PEC, and authorize the Mayor, City Clerk, and Staffto
execute all necessary contract documents.
Per State of Florida CCNA Act Statute 287.055, if contract negotiations are unsuccessful with the top-ranked firm, staff shall
terminate negotiations and initiate negotiations with the second-ranked firm, and so on, until an agreement is reached.

Award of Engineering Services for Bluford Avenue Phase 1 to the short-listed firm recommended by the Selection
Committee.
BACKGROUND/DISCUSSION
In compliance with State Statute Section 287.055 (CCNA Act) and policies and procedures of the City ofOcoee
Purchasing Code Chapter 21, a Request for Qualifications (RFQ) was advertised with the intention to award a contract to
one (1) qualified civil engineering firm to provide design services for street widening, intersection improvements,
stormwater management, landscaping, sidewalks, burial of overhead utilities, decorative lighting, and water, reuse, and
wastewater utilities for Bluford Avenue from approximately Lakeview Avenue to Magnolia Street. The firm selected by
the City will provide services to include: design survey, design, coordination with utility companies, permitting, plans
production, bid documents, engineer's cost estimate, and post design services.
The Finance Department reviewed the qualification packages and all were considered responsive. Complete copies of all
qualification packages are available in the Finance Department for your review. The qualification packages were evaluated
by the RFQ Selection Committee, which consisted of five (5) members: Bob Zaitooni, Public Works Director; Tonya
Elliott, Assistant Public Works Director; Buddy Elmore, Stormwater Operations Supervisor; Ryan Howard, Engineer; and
Antonio Fabre, Senior Planner.
The first public RFQ selection committee meeting was held on November 29,2005 to shortlist the seven (7) responses
received. Interviews with the three (3) shortlisted firms were held on December 6, 2005. The Selection Committee
evaluated and ranked the firms from 0-500 points on specific evaluation criteria. The recommended short-listed firms and
their rankings are as follows:

Professional Engineering Consultants, Inc. (PEC) appreciates this opportunity to submit our qualifications
to provide engineering services to the City of Ocoee for this Bluford Avenue Phase I project. Selection
of PEC will ensure that the Bluford Avenue Project will be cost-effectively completed by an award-
winning Florida-headquartered infrastructure engineering firm with many years of successfully designing
roadway widening projects for cities and counties in Florida, as well as FOOT District offices.
In addition to the widening of four (4) sections of Maguire Road, PEC also recently designed the
following projects:
. Daniels Road Widening & New Turnpike Bridge Project for the City of Winter Garden
. Winter Garden Road and Professional Parkway Widening Improvements
. Four (4) sections of widening of C.R. 491 for Citrus County
. Three (3) sections of widening of Berkley Road for Polk County
. Landstreet Road widening for Orange County
. Forsyth Road widening for Orange County
. Sand Lake Road widening for Seminole County
. Howland Blvd. widening for Volusia County
. Cypress Gardens Blvd. (SR 540) widening for FOOT District 1
. SR 35 widening in Hardee County for FOOT District 1
. Lake Mary Elementary School Traffic Circulation project
PEC also serves as a general engineering continuing consultant for the City of Ocoee and over 20 other
municipalities throughout Central Florida providing transportation, drainage, and utilities engineering.
PEC is a 91-member Florida owned and operated civil engineering and surveying firm with offices in
Orlando, Tampa, DeLand, and Lake City in Florida, and in Atlanta, Georgia. We are in our third decade
of providing services for general civil engineering, roadway/bridge/intersection/traffic engineering,
stormwater/drainage engineering and related permitting, utilities engineering, parks and recreation,
construction administration, CEI, land surveying and GIS services, municipal planning, funding source
development and eminent domain/expert witness services to cities, counties, and various state agencies
in Florida.

Our PEC Stormwater Department has had extensive stormwater experience in Ocoee over the last 20
years, including our years of involvement with the "City Hall Ditch" which will serve as the ultimate outfall
for this project.
Our constructability reviews and construction administration services are directed by our very
experienced Robert Rudd, P.E., a seasoned, construction phase services expert in representing our
governmental clients' interests during the construction phase to facilitate project completion within
schedule and minimize claims issues. This can bring lIadded valuell to our services forthe City of Ocoee,
if so desired.
Our Project Team includes the WBE firm of Herbert Halback, Inc. for landscape/streetscape design.
HHI designed the beautiful streetscape for McKey Street and HHI also provided community planning and
urban design services forthe City of Ocoee's Downtown Lake Front Master Plan. We have also included
the WBE firm of Nodarse & Associates, Inc. who will provide geotechnical services for this contract.
Our Primary Contact Person and Project Manager will be Fursan Munjed, P .E., who has extensive
roadway widening design experience, including four (4) sections of Maguire Road, and the Old
Winter Garden Road / Professional Parkway Project. He has also recently directed our design of the
widening of Daniels Road for the City of Winter Garden.
We hope to have the opportunity to serve the City of Ocoee on this important roadway widening project,
which will be a very positive improvement for the Bluford Corridor and the City Municipal Complex. We

Dear Selection Committee Members:
Dyer, Riddle, Mills & Precourt, Inc. (DRMP) is pleased to submit our qualifications to provide Professional
Engineering Services for Bluford Avenue Phase I.
DRMP is a full-service multi-discipline engineering firm that is committed to providing professional
engineering services to cities and counties for over 27 years. DRMP has provided expertise in the areas of
roadway design; traffic planning and engineering (including traffic studies, warrant analyses, and signalization
designs); stormwater management systems; general civil design of small (i.e. sidewalks) and large (master
plans) projects; structural design; bid and award services; post design services including, i.e., construction
administration, engineering and inspection; expert witness services; and project management services.
DRMP has created a Municipal Services Division dedicated to serving the needs of local governments. The
Municipal Services Division works with cities and counties of all sizes and operates primarily under continuing
contracts with those entities. This group of professionals brings years of experience in dealing with municipal
projects. In addition, Mr. V. Eugene Williford, III, your contract manager and your primary point of contact,
brings over 20 years of experience working for local governments.
We are currently providing professional engineering services to several County, Municipal, and State
agencies including: the City of Mount Dora (including their eRA), the City of Maitland (including their CRA),
the City of Lakeland, Citrus County, Vol usia County, the Florida Department of Environmental Protection,
Florida Department of Transportation and the City of Dcoee. In addition, DRMP has had significant
experience on projects such as Bluford Avenue Phase I. This experience along with a history of successfully
teaming with HHI will help to ensure the city's satisfaction on this project.
While it is difficult to provide all the information necessary to evaluate DRMP's qualifications, we request you

"Following the end of the Civil War, a number of settlers moved into the area
including Captain Bluford M. Sims, a native of Tennessee who served in the
Confederacy. He had purchased a tract of land from Dr. J. D. Starke and established
the first citrus nursery in the United States. Sims had a number of other credits and
accomplishments to his name including road commissioner, Freemason, and
contractor for the first framed court house in Orlando. It is this section of land Sims
used for citrus growth which now comprises most of what is considered downtown
Ocoee. "
The history and culture of the City sets the stage for this project and is
something that VHB understands and respects. As the City knows, VHB has
experience on a wide variety of planning ahd development jobs. One of the
things we enjoy most is fostering a project from concept through
construction. The desire and ability to do just that is a critically important
factor for the Bluford Avenue project.
