(407) 905-3100 ext. 4000 Reviewed By: Department Director: City Manager: Subject: Water Plants High Service Pump Upgrades Background Summary: The City is in the process of decommissioning the Jamela Water Plant and the Jamela Elevated Storage Tank. To accomplish this decommission, two pumps at each of the remaining water plants needs to be increased in pumping capacity and modified to accommodate variable frequency drive type pumps. This up-grade was included in the 2005-2009 Capital Improvement Plan (CIP) in the approved 2005/2006 budget. The Florida Department of Environmental Protection (FDEP) has served notice through a preliminary consent order, which established an expectation that the Jamela Water Plant will be decommissioned by the end of Spring 2006. On November 1, 2005, City Commission and Mayor approved to have staff negotiate directly (best source vendor) with Sanders Company, Inc. for of the installation of high service pump up-grades at the Forest Oaks Water Treatment Plant and the South Water Treatment Plant. This best source awarding of the work shall facilitate a schedule that will meet FDEP's expectation. Issue: Should the City Commission approve and authorize the City Manager to execute a purchase order with Sanders Company, Inc. for the installation of VFD/Pump upgrades at the Forest Oaks and the South Water Plants in the amount of $184,470.00. Recommendations Motion to authorize the City Manager to: Contract with Sanders Company, Inc. for the installation of two (2) new high service pumps with variable frequency drives for the Forest Oaks and South Water Plants and all associated improvement as outlined by the attached proposal and clarification in the amount $184,470.00; and Authorize an increase in project funding from the Repair and Replacement Fund in the amount of $28,440.00. Smith, P.E., Utilities Director TO: FROM: October 10, 2005 RE: Water Plants High Service Pump Upgrades ISSUE Should the City Commission approve and authorize the City Manager to execute a purchase order with Sanders Company, Inc. for the installation of VFD/Pump upgrades at the Forest Oaks Water Treatment Plant and the South Water Treatment Plant in the amount of $184,470.00. BACKGROUNDIDISCUSSION The Jamela Water Plant has reached a condition that it either needs to be completely refurbished or to be decommissioned. The cost to refurbish the plant exceeds the benefit obtained by the existing system. Therefore; staff is recommending the decommissioning of this facility. Decommissioning will consist of the following: 1. The relocation of the groundwater capacity well from the Jamela Water plant to one of the remaining water treatment plants, which would be most likely the Forest Oaks Water Treatment Plant. The City of Ocoee has corresponded with the SJRWMD on this issue; and although they can not approve the action until permitted, they did not see any objections. 2. Demolition of plant's treatment facility which shall include; chemical feed system, high service pump, and pump enclosure. In addition, the abandonment of groundwater welles). 3. Conversion of the ground storage tank into long term city wide record storage by enclosing aeration feed within the tank ceiling, installing a hatch door on the side of the tank and providing climate (air conditioning) control. It is anticipated that some site improvements will be required. 4. The Jamela elevated storage tank, which provides system hydraulic stability, will be demolished by salvage through a competitive bidding process after each of the existing water plants have had high service pump up-grades with the variable frequency drives. Staff has investigated the impact to the water system when the Jamela Water Plant is taken off-line. The investigation includes system modeling, field verification and re-calibration of the model and then a final evaluation. The model predicts, and field verification confirms, that the Jamela plant can be taken off-line with minimal system impact. However, when the elevated storage tank is taken off-line the system becomes unstable and requires constant manual monitoring. Included in the consideration for the demolition of the Jamela Water Treatment Plant site, is the loss of ground water capacity, which will be regained with the transfer of the new well to one of the other water treatment plants. The Florida Department of Environmental Protection has cited continued issues with the Jamela Water Plant and the City has agreed through a Consent Order (to be authorized by City Commission/Mayor) to decommission the Jamela Water Plant by April 6, 2005. To facilitate the decommissioning and maintain system stability the existing water plant requires high service pump modifications. Due to a short schedule, staff is recommending to award the Sanders Company, Inc. the upgrade work as a best source procurement method. This method limits design time, the bidding/award phase and shop submittal time for a shorten project schedule. Within this Scope of Supply we are offering US FILTER CONTROL SYSTEMS, Danfoss Drives and, FAIRBANKS MORSE pumps, motors, services and accessories that shall be consistent with the attached specifications. If the proposal is accepted, Sanders Company, Inc. shall provide and maintain insurance levels as required by the City for the length of the project.
