In order to proceed to the official advertisement for bid, it is necessary to adjust the budgeted funds for the project. The official engineer's estimate for construction is $453,000, which will be split between Road Impact Fees and Water Utilities R & R Funds. In addition, there is an unpaid balance of $8,500 for design of utilities by Professional Engineering Consultants (PEe). The current available budget balance is $300,000 from the Road Impact Fee Funds (after the design and preparation of bid documents fee of $50,000). No funds were budgeted from the Water Utility Funds for the design, replacement, and relocation of the water utilities within the project limits. Therefore, in order to proceed with advertisement, it is requested that City Commission consider approval of(1) an additional $71,000 from Road Impact Fees, and (2) $90,500 from the Water Utilities R & R for the project. The additional authorized funds will provide $453,000 for the construction phase of the project and $8,500 for utility design to PEC. BACKGROUNDIDISCUSSION This CIP project involves (1) construction of stormwater collection and retention system to eliminate frequent flooding at the intersection, (2) addition of a westbound right turn lane on Orlando Avenue to relief congestion on Orlando Avenue, and (3) widening of Bluford Avenue to include a landscape median and a future left turn lane on northbound approach of the intersection. The plans and bid documents have been completed for this CIP project. In order to proceed to the official advertisement for construction bids, it is necessary to adjust the budgeted funds for the project. The official engineer's estimate for construction is $453,000, which will be split between Road Impact Fees and Water Utilities R & R Funds. In addition, there is an unpaid balance of $8,500 for the design of utilities by Professional Engineering Consultants (PEC). The current available budget balance is $300,000 from the Road Impact Fee Funds (after the design and preparation of bid documents fee of $50,000). No funds were budgeted from the Water Utility Funds for the design, replacement, and relocation of the water utilities. Lakeshore Drive Ocoee, FL 34761 lU SUBJECT: Bluford Avenue at Orlando Avenue Intersection Improvements RE: Proposal for Engineering Services for Water Main Relocations Dear Mr. Wheeler: We are pleased to present the attached proposal for Engineering Services related to the above referenced project. The Engineering Services include the design and preparation of construction plans and specifications, and permitting assistance for the Bluford Avenue at Orlando Avenue Water Main Relocations Project. The objective of this assignment is to provide construction documents for the construction and relocation of City of Ocoee water main affected by the proposed highway and drainage improvements along Bluford Avenue from Columbus Street to Washington Street (platted right-of-way). Based on a review of the highway base sheets; information provided by John Cockrell, Collection and Distribution Supervisor on March 15, 2005; and a field visit performed on March 15, 2005, the City of Ocoee water main relocations required are as follows: The existing 12-inch water main located on the west side of Bluford Avenue between Station 202+40:f: and Station 206+15:f: requires relocation due to the construction of Structures S-2 and S-3. In addition, the proposed ditch grading between Structure S-2 and Station 202+40 will leave insufficient cover over the existing water main (cover over the existing water main would range from only one (1) foot at Station 203..QOt to two (2) feet at Station 206+00t). We propose to relocate the existing 12-inch water main parallel to and approximately five (5) feet west of the existing sidewalk from Columbus Street to Orlando Avenue. This involves the installation of approximately 500 feet of 12-inch water main and 100 feet of 6- inch water main. The existing 6-inch asbestos cement (AC) water main located on Bluford Avenue between Station 202+30:t to Station 206+30:t will be adversely affected by the compaction required due to the roadway widening along the east side of Bluford Avenue. (Refer to Bluford Avenue Typical Section No.1.) PEC will provide the City of Ocoee with Technical Specifications, General Requirements, and Measurement and Payment specifications which the City of Ocoee will include with their standard bidding and "front end" documents. Utility relocation plans will be prepared on the Intersection Improvements plans base sheets which have been prepared by Professional Engineering Consultants. Please find attached a general schematic layout of the proposed utility relocations (three (3) plan sheets). We are prepared to perform the following engineering services described herein for the lump sum fee of $8,436. Of this total fee lump sum amount: a) $ 1,905 b) $ 5,808 c) $ 723 represents fees for Preliminary Design; represents fees for Final Design; and represents fees for Permitting Assistance.
