Background Summary: Members of the Education Commission serve two-year terms. Currently the Education Commission has fourteen (14) members and their resolution allows no less than seven (7) members and no more than fifteen (15) members. The quorum requirement is fifty-percent of the members plus one in order for the board to meet. Due to excessive board member absences it has become difficult to achieve the necessary quorum and, therefore, carry out Education Commission business. Resolution 98-07 states, "All members serve at the pleasure of the City Commission and may be removed for cause at any time. In no event will the Education Commission have the authority to remove any member". Current Member John Grogan has verbally stated his desire to resign from the Education Commission; however, we have not yet received the notice in writing. His absence from the past four (4) meetings has effected the quorum requirement. Current Member Edward Johnson has had six (6) unexcused absences in the past six (6) months, also effecting the quorum requirement. He had stated he had a scheduling conflict that he would try to resolve; however, we have not received any correspondence from him in three months. Issue: Should the Honorable Mayor and City Commission accept Member Grogan's verbal resignation; remove Member Johnson for lack of attendance; and appoint Sherri Blank and Rosalie Wells to the Education Commission with terms ending August 2007. Recommendations The City's Education Commission is recommending that the City Commission accept the verbal resignation of Mr. John Grogan; remove Mr. Edward Johnson for lack of attendance; and appoint Sherri Blank and Rosalie Wells to the Education Commission with terms ending August 2007.
