Background Summary:
Every year, the Information Systems Department replaces a portion of the City's computer equipment which has
reached the end of its useful life. This year, we are budgeted for $177,600 across all department budgets.
Information Systems has looked at the GSA contract, state contract, and open market prices for equipment and
software to determine the best value.
Issue:
Should the City Commission approve piggy-backing off Florida State Contract 250-000-03-1 for computer
hardware from Dell and State Contract 255-001-01-1 with an Enterprise Agreement to purchase Microsoft
software?
Recommendations
Staff respectfully recommends the Mayor and City Commission approve piggy-backing off state contracts 250-000-
03-1 and 255-001-01-1 for computer hardware and software up to the budgeted amount of $177,600. Staff also
recommends signing an Enterprise Agreement with Microsoft to provide group discounts and upgrades.

ISSUE
Should the City Commission approve piggy-backing off Florida State Contract 250-000-03-1 for computer
hardware from Dell and 255-001-01-1 for software from Software House International?
BACKGROUND/DISCUSSION
'::very year, the Information Systems Department tries to replace a portion of the City's computer equipment
before it dies and causes an interruption of service to our citizens. This year, we are budgeted for $177,600
across all the department budgets. Information Systems has looked at the GSA contract; state contracts for
Dell, Gateway, HP, Lenovo (IBM), MPC, and SHI; as well as the open market prices for equipment and
software to determine the best value for the City. Written quotes obtained from each vendor show Dell's state
contact to be the best pricing for similarly configured computer hardware.
Similarly written quotes for software show Software House International's state contract to have the best pricing
for software over the GSA (COW-G) and open market (Insiqht). By entering into another Enterprise Agreement
with Microsoft through the state contract, the City can receive lower pricing per license as well as additional
benefits. These benefits can include free upgrades (the new version of office is scheduled for release in the
Fall of 2006), free technical support, spreading out payments interest free across the length of the contract,
rights to use the software at home with the employee's purchase of the media, and discounts for employees to
purchase additional Microsoft software.
Therefore, staff respectfully requests the Mayor and City Commission's approval to piggy-back of State
contracts 250-000-03-1 and 255-001-01-1 for an amount not to exceed the $177,600 budqeted for computer
replacements and also recommends signing the enterprise agreement with Microsoft.

(19) ThinkPlus Services for Warranty and Maintenance Options (applies to United States only): ThinkPlus Services are primarily
available for machines normally used for business, professional or trade purposes rather than personal, family or household purposes. ThinkPlus
Services for machines that are used for personal, family or household purposes are indicated as "Extended Service Contract" as shown in the part
number description on the ThinkPlus Service. Not all machine types and models are covered. Service period begins with the equipment date of
purchase. Service must be purchased during the original limited product warranty period. Service levels are response time objectives and are not
guarantees. A service technician is scheduled to arrive at your location within two or four business hours or the next business day (depending on
service) after remote problem determination is completed. For the 9x5x4 hour service, calls dispatched after 1:00 p.m. local time, you can expect
the service technician to arrive by the morning of the following business day. For non-critical service requests, a service technician will arrive by tr
end of the following business day. If the machine problem turns out to be a Customer Replaceable Unit (CRU), Lenovo will express ship the part tc
you for quick replacement. Service activation is required immediately following purchase. For ThinkPad notebooks requiring LCD or other
component replacement, Lenovo may choose to perform service at the depot repair center. For failing third party components, customer must

Definitions. As used in this enrollment, "you" refers to the entity that signs this enrollment with us, and
"we" or "us" refers to the Microsoft entity that signs this enrollment. All other definitions in the Microsoft
Enterprise Agreement identified above apply here.
Effective Date. If you are renewing Software Assurance from one or more previous "Enterprise
Enrollments" (as defined in subsection 3(a) (Placing the initial order) of the Microsoft Enterprise
Agreement identified above), then the effective date will be the day after the expiration of the first of those
Enterprise Enrollments to expire. Otherwise the effective date will be the date this enrollment is signed by
us. Where a previous Enterprise Enrollment is being used, your reseller will require the Enterprise
Enrollment number and end date to complete the applicable boxes above.
Term. This enrollment will expire 36 full calendar months from the effective date indicated below unless
terminated earlier or renewed as provided in the Microsoft Enterprise Agreement. We will provide you
with written notice 60 days prior to expiration of the initial enrollment or renewal term advising you of your
renewal options. For a description of renewal options, see subsection 12(e) of the Microsoft Enterprise
Agreement (How to renew an enrollment).
Representations and Warranties. By signing this enrollment, the parties agree to be bounds by the
terms of this enrollment, and you represent and warrant that: (i) you have read and understand the
Microsoft Business Agreement identified above (if any) and the Microsoft Enterprise Agreement, including
any amendments to those documents, and the product use rights, and agree to be bound by those terms;
(ii) you are either the entity that signed the Microsoft Enterprise Agreement or its affiliate; (iii) you have
250 or more qualified desktops; and (iv) the information that you provide on this cover page and each of
the attached forms is accurate.
Non-exclusivity. This enrollment is non-exclusive. Nothing contained in it requires you to license, use or
promote Microsoft software or services exclusively. You may, if you choose, enter into agreements with
other parties to license, use or promote non-Microsoft software or services.

5. Establishing your price level.

the then current reference price for your price level for that product as of the date of your order. We will
invoice your reseller in total upon our acceptance of your order. Once you have placed the first order for
copies of a new additional product, you may run additional copies of that product at any time and order
them as described in subsection 7(c) (True Up Orders for Additional Products).
c. True up orders for additional products.
The license reference price for additional products initially included in your enrollment and covered by any

This amends the Microsoft State and Local Government Enterprise Enrollment identified above between

II. Effect of Amendment.
Except as specifically amended by this amendment, all proVIsions of the enrollment shall remain
