Award of Construction Contract to Florida Contracting, Inc.
Background Summary:
The Waterside Water Reclamation System project generally includes the installation of reuse mains within the
Waterside subdivision in order to supply reuse water for irrigation and to take those customers off potable water for
irrigation. By doing this reuse retrofit project, it will help reduce potable water production and bring the City into
compliance with our CUP permit with the St. Johns River Water Management District. The project includes the
installation of the piping, valves, meters, and other associated appurtenances.
The attached letter from Tetra Tech, Inc. (TTI) is a recommendation to award the contract to Florida Contracting
Tnc. in accordance with the base bid for the directional drill option. The Engineering and Public Utilities staffs
concurs with TTI's recommendation to award the Waterside Water Reclamation Distribution System project to
Florida Contracting, Inc. in the amount of $286,823.00.
Issue:
The Engineering and Public Utilities Departments request that the Mayor and City Commission authorize the award
of the construction contract for the Waterside Water Reclamation System project to Florida Contracting, Inc.
Recommendations
Staff recommends that the City Commission authorize the Mayor and City Clerk to execute a contract with Florida
Contracting, Inc. in the amount of $286,823.00 for the Waterside Water Reclamation Distribution System project in
accordance with the following steps:
. Authorize the Engineering and Public Utilities Departments to execute the Notices of Intent To Award
and secure executed contract documents, bonds and insurance from the contractor.
. Authorize the Mayor and City Clerk to execute the contracts with Florida Contracting, Inc. at such time
as the contract documents are reviewed for compliance by staff and legal counsel, as needed.

ISSUE
The Engineering and Public Works Departments request that the Mayor and City Commission authorize the
award of the construction contract for the Waterside Water Reclamation System project to Florida Contracting,
nc.
BACKGROUNDIDISCUSSION
On Thursday, May 26, 2005, bids were received for the Waterside Water Reclamation System project. The
work for this project generally includes the installation of reuse mains within the Waterside subdivision in order
to supply reuse water for irrigation and to take those customers off potable water for irrigation. By doing this
reuse retrofit project, it will help reduce potable water production and bring the City into compliance with our
CUP permit with the St. Johns River Water Management District. The project includes the installation of the
piping, valves, meters, and other associated appurtenances.
This project was publicly advertised in the Orlando Sentinel and through Central Florida Builder's Exchange,
F.W. Dodge Construction Reports, and the Business Alliance. Five contractors submitted bids on this project.

Dear Mr. Wheeler:
We have completed our review of the bids submitted for the Waterside Reclaimed Water
Distribution System. The lowest apparent bidder was Florida Contracting with a total lump sum
bid price of $286,823. We have contacted the references provided by the Contractor and have
found that client satisfaction and work quality is good. It is our opinion that the Contractor is
qualified to complete the project. Based on this, we recommend issuance of award to the lowest
apparent bidder, Florida Contracting for a total awarded contract of $286,823. As discussed, this
will conclude Tetra Tech HAl's contractual obligations for the Waterside Reclaimed Water
Distribution System. We can prepare a scope of services for construction administration services
upon the City's request.
