City Engineer/Utilities irector SUBJECT: Water Supply Wells - Evaluation of Construction Bids Attached is a bid evaluation prepared by Professional Engineering Consultants, Inc. of the bids we received on February 2, 1995, for construction of two water supply wells. One well is to be constructed at the Forest Oaks water plant, and the other is to be constructed at the South water plant. The combined bids for both wells ranged from $394,272.00 to $795,794.72. On March 17, 1993 we requested bids for a single water supply well at the Forest Oaks water plant. The bids for that single well ranged from $422,888.75 to $474,475.00. The attached analysis provided by PEC indicates that the low bidder, Meridith Associates, Ltd., received rather negative references. This, coupled with the difficulties that this firm had in drilling the existing Forest Oaks wells, raises serious concerns about their suitability for this project. The second lowest bidder, Diversified Drilling Corporation, received very good references, and did an excellent job of installing the existing well at the South water plant. This existing well is very similar to the two wells to be constructed. The second lowest bid is $22,730.00 above the lowest bid, but it is important to note that the second lowest bidder will construct two wells for $5,886.75 less than the lowest bidder in 1993 would have constructed a single well. It is my recommendation that the City Commission determine that Meridith Associates, Ltd. is a non-responsible bidder due to the repeated poor performances on other projects, and reject the bid submitted by Meridith Associates, Ltd. It is my recommendation that the City Commission award this bid to Diversified Drilling Corporation as the lowest responsible bidder in the amount of $417,002.00, and authorize the Mayor and City Clerk to execute the Agreement with Diversified Drilling Corporation for the construction of two water supply wells in accordance with their bid dated February 2, 1995. Lakeshore Drive Ocoee, Florida 34761 RE: Two Potable Water Supply Wells for the Forest Oaks Water Plant and the South Water Plant - Evaluation of Construction Bids Dear Mr. Shira: On February 2, 1995, the City of Ocoee received sealed construction bids for the referenced project from three (3) contractors. The attached tabulation of bids represents a summary of unit prices by each respective Bidder. Mathematical errors, omitted items or incorrect extensions, if any, are noted at the end of the summary. The corrected bid tabulation shows Meridith Associates, Ltd. as the apparent low bidder with a total bid price of $394,272.00. The second apparent low bidder is Diversified Drilling Corporation with a total bid price of $417,002.00, and the third apparent low bidder is American Drilling, Inc. with a total bid price of $795,794.00. The bid proposals of the three apparent low bidders are complete and properly executed (except as noted on the attached Bid Checklist and References forms). They have acknowledged receipt of all addenda as prescribed and have submitted proposals to comply with other bidding requirements, except as follows. Based upon the information presented in the bid proposal Questionnaire, each of the three apparent low bidders are licensed contractors in the State of Florida. We have contacted three references each for the two apparent lowest bidders. A summary of our survey is presented in the attached "References" form. Our review of Meridith's three references indicates a questionable performance by Meridith on two of their active projects (for Seminole County and for the City of Hollywood) and a mixed review from the third (Miami-Dade Water Sewer Authority). An issue that has arisen in discussions with references regarding Meridith is that their ownership has recently changed. There has been a substantial change in Merdith's personnel and this transitional phase is apparently being a negative impact on their performance. This is compounded by the fact that the Meridith organization completed the existing two substandard wells at the Forest Oaks Water Plant, and the substandard performance of these two wells is the primary reason that a high capacity well is now to be installed at the Forest Oaks Water Plant. It is noted that the subsurface geology at the Forest Oaks site is reported to be engineers planners surveyors 200 East Robinson Street • Suite 1 560 • Orlando, Florida 32801 • 407;422-8062 • FAX 407 849-9401 Mr. James W. Shira February 15, 1995 Page 2 part of a large old "collapsed zone", which presents a substantial challenge in drilling such a proposed deep well. The references for Diversified Drilling Corp. were all positive, as that company appears to hold one of the best reputations in this industry. Furthermore, they satisfactorily completed the existing deep well at the City's South Water Plant. Based on our review of the recent record of Meridith Associates, Ltd. and in view of their organization's performance in completing the two existing wells at the Forest Oaks Water Plan, we are not comfortable in recommending Meridith for the award of this contract. Accordingly, in the best interests of the City of Ocoee, we therefore recommend that this construction contract be awarded to Diversified Drilling Corporation at the extended summary total amount of $417,002.00.
