Minutes of the Human Relations Diversity Board
Special Meeting Held January 28,2019
I: CALL TO ORDER
HRDB meeting was called to order by Chair Dawkins at 6:10 p.m. in Room 109 of Ocoee City Hall located at 150 North
Lakeshore Drive,Ocoee, Florida.
A. Roll Call and Determination of Quorum: Clerk Mieras performed roll call and declared quorum (7) not met.
In Attendance (6):
Chair Dawkins& Members: Maxwell, Crown, Brinson, Foster, &Carr. Carr Left 7:05 p.m. & Foster Left
Non-Voting Present:
Clerk Mieras, Mayor Johnson, & Director of Support Services Al Butler.
Absent(5):
Member(s): Hershaw, Anderson-Robinson, Calloway, Daily, & Hart.
B. Review of Excused Absences: Members Anderson-Robinson, Hart, &Calloway were excused absences.
C. Review Agenda for Tonight's Meeting: Chair Dawkins reviewed the agenda for tonight.
II:BUSINESS FOR DISCUSSION
A. Review of Government in the Sunshine Laws: Director Butler reviewed the Sunshine Law,that the members of
HRDB are subject to the Sunshine Law, and that violations of the Sunshine Law are prosecuted on an individual
level. Specifically, Director Butler noted that Members may not discuss subjects that may reasonably come
before the Board with other Board or City Council members outside of a public hearing.
B. Review of City Attorney Memorandum Dated January 14, 2019: Director Butler read the Memorandum and
explained the city attorney foresees the last sections of the symposium presentation, Ocoee's future and the
question answer segment,as areas the Board members could potentially violate the Sunshine Law. The panel
can talk about Ocoee's past, the past actions of the Board, and past actions of the City but the City advised them
not to answer questions about what the Board plans to do in the future.
Director Butler reviewed the following structural changes recommended by the City Attorney: reclassifying all
advisory board ex-official members to city liaisons and making a distinction between the event volunteers and
event decision makers. Discussion Ensued. Chair Dawkins asked the City to not separate duties.
C. Rehearsal of Symposium Panel Presentations: Member Maxwell mentioned the panel has 3 hours to fill as they
please. Member Maxwell outlined the sections the panel wished to cover and discussion ensued concerning
recommendations for filling the time slot.
IV:ADJOURNMENT: Meeting adjourned at 7:41 p.m.
