Lakeshore Drive Ocoee, Florida 34761 SUBJECT: City of Ocoee- Proposed Voluntary Annexation—CLRM Property County Case#ANX-OC-1915 Dear Mr. Rumer: Orange County is in receipt of your correspondence dated January 30, 2019, regarding the proposed annexation of approximately 213.30 acres generally located south of E. McCormick Road, west of Clarcona Road, and north of the West Orange Trail. It has been determined that the annexation of this property will create two enclaves, as defined by Section 171.031(13) of Florida Statutes and as prohibited by Section 171.044(5), Florida Statutes. A map of these enclaves is provided with this letter. Additionally, the net density proposed with the Future Land Use amendment and rezoning conflicts with the adopted density of the Clarcona Rural Settlement, which this property is bisecting, and is contrary to the existing development pattern of the Rural Settlement. As the creation of these enclaves is contrary to Florida law, and because the development proposed is not consistent and compatible with the Rural Settlement, Orange County objects to this annexation. Accordingly, we respectfully request that this evening's public hearing at the Planning and Zoning Commission and the first reading date of the annexation ordinance by the City Commission be deferred until the County and the City have had an opportunity to discuss this matter. If the first reading date of the ordinance is not deferred, a County representative will attend the City Commission meeting to register the County's objection to the annexation, and if the matter is not continued, this letter and attachments will be submitted into the record and a court reporter will create a record of the proceeding.
