Re: Hackney Prairie Rd. Improvements
A few years ago, the City entered into an agreement with Silvestri Investments, the
developer of the Prairie Lakes P.U.D., to build a two lane portion of Hackney-Prairie Rd.
east of Clarke Rd. That agreement enabled the City to use the same contractor Silvestri
had hired to build Clarke Rd. north of A.D. Mims Rd., and described the means by which
the City would repay Silvestri for the construction costs of Hackney-Prairie Rd.
Construction of Prairie Lakes Phases IV &V, which are part of the Prairie Lakes P.U.D.
lying adjacent to that now existing section of Hackney-Prairie Rd. will soon begin.
Another subdivision in this area, Remington Oaks, has recently begun construction. The
Remington Oaks project will extend Hackney-Prairie Rd. eastward approximately Y4
mile.
The City requested that the Remington Oaks plans be revised to eliminate a portion of a
proposed retention pond so the property could be used as part of a proposed
neighborhood park to be located south of Hackney-Prairie Rd. and east of Clarke Rd.
Other City-initiated changes to the Remington Oaks plan included a deep gravity sewer
line which eliminated the need for a lift station and the long-term maintenance costs
associated with it, upsizing of a water main on Hackney-Prairie Rd., and construction of a
reclaimed water main along Hackney-Prairie Rd. Together, these are referred to as the
"Additional Improvements" and will be designed and constructed in order to provide a
more efficient infrastructure network.
Also at the City's request, the section of Hackney-Prairie Rd. to be built with Remington
Oaks will be constructed as a three lane section. The city requested that this be a three
lane section in order to allow for turn lanes into the proposed neighborhood park. In order
to make this proposed park entrance work, the existing section of Hackney-Prairie Rd.
also needs to be widened to three lanes.

THE PRIDE OF WEST ORANGE
Professional Design Associates, Inc. designed the Remington Oaks subdivision for the
developer, Imperial Partnership, and thus had the most knowledge of the current
conditions in the area, and was the logical choice for the design of the Additional
Improvements and the widening of the existing Hackney-Prairie Rd. section.
Our intent is to bring to you at the July 21st meeting, an agreement between the city,
Imperial Partnership, the developer of Remington Oaks, and U.S. Home, the developer of
Prairie Lake Phase IV and V. This agreement will be similar to the agreement between
the City and Silvestri, will enable the City and U.S. Homes to use the construction
services of the Remington Oaks contractor, and will address the means by which each of
the three parties will share in the cost of the Additional Improvements.
The immediate need is for authorization for Professional Design Associates, Inc. to
proceed with design of the Additional Improvements and widening of the existing section
of Hackney-Prairie Rd. They have submitted a design fee proposal which is attached for
your review. I have reviewed this proposal, and believe that their proposed not-to-exceed
fee of$6,000.00 is very reasonable for the work involved.
I recommend that the City Commission authorize Professional Design Associates, Inc. to
proceed with design of the Additional Improvements and widening of the existing section
of Hackney-Prairie Rd. in accordance with their proposal dated June 25, 1998 for a not-
to-exceed fee of$6,000.00.

We have prepared the following Scope and Fee Proposal for the Hackney-Prairie
Road work we discussed. The scope and fee is aS follows:

Prepare design plan and profile sheets, based on sheets 9 and 10 of the Prairie
Lake Village plans prepared by CCL Consultanfor the expansion to 3 lanes of
Hackney-Prairie Road from Clarke Road to th West side of Remington Oaks.

Specific tasks are:
1. Review and modify as necessary roadway and drainage plans from station
0+00 to station 10+00.
2. Design roadway and redesign drainage system from station 10+00 to Station
13+70 to connect at the West edge of the Remington Oaks project.
3. Design the Reuse line from the RemingtoOaks site to Clarke Road and
provide reuse service at two locations to the rairie Lakes site.
4. Coordinate CCL Consultants and the St. Jo River Water Management on
stormwater permit issues.
5. Coordinate with the City of Ocoee and CCL Consultants on final utility
locations.
