Wheeler, P.E,,C9'Qr,1/ Assistant City Engineer/Utilities Director SUBJECT: Land Surveying Services For the past several years,the City has required the services of registered Land Surveying firms. Typically,the City has employed the services of a Land Surveyor on a project by project basis. Florida Statute 177, which generally discusses the requirements for Registered Land Surveyors and Mappers, was revised effective July 1, 1998. Paragraph 1 in Section 177.081 Dedication and Approval reads as follows: "(1) Prior to approval by the appropriate governing body, the plat shall be reviewed for conformity to this chapter by a professional surveyor and mapper either employed by or under contract to the local governing body,the costs of which shall be borne by the legal entity offering the plat for recordation, and evidence of such review must be placed on the plat." Therefore, the City of Ocoee needs to contract on a continuing basis with registered Land Surveyors to meet the requirements of this newly revised state statute. The City will need to obtain Land Surveying Services through the requirements of Florida Statutes 287.055, Consultants Competitive Negotiation Act. With the volume of work we anticipate over the next few years, staff desires to set up an arrangement with at least two surveying firms, similar to the continuing services contract that the City has with the three geotechnical and materials testing firms. I am requesting that staff be authorized by the City Commission to place an advertisement for Request for Proposals in the Orlando Sentinel. This RFP will request responses from surveying firms interested in working for the City. The responses will be reviewed by a committee made up of Mr. Robert Smith, Public Works Director, Mr. Jim Shira, City Engineer/Utilities Director, and a City Commissioner. Therefore, I am requesting a volunteer to serve on the select committee. 011 THE PRIDE OF WEST ORANGE �S The firms will be ranked by the committee and the top three to five ranked firms will be asked to make oral presentations to the committee. The committee will then recommend to the City Commission that we negotiate with the two top ranked firms to arrive at a mutually agreeable contract. Two actions are requested of you tonight: 1. Authorize staff to issue an RFP for Land Surveying Services. 2. Select a City Commissioner to act as a member of the review committee.
