FLIPPEN, BUILDING AND ZONING OFFICIAL [� , DATE: OCTOBER 26, 1999 SUBJECT: TEMPORARY CLOSING OF A PUBLIC STREET NORTHERN DURANGO ISSUE Should the Honorable Mayor and Board of City Commissioners approve the temporary closing of public street for the purpose of a New Year's Eve Party? BACKGROUND/DIS CUS SION In order to temporary close a public street, the approval of the Honorable Mayor and Board of City Commissioners is required. Ms. Yvonne Braxton has made application to the City for a Special Events Permit for a Neighborhood New Year's Eve Party that would require the temporary closing of a City owned street. The event will be held on December 31, 1999, from 5pm until 2am. The street to be closed is Northern Durango Avenue. See attached location map. It is recognized that this event may be affected by the Year 2000 computer situation; however, the Fire Chief and Police Chief feel that it would be better to permit this type of function to keep the public off the roadways and closer to their homes. STAFF RECOMMENDATION Staff respectfully recommends approval with the following requirements: 1) Road blocking must be done with proper barricades; 2) An emergency lane must be maintained during the time the event has the street blocked; and, 3) All residents that will be effected by the road blockage must be notified in advance.
