Mims and Wurst Road Area Improvement Project Award of Services Authorization 99-007 for Engineering Services The design and construction of the Beech Recreation Center did not include any off-site improvements. In particular, an east-bound turn lane into the City property off of A.D. Mims Road was not included in the Beech Center project. In addition, the City has made a decision to overlay A.D. Mims Road from the railroad crossing on the west near the Victory Baptist Church to Apopka-Vineland Road. Almost every month the City receives numerous complaints about the deterioration of the road. A.D. Mims Road is within the Orange County maintenance service area. The overlay maintenance of the road by the County has not appeared in Orange County's five year program for the past few years. Therefore, with the proposed overlay, the City will be requesting that the County turn over maintenance and control of the road to the City. The Engineering Department proposes the following plan of action for the improvements to A.D. Mims Road: • Add a standard 12 foot wide left turn lane, from the east-bound lane, at the entrance to the City property where the newly constructed Beech Recreation Center and the City's Wastewater Treatment Facility are located. The length of the turn lane is to be per FDOT design standards. The portion of the road not affected by the turn lane addition will not be widened to standard 12 foot lane widths. • Overlay the entire length of the road with a minimum of a 1-1/2 inch asphalt and striped per FDOT specifications. • No ribbon curb at any location within the project limits. No drainage improvements of any kind within the project limits. No additional sidewalks will be required, only replacement of any sidewalk as a result of the turn lane addition. Protect Ocoee's Water Resources Wurst Road runs west from the Florida Central Railroad crossing near the Victory Baptist Church, and the western end of A.D. Mims Road, to Clarcona-Ocoee Road (Lakewood Avenue) in west central Ocoee. All of the road, except the portion from Peters Avenue to Clarcona-Ocoee Road, is within the Ocoee City Limits; the remaining portion is within the Orange County maintenance service area. The City is planning to widen the road within the City Limits to standard 12 foot lane widths where needed and overlay the entire length of the road including the portion in Orange County. Most of the portion of the road within the City Limits is 21 to 22 feet wide. The Engineering Department proposes the following plan of action for the improvements to Wurst Road: • The area from the railroad crossing to Peters Avenue is to be widened to standard 12 foot lane width where required. The area outside the City Limits is to remain at its current width. • The area from the railroad crossing to Peters Avenue is to have ribbon curb installed along both sides of the road where there is an interface with unimproved surfaces. The area outside the City Limits will not have ribbon curb installed. • Overlay the entire length of the road with a minimum of a 1-1/2 inch asphalt and striped per FDOT specifications. • No drainage improvements of any kind within the project limits, only minimal grading as required in the widened areas as needed. No additional sidewalks will be added, other than as listed below. • At the New Beginning International Church, located at 483 Wurst Road, provide a standard 4 foot wide sidewalk and driveway approach for this facility within the limits of the right-of- way. Sidewalk to be 4"thick and the driveway to be 6"thick with reinforcing wire fabric. In Addition the Public Works Department has identified the following roads for maintenance overlays: • Resurface Foxfire Drive from Wurst Road to Owl Tree Way • Resurface Owl Tree Way from Foxfire Drive to Starfire Lane • Resurface Starfire Lane from Owl Tree Way to Catwood Drive • Resurface Catwood Drive from Starfire Lane to Foxfire Drive • Resurface Picwood Court from Foxfire Drive to Cul-de-Sac • Resurface entire length of Sabrina Street • Resurface Melva Avenue from Rewis Street to Mack Street • Resurface Cumberland Avenue from Floral Street to Ohio Street • Resurface Christine Street from Rewis Street to Mack Street This project has gone through the Request for Proposal process three times. At the June 1, 1999, regularly scheduled City Commission Meeting, a proposal for the Wurst Road Project was presented for action by the Commission. This proposal was tabled for further review and input as to the location and type of mail boxes to be provided for the residents along Wurst Road. The PoW Protect Ocoee's Water Resources Engineering Department was ready to request action on the A.D. Mims Road Project at the regularly scheduled City Commission Meeting on October 5, 1999. This proposal was delayed to combine with the Wurst Road Project and re-requested from the consultants. This request for authorization for award by the City Commission is for the combined project. Quotations were received from three of the City's Engineering Firms. The attached Services Authorization 99-007 includes the original scope letter from Staff to the Engineering Firms and the selected firm's proposal to the City. Also attached for your review are the other two proposal packages. All three quotes are listed below: Hartman&Associates, Inc. $42,860.00 Ivey, Harris & Walls, Inc. $56,704.00 Glace& Radcliffe, Inc. $68,500.00 Hartman & Associates, Inc. did not revise the not-to-exceed amount for permitting, bidding and construction services of$10,000 from the previous response to the A.D. Mims Road proposal, submitted previously. Staff added an additional $5,000 to Hartman & Associates, Inc. proposal to include the Wurst Road portion. Staff agrees with the submitted proposal from Hartman & Associates, Inc. and feels that this is reasonable for design, permitting, bidding, and construction assistance, as revised, for the A.D. Mims and Wurst Road Area Improvement Project as listed in the scope of services. This project will be funded from the 1998 Transportation Bond Issue. I recommend that the City Commission authorize the Mayor and City Clerk to execute Services Authorization No. 99-007 with Hartman & Associates, Inc. in the not-to-exceed amount of $47,860.00. In addition, I recommend that the listed resurfacing projects provided by the Public Works Department be included with the A.D. Mims Road Improvements Project. PoW Protect koee's Water Resources SERVICES AUTHORIZATION UNDER CONTINUING PROFESSIONAL CONSULTING AGREEMENT ENGINEERING SERVICES for the A.D. MIMS and WURST ROAD AREA IMPROVEMENT PROJECT This Service Authorization,No. 99-007, hereinafter called SA99-007, as of this day of , 1999, shall constitute an Addendum to the Continuing Professional Consulting Agreement between the City of Ocoee, Florida (the CITY) and Hartman & Associates, Inc. (the CONSULTANT), dated the 1' day of September, 1998, hereinafter referred to as the AGREEMENT. WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the CITY retained the CONSULTANT to provide professional engineering services as required from time to time, and WHEREAS the CONSULTANT will perform consulting engineering services for the CITY as herein defined. NOW, THEREFORE, in consideration of the mutual covenants and promises hereinafter set forth on the part of both parties to be kept and performed, the parties do mutually agree as follows: Section 2 and 3 - Services of the Consultant The CONSULTANT shall perform the Design, Permitting, Bidding, and Construction Phases Services as described in detail in the Agreement and as outlined in the attached documentation and listed as: City of Ocoee Request for Fee Proposal letter, dated October 22, 1999, and Hartman& Associates, Inc. Proposal letter, dated November 9, 1999, relative to the provisions of the Agreement for Continuing Consulting Engineering Services. Section 5 -Period of Service The CONSULTANT will complete the Design and Bidding Phases Services in accordance with the attached documentation. The Design and Permitting Phases Services will begin at the City's direction and be completed within one hundred-twelve days in accordance with the attached documentation. Section 6 - Compensation Compensation by CITY for the Design Phase Services of this project are provided under this Amendment and shall be in accordance with Section 5 of the Agreement. The Design Services will be compensated under paragraph 5.2.2. The Permitting, Bidding, and Construction Phases Services will be compensated under paragraph 5.2.1. This Services Authorization shall not exceed Forty-Seven Thousand-Eight Hundred-Sixty DOLLARS ($47,860.00) as outlined in the attached documentation. The City has decided to expand that project by combining it with another project to ensure coordination of the work effort. A. D. Mims Road runs west from the intersection with Apopka-Vineland Road to the Florida Central Railroad crossing at the Victory Baptist Church in east central Ocoee. Although the road is currently within the Orange County maintenance service area, the City of Ocoee is planning to add a turn lane to serve the newly opened Beech Recreation Center and to overlay the entire length of the road. Wurst Road runs west from the Florida Central Railroad crossing at the Victory Baptist Church and the western end of A.D. Mims Road to Clarcona-Ocoee Road (Lakewood Avenue) in west central Ocoee. All of the road except the portion from Peters Avenue to Clarcona-Ocoee Road is within the City of Ocoee City Limits; the remaining portion is within the Orange County maintenance service area. Christine Street from Rewis Street to Mack Street The City of Ocoee is requesting that Hartman & Associates, Inc. provide us with a fee proposal for a detailed design and permitting of the project and to assist the City in the bidding and construction phase engineering services of this project. The proposal shall be prepared in accordance with the Continuing Professional Consulting Agreement dated September 1, 1998. The proposal shall be a Lump Sum for the Design phase. The Permitting, Bidding and Construction phases shall be a not-to-exceed amount of$15,000 to be utilized, as directed by the City, under the guidelines of the Wage Cost Multiplier section. Project Description: A.D. If you feel that there are additional tasks which we may have overlooked please include them in your proposal. Design Phase • Prepare detailed design documents, including drawings, specifications and contract documents for the project. The use of aerial photography and/or site survey to establish project background data is the designers choice. • Surveying services required for the portion of the project involving the addition of the turn lane will be by one of the City's contracted firms. Scope to be determined by your firm's requirements. The City's contracted firms are: 1) Boyer-Singleton & Associates, Inc., 2) Harding Lawson Associates,Inc. (REPS), and 3) Southeastern Surveying &Mapping Corp. • Any Geotechnical exploration required for this project will be by one of the City's contracted firms. Scope to be determined by your firm's requirements. The City's contracted firms are: 1)Nodarse&Associates,Inc., 2) PSI,Inc., and 3)Universal Engineering Sciences, Inc. Permitting Phase • Prepare, submit and secure permits in accordance with the St. Johns Water River Management District regulations, if required. • Prepare, submit and secure permits in accordance with the Orange County regulations, if required. Bidding Phase • Provide the City with one set of original documents to be used for printing of bid sets to be used during the bidding process. The City will be responsible for advertising and bidding the project. • Provide assistance in response to written questions received during the bidding process. Provide assistance in the preparation of any addendum which may need to be sent out in response to questions and/or changes in the design. • Provide a written review and a recommendation on award based upon the bids received. PoWIipProtect Ocoee's Water Resources Construction Phase • Attend and participate in the Pre-Construction Conference to be conducted by the City with the selected contractor. • Review shop drawings for the project • Review and assist the City in response to Requests For Information RFIs from the contractor. • Assist the City in review of Requests for Proposed Changes in the design which will result in contract Change Orders. • Provide every other week observations of the project and provide the City with a written report of that construction observation. • Assist the City in the Substantial and Final Completion Inspections and provide the City with a certification of construction in accordance with plans and specifications of the project. • Provide the City with digital files of the plans. The City will prepare the As-Built record drawings of the project. The City will accept written requests for additional information related to the scope of this project. These requests will be accepted until 4:00 P.M. November 1, 1999. All written requests will be answered in writing, with a copy of each response mailed to each of the three engineering firms receiving this letter. You are requested to provide your proposal including a detailed schedule and completion date by 4:00 P.M.November 9, 1999. The Engineering Staff will review the proposals and prepare its staff recommendation to the City Commission for the regular City Commission Meeting to be held on November 16, 1999. If approved, the Service Authorization for this project will be executed on that day and notice to proceed will be issued the next day. (HAI) is pleased to issue to you this proposal for the engineering services requested in your August 31, 1999 letter. It is HAI's understanding that the City is seeking one of its consultants to prepare detailed engineering drawings and technical specifications for the construction of a left turn lane on A. D. Mims Road to serve the Beech Recreation Center. The resurfacing of A. D. Mims Road is also included. It is also HAI's understanding that the City proposes to include nine (9) other segments of roadway into this project for resurfacing. Also included in HAI's proposal are engineering services for the widening of Wurst Road and a paved driveway connection, along with standard 4-foot sidewalk, for the New Beginning Internation Church. HAI proposes to include approximately 10 cross sections in the Construction Drawings for the widening of Wurst Road. Also, we propose to have surveying conducted at three (3) intersections for design purposes to make adjustments that will be necessary due to the proposed widening of Wurst Road. HAI's engineering fee assumes that all of the design information for the improvements will be included in one (1) set of Construction Drawings and one (1) Project Manual. HAI's Project Manual would consist of front-end documents, General and Supplementary Conditions, and the necessary technical specifications. It is further our understanding that the geotechnical and surveying activities required for this project will be completed by the City's contracted firms. HAI has included the fees for these services in the lump sum fee to complete the project. HAI's fee below accounts for field activities that may be necessary to quantify the area of asphalt that may be required for the proposed resurfacing. The upset for HAI to complete the City's requested services is estimated to be a total lump sum amount of$42,860. The surveying portion of this cost, as provided by Southeastern Surveying, was estimated to be $1,790 for the A.D. Mims left turn lane and $6,030 for the proposed improvements to Wurst Road. Also, there is a $750 fee included for geotechnical services. MIMS ROAD AND WURST ROAD AREA IMPROVEMENT PROJECT CITY OF OCOEE November 9, 1999 BACKGROUND The City of Ocoee (the "City") desires to implement road improvements along A.D. Mims Road and Wurst Road. In addition, the City plans to implement pavement overlay on a number of other streets. Specifically, the proposed improvements include the following: • Add a turn lane along A.D. Mims Road at the Beech Recreation Center and widen A.D. Mims Road as needed to accommodate the turn lane • Overlay the entire length of A.D. Mims Road (from Apopka-Vineland Road to the FCR crossing at the Victory Baptist Church) • Widen Wurst Road, which has a 20—22 foot width, to a uniform width of 24 feet and overlay the entire road width from the railroad crossing to Peters Avenue • Provide a ribbon curb along Wurst Road • Provide a 4-foot wide sidewalk and a driveway approach to the New Beginning International Church • Overlay Foxfire Drive • Overlay Owltree Way • Overlay Starfire Lane • Overlay Catwood Drive • Overlay Picwood Court • Overlay Sabrina Street • Overlay Melva Avenue • Overlay Cumberland Street (from Floral to Ohio Street) • Overlay Christine Street The proposed total length of street overlays is approximately 24,000 feet. The road overlay improvements will not include any stormwater drainage improvements nor any installation or raised curbs, inlets, storm water pipes, and retention or treatment ponds of any kind. In addition, sidewalk improvements are restricted to the area where the turn lane is being added along A.D. Mims Road to the above mentioned sidewalk for the New Beginning Church. The road overlays are intended to follow the existing road profiles; therefore, development of new road profile grade lines are not necessary and are not included as part of this proposal. The City has requested that Glace and Radcliffe (the "Engineer") provide a proposal for engineering services related to the land surveying, -1- detailed final design, permitting, bidding assistance, and construction services required for implementation of the road improvements. SCOPE OF WORK 1. Collect and Review Existing Data and Information The Engineer will meet with the City staff and visit the site to obtain and review existing data and information pertinent to the project. The information may include, but not be limited to, site surveys, tax assessor maps, aerial maps, subdivision plats, and right-of-way maps. 2. Final Design; Preparation of Contract Documents The Engineer will complete the detailed final design for the roadway improvements. The Engineer will provide and coordinate the services of a registered land surveyor to perform a topographic survey in the vicinity of the new turn lane and generate a base sheet for development of the contract documents. The street overlays will be addressed with typical sections. The Engineer will prepare detailed contract documents consisting of construction plans and specifications. The specifications will include standard technical specifications and a bid form. The City will provide standard City front-end documents for purposes of bidding. At final completion, the Engineer will submit one unbound set of original specifications and bid form to the City. The City will incorporate the technical specifications and bid form with the City's standard front-end documents and complete the final packaging of the entire bidding document for issue to bidders. The plans will be prepared in accordance with existing City requirements and criteria and will illustrate the proposed road improvements in a clear and concise manner. It is anticipated that the construction plans will consist of the following sheets: • Cover Sheet • General Notes & Informational Sheets (2 sheets) • A.D. Mims Road Plan Sheet for turn lane/widening (1 sheet) • A.D. Mims Road cross sections (2 sheets) • A.D. Mims Road Overlay Plans (4 sheets) • Overlay Plans for miscellaneous streets (2 sheets) • Wurst Road Widening/Overlay Plan Sheets (5 dbl. plan sheets) • Wurst Road cross sections (4 sheets) • Signing and Markings (1 sheet) • Railroad crossing details (1 sheet) Progress sets of construction plans will be submitted to the City for review at the 30% and -2- 100% completion levels. Five sets of plans will be submitted at each submittal. The Engineer will provide one set of original plans and specifications to the City for bidding purposes. In addition, the Engineer will provide a set of computer drawing files at completion of design. 3. Preparation of Construction Cost Estimate The Engineer will prepare and submit a construction cost estimate for the project based on the completed contract documents. The estimate will be submitted at the 100% completion level. 4. Permitting The Engineer will coordinate with the SJRWMD and Orange County and will prepare and submit required permitting documents if necessary. Permit fees will be paid directly by the City. 5. Project Meetings/Coordination The Engineer will attend project meetings with the City staff to discuss the progress of the work, design of the project, and other related issues. An allowance is made for four project meetings during preliminary and final design phase. Bidding Phase 6. Respond to questions from Bidders The Engineer will review and respond to questions received from bidders. The responses will be in writing. The Engineer will assist the City with the preparation of addenda. The Engineer will prepare the technical responses for addenda and will provide the responses to the City. The City will provide copies of the addenda and technical responses to the plan holders. 7. Bid Evaluation and Recommendation of Award The Engineer will perform a bid evaluation for the project. This bid evaluation will include a certified tabulation of bids, plus a detailed review of the bid package from -3- the lowest responsive bidder. The review of the lowest responsive bid will include an inspection of the bid package for completeness, errors and omissions, evaluation of the listed experience on similar projects, evaluation of other submitted data and review of the references. Following bid evaluation, the Engineer will prepare and submit a written recommendation of Contract Award. Construction Phase During construction phase, the following scope of work will be performed. 8. Preconstruction Meeting The Engineer will attend and participate in a preconstruction conference with the selected contractor for each project. The City will conduct the meeting and maintain meeting minutes. 9. Shop Drawing Review The Engineer will review shop drawings submitted by the Contractor for each project. Activities for this task include maintaining a submittal log/record, reviewing shop drawings and providing review comments and transmitting copies of reviewed shop drawings to the City staff and the Contractor. The Engineer will determine the acceptability of substitute materials proposed by the Contractor. 10. Scheduled Site Visits For the duration of each project, commencing from the time which the Contractor begins construction activities at the site, the Engineer will perform site visits once every two weeks. The Engineer will observe the construction activities and progress for compliance with the Contract Documents and inform the City of observed deficiencies. The Engineer will provide a written construction observation report and submit it to the City for each site visit. 11. General Coordination Activities/Technical Assistance The Engineer will provide technical assistance to the City representatives during project construction to provide clarifications and interpretation of the Drawings and Specifications, to resolve technical issues or conflicts which may arise, to respond to RFIs from the Contractor, and to review requests for proposed design changes which will result in contract change orders. -4- 12. Substantial and Final Completion Inspections The Engineer will perform site inspections at substantial completion and final completion of each project. Each inspection will include a "walk through" of the entire project, formation of a punch list for deficient work and formalization and transmittal of the punch list to the Contractor and City representatives. In addition, the Engineer will prepare and submit a "certificate of construction in accordance with plans and specifications for the project" to the City. 13. Record Drawings The Engineer will provide the City with digital files of the plans. The City will prepare the Record Drawings for the project. CITY OF OCOEE RESPONSIBILITIES AND ACTIVITIES The City of Ocoee will perform the following activities: 1. Review of the Contract Documents at the 30% and 100% design levels and submittal of review comments to the Engineer. 2. Provide project standard front-end documents for the project manual. 3. Distribute plans during bidding 4. Other services or activities as cited in the above scope of work. 5. Conduct monthly progress meetings with the Contractor 6. Provide soils and materials testing services during construction SCHEDULE The services described above are anticipated to be completed in accordance with the attached schedule (Attachment A). -5- COMPENSATION Compensation to the Engineer for services performed under this fee proposal will be in accordance with the lump sum method for land survey and final design phase and wage cost multiplier method for permitting and bidding services and construction phase services, as described in the Contract. The total lump sum amount to be paid to the Engineer as compensation for land surveying and final design services is $ 53,500.00. The not-to- exceed amount for the permitting, bidding and construction phase services is $15,000.00. Invoicing for the hourly, not-to-exceed work will include labor charges plus other direct costs (i.e., reproduction, courier, postage, blueprinting, plotting, etc.). The following is a summary of the fees: Survey, Final Design, Preparation of documents, meetings, cost estimate (lump sum) $ 53,500.00 Permitting, Bidding Phase, and Construction Services allowance (NTE, wage cost multiplier) $ 15,000.00 Total Fee for Engineering Services $ 68,500.00 EXCLUSIONS The following tasks and activities are not included in the scope of work and have not been made part of this fee proposal.
