City Engineer/Utiliti irector SUBJECT: Traffic Signal at Maguire/Roberson The attached letter from PEC describes the work that will be required to advance design and construction of this signal ahead of the proposed construction of the Maguire Road widening. The longest lead item will be acquisition of the needed right-of-way. To install a traffic signal at this intersection, now or during the main widening project, additional right-of-way is needed to place the traffic signal strain poles in their proper location. Even without widening Maguire Road, a traffic signal cannot be installed without acquiring additional right-of-way because there would not be adequate clearance from the traffic signal strain poles to the traffic lanes. The additional right-of-way that is required for this signal installation would have been acquired along with drainage parcels, in the normal course of the design and right-of-way acquisition process. By advancing the construction of this signal,we will have to begin acquisition of this right-of- way now. If we must go through the complete quick-take process for all of the needed right-of- way, the acquisition process could take three to four months to complete. During that time, detailed design of the signal installation can be completed. If the right-of-way is acquired in three months, construction of the signal could be completed within another month, and then would have to flash for two weeks before being placed in full operation. From this date, we believe the signal could be operational in four to six months. The cost to construct this signal as part of the overall Maguire Road widening project is estimated to be $60,000. By advancing the construction of the signal, we believe there will be approximately $20,000 in additional "throw-away" costs, and $7,000 in additional engineering fees. These costs are due to the fact that upon construction of the full intersection and road widening project, traffic detector loops and pull boxes will need to be relocated,traffic signal THE PRIDE OF WEST ORANGE heads will need to be realigned on the span wires to line up with the new lanes, and signal phasing will have to be changed. The engineering fees are related to preparation of two sets of drawings and specifications, including those required to modify the signal to be constructed now to the ultimate configuration. The benefit derived in exchange for this $27,000 cost is an operational signal at this location in four to six months instead of twenty-four months. We request that the City Commission direct staff to either begin work on advancing construction of this signal, or leave it as part of the overall Maguire Road widening project. (PEC) is pleased to present an engineering proposal to advance the signalization of the Maguire Road/Roberson Road intersection. Presently the roadway design for the section of Maguire Road at the intersection of Roberson Road is in the 60-80% completion stage. The current estimate is to complete the Maguire Road construction in approximately 24 months from the date the work is authorized to begin. PEC has been requested to provide additional information related to the possibility of immediately signalizing the Maguire Road/Roberson Road intersection. We have reviewed the existing roadway plans and the signalization can be completed in the following manner. 1. Design the signalization improvements immediately; 2. Develop a set of construction drawings and specifications for the signalization improvements; 3. Develop legal descriptions of the property that the City must acquire for placement of the poles and signal equipment. 4. Utilize one of the five existing continuing contractors to install the signals. 5. Acquire the needed property (negotiation or eminent domain) for signalization. The acquisition of property is consistent with the existing Maguire Road plans. Shira, P.E. July 17, 1998 Page 2 The design and preparation of the construction drawings, specifications and property legal descriptions can be completed within two (2) weeks. The property acquisition may take up to three months to complete the appraisal and court filings for a "quick take" if negotiations are not successful. Construction and installation of the signals can be completed within one month and the signals will have to "flash" for two weeks before being placed into operation. Additional costs for engineering services will not exceed $7,000. Additional design work includes the separation of the signalization design from the Maguire Road plans and the development of a separate set of specifications and bid documents. We also estimate that the advance of the signalization of Maguire Road/Roberson Road may cost up to $20,000 more than if the signalization was incorporated into the Maguire Road construction.
