City Engineer/Utilities irector SUBJECT: Approval of Prairie Lake Village, Phase 1 Plat Attached for your consideration is the plat for Phase 1 of Prairie Lake Village located on Clarke Road north of A.D. Mims Road. This project has been near completion for several months now and we have been working closely with the developer to finalize all issues outstanding with the subdivision itself as well as the Clarke Road extension from A.D. Mims Road to just past the subdivision entrance. Plans have been submitted and approved for the extension of Clarke Road from its current terminus just north of the subdivision entrance to its ultimate connection with Clarcona-Ocoee Road. The developer has selected a contractor for the construction of this road extension and a copy of the contract has been submitted to the City for our approval. The developer has submitted to us a Letter of Credit in the amount of $231,276.01. This Letter of Credit covers the extension of Clarke Road (excluding the improvements to the intersection of Clarke Road/Clarcona-Ocoee Road) as well as the few outstanding items within the subdivision. None of the outstanding items in the subdivision are substantial in nature, most involving only the placement of fill dirt. The intersection improvements at Clarke Road/Clarcona-Ocoee Road are the subject of continuing negotiations with private property owners in order to obtain needed additional right- of-way. The acquisition of this right-of-way, or alternatively, the re -design of the intersection is the City's responsibility in accordance with the Developer Agreement as amended, between Silvestri and the City. We anticipate that the right-of-way can be acquired within the next 60- 120 days either by negotiation or, if necessary, by condemnation. Upon our acquisition of this THE PRIDE OF WEST ORANGE right-of-way the extension of Clarke Road can be continued and tied into Clarcona-Ocoee Road. The portion of Clarke Road which runs from A.D. Mims Road to its present terminus just north of the subdivision entrance has been inspected and found to be completed in accordance with the approved plans. The City Attorney has reviewed the applicable legal documents and has found them to be in order. With the acceptance of Clarke Road Phase I and the approval of this plat the current Developer Agreement, as amended, between Silvestri and the City will allow the issuance of 62 Certificates of Occupancy within Prairie Lake Village, Phase 1. Upon completion of Clarke Road, including the intersection improvements to Clarke Road/Clarcona Ocoee Road, the balance of the lots within Phase I will be eligible for issuance of Certificates of Occupancy.
