05-02-2019 Minutes CITY OF OCOEE Minutes of the Human Relations Diversity Board Regular Meeting Held May 2,2019 I:CALL TO ORDER This HRDB meeting was called to order by Chair Dawkins at 6:25 p.m. in Room 109 of Ocoee City Hall located at 150 North Lakeshore Drive,Ocoee, Florida. A. Pledge of Allegiance and Moment of Personal Reflection: Member Maxwell led the Board in the Pledge of Allegiance to the U.S.flag;followed by Chair Dawkins asking for moment of personal reflection. B. Roll Call and Determination of Quorum: Clerk Mieras performed roll call and declared quorum (6) not met. In Attendance (4): Chair Dawkins&Members: Maxwell, Hart,&Carr. Member Daily arrived 6:48 p.m. Non-Voting Present: Clerk Mieras&Support Services Director Al Butler. Absent(5): Members: Calloway,Crown, Foster, &Anderson-Robinson. C. Review of Excused Absences: Member(s): Calloway, Crown, & Foster were excused absences. D. Review Agenda for Tonight's Meeting: Chair Dawkins reviewed the agenda for tonight. E. Review of Minutes: Postponed due to no quorum. II: BUSINESS FOR DISCUSSION A. Comments from Citizens/Public: Landra Robeson,Orange County Tax Collector community relations, introduced members of the Greater Haitian American Chamber of Commerce and highlighted the Orange County Tax Collectors new office in the West Oaks Mall.She also offered the Orange County Tax Collector's assistance in soliciting for the 2020 marker unveiling event. B. Budget Report: Director Butler explained advisory boards do not have operational control over City funds, therefore staff will no longer provide budget reports or ask the Board to approve expenditures. He explained the remaining budget will be assigned to a capital item for the 2020 memorial event and the normally allotted budget will be assigned to the related community relations division which operates these events. City Commission approved an additional$15,000 for a memorial site in the city hall plaza. C. Historical Memorial Subcommittee Future: Director Butler expressed the City's preference for avoiding subcommittees. Discussion Ensued.Chair Dawkins summarized that any 2020 memorial discussions will be held during full board meetings and the Board may request more meetings as needed to accommodate this discussion. Chair Dawkins tabled the wording discussion to the June 6th meeting. D. Other Business: Director Butler overviewed the City's review of the advisory boards and explained the City decided to separate board members from event volunteers.The City Clerk will maintain a volunteer registry for the City events. Discussion ensued about these changes and possible issues with transferring event operational duties from the Board to the City. Chair Dawkins reminded the Board that the July Human Relations Diversity Board meeting was cancelled. E. Set Next Agenda: Chair Dawkins,along with input from the Board, established the below Agenda for the next meeting,which will be held on June 6, 2019. I. CALL TO ORDER A.
