Water Treatment Plants Project
Attached for your review is Addendum No. 1 to Addendum No. 96-4 to the Agreement for
Consulting Engineering Services, PEC's continuing contract. This addendum would authorize
PEC to provide design and construction phase engineering services for Change Order Request
No. 1. This Change Order request is also before you this Commission meeting.
The attached letter form Ken Hooper details the services to be provided as well as their proposed
fee. The majority of the design services have already been completed due to the critical timing of
these additions and the contractor's schedule for completing the current construction contract.
PEC is not requesting any additional fees associated with field inspection services because
Wharton Smith, Inc. proposes to complete the change order work within the current construction
time frame.
PEC proposes to provide the design and construction phase engineering services for the not to
exceed fee of$27,104.00.
I recommend that the City Commission authorize the Mayor and City Clerk to execute
Addendum No. 1 in the not-to-exceed amount of$27,104.00.

High Service Pumps
Dear Mr. Shim:
We are pleased to present the attached proposal for Engineering Services related to the
above referenced assignment. The purpose of this assignment is to provide construction
plans and specifications for the replacement of one (1) 800 gpm high service pump with
a 400 gpm high service pump and the addition of one (1) 1,600 gpm high service pump
at the Forest Oaks WTP, the addition of one (1) 2,650 gpm high service pump at the
South WTP, and Consolidated Electric Model 620 controllers at both WTP's. In
conjunction with these improvements, PEC has reviewed the compatibility of the
operation of the existing Forest Oaks 1,500 gpm high service pump and the existing 800
gpm direct drive pump, and it appears that these two pumps can remain in service (See
attached Figure No. 1).
This proposal has been prepared based on the premise that the above proposed
construction improvements will be completed concurrent with the construction of the Well
Pumps and Ground Storage Tank project for the Forest Oaks and South Water Treatment
Plants, as a change order to the existing construction contract (now at 20 percent
completion stage) with Wharton Smith. The installation of the high service pumps and
controls should be completed by January 17, 1997 (See attached completion schedule).
Wharton Smith has reviewed the equipment delivery times and equipment installation
times on the attached completion schedule and agrees that the proposed schedule is
reasonable. This assignment consists of three (3) primary activities:
1. Design
2. Contract Documents Preparation
3. Construction Administration Services (For change order to Wharton
Smith's contract).
However, if the change order costs to be submitted by Wharton Smith are not reasonable,
the proposed high service pump improvements must be bid, requiring PEC to prepare
bidding documents. Consequently, a second fee budget is proposed for this scenario for

manhours for the preparation of bidding documents. Construction administration services
for the bidding scenario are not included in the second fee budget. PEC will submit a
separate proposal for construction administration services at a later date if the high
service pumps and controls are bid. If Wharton Smith's change order cost is reasonable,
PEC bidding phase services ($4,658) will not be required.
Enclosed for your review are man-hour estimates included in Attachment A and budget
fee estimates shown in Attachment B. Proposals for the subconsultants for structural and
electrical services are provided in Attachment C. In order to expedite submittal of the
FDEP construction permit application, PEC will pay the $7,000 application fee and
invoice the City. As discussed above, we propose to perform the engineering services
described herein on an hourly basis for the following not to exceed amounts:

AGREEMENT FOR CONSULTING ENGINEERING SERVICES
FOREST OAKS/SOUTH WATER PLANT IMPROVEMENTS AND
WHITE ROAD IMPROVEMENTS
This Amendment No. 1 to Addendum No. 96-4 hereinafter called the Addendum, as of
this day of , 1996, shall constitute an Addendum to the
Agreement for Consulting Engineering Services between the City of Ocoee, Florida (the
CITY) and Professional Engineering Consultants, Inc., 200 East Robinson Street, Suite
1560, Lake Eola Centre, Orlando, Florida (the CONSULTANT), dated the 21st day of
August, 1984, hereinafter referred to as the AGREEMENT.
WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the
CITY retained the CONSULTANT to provide professional engineering services as
required from time to time, and WHEREAS the CONSULTANT will perform consulting
engineering services for the CITY as herein defined.
NOW THEREFORE, in consideration of the mutual covenants and promises hereinafter
set forth on the part of both parties to be kept and performed, the parties do mutually
agree as follows:
Section 1 - Services of the Consultant
1.1 The CONSULTANT shall perform the Engineering services as outlined in the
attached proposal P-6112, dated August 9, 1996 relative to the provision of
consulting services to the CITY.
Section 2 - Compensation
2.1 Compensation by CITY for engineering services for the construction phase
services for Forest Oaks/South Water Plant Improvements and the White Road

Improvements are provided under this Addendum shall be computed under
Paragraph 6.1.2.3 of the Agreement, utilizing the Payroll Cost Times a Factor
Method of Compensation with the compensation for the Forest Oaks/South Water
Plant Improvements and the White Road Improvements authorization not-to-
exceed $27,369.00 as outlined in the attached proposal, without further
authorization from the CITY.

Section 3 - Time of Completion
3.1 The CONSULTANT shall provide the services within a 180 day period from the
notice to proceed as outlined in the attached proposal.
IN WITNESS WHEREOF, the parties have executed this Amendment No. 1 to
Addendum No. 96-4 the day the year hereinabove set forth.
