City Engineer/Utilitie D irector SUBJECT: Construction Management Service Contract Attached for your review is Work Order No. 13 to PEC's continuing service contract for Master Drainage Plan Improvements. This Work Order would authorize PEC to provide construction phase engineering and inspection services for the Phase I Capital Improvements Program Group I Projects. The attached letter from Mr. David Hamstra details the services to be provided by PEC and Devo Seereeram, Geotechnical Subconsultant, as well as their proposed fees. Due to the complexity of the inspection work involving the underdrains, we are unable to provide complete construction observation services with existing City staff. However, City staff will be involved with the majority of the inspection work and coordination and observation of the underdrain and geotechnical inspection services provided by PEC. PEC proposes to provide construction phase services for these five projects for a not-to-exceed fee of$13,920.00 which represents 5.6% of the combined construction cost which is a reasonable percentage for the work involved. I recommend that the City Commission authorize the Mayor and City Clerk to execute Work Order No. 13 in the not-to-exceed amount of$13,920.00. • JWS/jbw Attachment aL. Please find enclosed four (4) signed copies of the following documents: • Work Order for Engineer's Services Agreement; • Scope of Services (Attachment "A"); • Manhour and Fee Estimate (Attachment "B"); and • Subconsultant Scope of Services and Fee Estimate (Attachment "C"). The purpose of this work order is to provide construction administration services for the following underdrain-related (Group I) projects: • Dovetail Court (Coventry Subdivision) • Coventry Subdivision • Sawmill Subdivision • Prairie Lake Boulevard (Forest Oaks Subdivision) • Amber Ridge Subdivision Due to the high profile of these projects, it is highly recommended that PEC and their subconsultant (Dr. Devo Seereeram) monitor closely the installation of the underdrains during construction to insure long-term effectiveness in drawing down the groundwater and preventing seepage onto private property. Execution of the Work Order No. 13 shall serve as authorization of ENGINEER to provide professional engineering services as described in Attachment "A" which is attached hereto and made a part hereof. ENGINEER shall provide said service pursuant to Work Order No. 13, its attachment and that certain Agreement of June 2, 1992 between CITY and ENGINEER which is incorporated herein by reference as if it had been set out in its entirety. Whenever the Work Order conflicts with said Agreement, the Agreement shall prevail. TIME FOR COMPLETION: The work authorized by this Work Order shall be completed by Tuesday, December 31, 1996. COMPENSATION: The CITY shall compensate the ENGINEER on an hourly basis with a not-to-exceed amount of Thirteen Thousand Eight Hundred Twenty Dollars ($13,820.00) for the professional services required under this Work Order. An additional amount, not to exceed One Hundred Dollars ($100.00) shall be paid as direct reimbursable charges for copying and reproduction expenses. City Attorney 2 P-6138wo.13 ATTACEMENT "A" SCOPE OF SERVICES WORK ORDER NO. 13 GROUP I CONSTRUCTION ADMINISTRATION SERVICES The following construction administration services are to be provided for Problem Areas No. 1, 6, 8, 19, and 31: 1. PEC shall attend one (1)pre-construction meeting with the following contractors to answer questions concerning the design, specifications, or other matters related to each project: • Georgetown Enterprises, Inc. (Problem Areas No. 1 and 6); • Sunshine Building and Development Corporation(Problem Areas No. 19 and 31); and • Fossitt Groundwork, Inc. (Problem Area No. 8). 2. PEC shall review and process shop drawing submittals. 3. PEC shall coordinate with the City and Contractor(s) to assist with resolution of construction related issues and provide interpretation and clarification of the construction documents. 4. Make site visits at intervals appropriate to the various stages of construction to observe the progress and quality of the various aspects of the Contractor's work. Based on observations and/or information obtained during such visits, project memorandums shad be provided advising of the work progress and whether the work is proceeding in general conformance with the construction documents. It is estimated that an average of five (5) site visits will be required through the project construction phase. Four (4) site visits will be conducted by the subconsultant (Mr. Dave Gerken with Devo Seereeram, Ph.D., P.E., Professional Geotechnical Engineer) to observe the installation of the underdrains. The fifth visit will be performed by PEC staff at the conclusion of the project to develop a "punch-list." 5. PEC shall provide the City with AutoCAD files in order for the City to prepare "Record Drawings" based on as-built record plans kept,maintained and provided by the project Site Contractor. B-l.
