BACKGROUND: Christian Service Center of Central Florida, Inc. is a non-profit corporation which provides a variety of social services to individuals and families within the Orlando metropolitan area. In order to expand its role within the West Orange area, the Christian Service Center has acquired the former Tru-Value Hardware Store property located at the southwest corner of Franklin Street and Taylor Street for use as a satellite outreach facility. Proposed uses of the facility include a day care/early learning center, a feeding program, a parent resource center, a family emergency services program, a parenting program, counseling for the indigent, a teaching kitchen, a thrift shop, and a food pantry. In accordance with the Ocoee Land Development Code, child care facilities and community uses are only permitted within C-1 and C-3 zoning districts upon approval of a Special Exception. In order to clarify specific site issues affecting the Special Exception, a Preliminary Site Plan is required to be submitted for City staff review. Even though the Preliminary Site Plan does not convey Plan approval per se, the inclusion of that Plan within the DRC recommendation permits the establishment of appropriate Conditions of Approval which may then be incorporated within the Final Site Plan approval. Page 2 The Planning and Zoning Commission May 15, 1996 DISCUSSION: The Preliminary Site Plan incorporates numerous Conditions of Approval in response to staff comments to ensure the proposed facility maintains high quality standards to mitigate impacts to surrounding properties. In addition to the normal restrictions placed upon Special Exception uses, the Christian Service Center will also conform to all building and fire code requirements related to occupant load and cooking facilities; restrict operations to between 7:00 am and 10:00 pm; and prohibit any overnight or long-term living accommodations or medical care. Additionally, the Special Exception provides suitable landscape screening, a reasonable number of parking spaces to handle patrons utilizing the facility, and additional sidewalks for pedestrian access. PLANNING AND ZONING COMMISSION RECOMMENDATION: At their meeting on May 15, 1996, the Planning and Zoning Commission reviewed the Special Exception Application in detail and asked numerous questions regarding the proposed use of the facility and how the site plan conforms to City Code. Based upon this review, the Planning and Zoning Commission voted unanimously to recommend approval of the project in accordance with the Staff recommendation subject to further scrutiny of drainage retention, parking, and site access as part of the Final Site Plan review by Staff. STAFF RECOMMENDATION: At their meeting on April 23, 1996, the DRC unanimously recommended approval of the Special Exception. Based upon the actions of the Development Review Committee and the Planning and Zoning Commission, Staff respectfully recommends that the Honorable Mayor and City Commissioners approve the Special Exception Application of the Christian Service Center of Central Florida, Inc, to operate a child care and community use facility at the former Tru-Value Hardware property, located at the southwest corner of Franklin Street and Taylor Street, in accordance with the Preliminary Site Plan as date stamped received by the City on April 26, 1996 including the Conditions of Approval as specified thereon.
