Wagner, AICP, Director of Planning t\ SUBJECT: Proposed Vacation and Closure of Palm Drive Necessitated by The Western Beltway ISSUE: Should the Mayor and City Commissioners direct Staff to schedule a public hearing to consider the proposed vacation and closure of Palm Drive when necessitated by the construction of the Western Beltway? BACKGROUND: At two prior public meetings, the City Commission has endorsed the idea of closing Palm Drive when the Western Beltway is constructed to accommodate a new roadway crossing at Pine Street. (See attached map). In order for the Expressway Authority to proceed with final engineering for this segment, they have asked for written confirmation from the City to ensure that Palm Drive will be vacated and terminated at the commencement of construction. (See attached letter from Joseph A. Berenis) DISCUSSION: In order to plan for the most effective future local transportation network, the Expressway Authority has accommodated the City of Ocoee by redesigning the Western Beltway to provide a new bridge over Pine Street. Based upon future plans or the City, Wurst Road is to be extended westward to Ocoee-Apopka Road. By further extending this roadway along the Pine Street corridor to East Crown Point Road, a critical collector roadway connection will be provided for the developing western portion of the community. Without this crossing, there would be a two mile barrier to local traffic between Silver Star Road and Fullers Cross Road. Past plans for the Western Beltway have provided for a bridge over Palm Drive; however, this roadway provides little in the way of additional capacity for the city-wide transportation network due to its close proximity to Silver Star Road. A new crossing at Pine Street would better accommodate overall traffic needs for the long term. As is typically the case for Expressway Authority projects, certain local roadways must be severed since bridging over all local roadways is not cost effective. Page Two The Honorable Mayor and City Commissioners February 28, 1997 So, as to preclude any complications with the design and construction schedule of the Beltway, the Expressway Authority is requesting the City to take formal action on this matter so that the vacation and closure of Palm Drive may be accomplished in a predictable and timely manner. Accordingly, a Public Hearing will need to be scheduled with adequate public notice to undertake this action. RECOMMENDATION: Staff respectfully recommends that the Mayor and City Commission direct Staff to schedule a public hearing for April 1, 1997 regarding the proposed vacation and a closure of Palm Drive when it is necessitated by the construction of the Western Beltway. The Expressway Authority Section Engineer is in the process of implementing changes to the 1990 design based upon the PD&E update completed in 1996. One of the changes involves the permanent closure of Palm Street and the addition of a bridge crossing at Pine Street. This change while it does reduce construction cost for the Expressway Authority is at the request of the City. Before the Authority directs the Section Engineer to move ahead with this change, we are requesting the City of Ocoee's written confirmation of the following: Palm Street will be permanently closed at the beginning of construction of SR 429 currently scheduled for March 1998. _. A schedule of the Pine Street improvements will be provided. 3. City of Ocoee Commission approval (written). 4. Orange County approval (written). Your earliest confirmation is requested as the design schedule has become critical. We need your input by March 10th.
