During the design period, staff decided that it would be cost-effective to have the water main contractor clean and pressure test the segment of abandoned force main on Clarke Road that is to become part of the reclaimed water system. If we had held this work out to be done separately, we would have paid full mobilization, bond and insurance costs for this relatively small project. By incorporating it into the water main project, we were able to take advantage of the resulting economy of scale. I recommend that the City Commission authorize PEC to invoice the amount of$3,519.64 for work related to incorporating the cleaning and pressure testing of this force main in the Phase I water main project. Lakeshore Drive Ocoee, FL 34761 Subject: Water Mains Phase I Regarding: Proposal for Engineering Services Dear Mr. Shira: We are pleased to present the attached proposal for Engineering Services related to the above referenced project. The City requested PEC to include the cleaning and pressure testing of an existing 12-inch diameter reclaimed water line along Clarke Road under the Water Mains, Phase I Contract. This existing line extends along Clarke Road approximately Silver Star Road south to the West Oaks Mall. This existing line will be connected to the proposed reclaimed water line expansion along Clarke Road. The cleaning and pressure testing is included under the Water Main, Phase I Contract so that any defect in the existing piping can be identified and corrected prior to the construction of the proposed reclaimed water expansion. The following scope outlines the additional tasks performed to include the additional work in the Contract Drawings and Specifications. 1. PEC revised Specification Section 01001, General Requirements. The Special Project Procedures portion was modified to include this additional work. 2. PEC revised the Bid Form to include the additional work. 3. PEC included sheets C-5, C-6, C-7, C-8, and C-9 to include the additional work in the Contract Drawings. 4. PEC revised the Location Map and the Sheet Index to include the additional work. 5. PEC met with City staff and researched the surrounding area for a discharge location for the water needed to pressure test and clean the pipe. Mr. James W. Shira, P.E. Table B (attached) summarizes the engineering costs associated with those manhours. The total cost of the completed work is $3,519.64. All information to be provided by the Owner/City is presumed to be accurate information and no verification of this data will be required. 2. Work under this authorization shall not begin until all information which will enable the ENGINEER to proceed with this assignment is received by PEC. 3. The generation of new data which may be required also is not included in this scope of services provided by this proposal, except as specifically stated herein. 4. Engineering documents provided herein are not intended or represented to be suitable for reuse by the client or others on extensions of the project or on other projects and that such reuse or modification by the client or the client's consultant without the written verification or adaptation by the Engineer for the specific purposes intended will be at the client's sole risk and without liability or legal exposure to the Engineer or the Engineer's consultants. Preliminary Design 1. Copies of all information related to the existing system, including as-builts or record drawings will be provided to the Engineer at no cost by the City. 2. It is assumed that all easements, maps and legal descriptions for proposed pipeline alignment have already been acquired. Final Design 1. Conract Specifications will utilize PEC's Standard front-end bidding documents and Standard technical specifications. 2. Wetand impacts will require a joint permit from FDEP/ACOE. 3. Revsions at 30%, 60%, and 90% progress completion stages will be completed by PEC upon receipt of corresponding review comments from all departments of Owner's staff with sign-off by Owner's project manager or designated contact. Bidding and Award 1. Bidding documents will be distributed by PEC. PEC will charge and keep monies obtained from bidders for sets of bidding documents. 2. OneAddendum(if necessary) will be prepared and distributed by PEC. Construction Phase Services 1. The City will provide resident monitoring during construction. PEC will not be required to make exhaustive or continuous inspections at the Site to check the quality or quantity of the Work. Verification of properly performed work for periodic pay requests will be provided by the City's resident project representative (RPR). Periodic progress payments will be processed by the City's RPR prior tp PEC's review. The City's RPR will review and sign the final pay request application confirming that all work and/or materials have been inspected and verified by the City's RPR prior to submitting final pay request to PEC for review. 2. The City will provide any materials testing services needed during the construction phase. 3. Shop drawings and submittal data shall he reviewed by PEC for each original and first re-submittal;thereafter review time for subsequent re-submittals will be charged to the Contractor in accordance with the teas of the Contract Specifications. 4. Should PEC perform substantial or final reinspections due to failure of the Work to comply with the status of completion claimed by the Contractor, reuspection time will be charged to the Contractor in accordance with the terms of the Contract Specifications. 5. Additional compensation for construction phase services will be requested from the City in connection with excusable contract delays for which time extension to the original construction period is granted to the Contractor by the City. 6. Additional construction administration services costs associated with non-excusable contract delays will be reimbursed by the City as part of Liquidated Damages to be received from the Contractor. Daily PEC construction administration services costs are estimated to be$250.00 per working day. Liquidated damages stipulated in the City's contract documents should include this additional PEC cost as well as that of the RPR.
