' c.,/ Assistant City Engineer/Utilities Director SUBJECT: CIP Phase 1 Group 2 Project Nos.3,17,& 29 (Spring Lake Basin Projects) Change Order Request No. 1 Attached for your review is Change Order Request No. 1 on the OP Phase 1 Group 2 Project Nos. 3,17,&29 (Spring Lake Basin Projects) with Prime Construction Group, Inc. This change order request was initiated by City staff to allow for the working around of existing utilities which were not provided to the design engineer and to allow for a better overall project with better drainage enhancements. The items included in this change order are: Item 1-A - Conflict with Sprint, Inc. buried cable on Flewelling Drive During design all utilities within the proposed construction area were notified to locate their respective underground facilities. Some of the utilities responded with markups of their facilities. The design of the city's improvements was based upon this information. The design plans were also sent to all utilities for a confirmation of existing versus proposed facilities. As a function of the construction activity Prime Construction Group, Inc. contacted all utilities to perform a field locate of their respective facilities; the Sprint buried cables were located directly in the designed construction area. The City required Sprint to relocate their facilities. Sprint was to relocate their cables with their forces or reimburse the City to have Prime perform the relocation. Sprint was able to relocate some of their from Suzette Drive to Ocoee Hills Road but was unable to relocate from Suzette Drive to Russell Drive. Prime provided an estimate to work around the buried cables and Sprint accepted this cost estimate. Sprint will reimburse the City for this additional work.. The cost to work around the Sprint cable is $7848.00, with an increase in contract time of seven days. Item 1-B - Relocate stormwater drainage system to the east side of Ocoee Hills Road The original design was providing for an option that included the shortest distance between the two points of contact and ultimately the least costly. There were some concerns in working around the trees, but cost did play in the analysis; and therefore the design was completed. In performing initial layout of the construction work along Ocoee I fills Road, it was pointed out that the closeness of the three trees (28" Sand Pine and 6" and I0" Oak Trees) to the pipeline could possibly result in the trees having to be removed during construction and/or shortly after construction. In addition the infiltrator underdrain system which would be installed under the two driveways would not allow for firm compaction required to support the replacement driveways, which could result in a maintenance issue for the City to replace in the future. The opposite side of the street would allow for missing the trees and place the infiltrator system in an area that was not covered by a traffic bearing surface. It is noted that there is a 12" Oak Tree near the area but the pipeline would be installed as close to the road as possible to allow for maximum clearance. This proposed change is not required, but the aesthetics of not having to remove the three trees and the expense which the City would have to bear make this an option worthy of consideration. The 28" Sand Pine is an excellent specimen tree and is somewhat rare to these parts. Additionally, the ability to construct the shallow swales over the underdrain will further enhance the solving of the drainage problems in this area. In hindsight the original design should have been to place the system on this side of the street. The cost for relocating the stormwater system to the east side of Ocoee Hills Road is $12.647.00, with an increase in the contract time of seven days. The total cost for this change order is 520,495.00 with a time extension of fourteen days on the contract time. Sprint will reimburse the City for the costs associated with Item 1-A, in the amount of$7,848.00. The cost for Item 1-B will come from the project's construction contingency. This change order amounts to approximately 4.83 percent of the original bid price of$424,570.00. I recommend that the City Commission approve Change Order No. 1 with Prime Construction Group, Inc. by increasing the contract amount by $20,495.00, with an extension in contract time of fourteen days, and authorize the Mayor and City Clerk to execute Change Order No. 1. RFP#1. Upon agreeing that Sprint could not relocate their buried cable in the area from Suzette Drive to Russell Drive, Prime prepared a estimate of additional construction cost to work with the cable. This estimate was provided to Sprint,who compared it with their construction group and then Sprint decided that the costs were reasonable. Sprint has agreed to reimburse the City for this additional cost. The cost to perform this additional work is$7,848.00. Item 1-B. RFP#2. PEC, Inc.redesigned the layout for the Ocoee Hills Road stormwater drainage improvements and provided them to the City. Upon review they were forwarded to Prime for estimating the cost of the work. Contract unit prices were used for similar work and new items were negotiated between Prime and the City. Prime's initial estimate was$18,732.00. This estimate was modified twice more to reflect reductions in scope and a final estimate of$12,647.00 was accepted. These costs will be borne by the City. 00842-2 V. Per your direction, we have revised this site plan to facilitate utility conflict resolution at this location. The main revisions to this plan can be briefly summarized as follows: The proposed underground exfltration system (i.e., infiltrators) has been re-located to the east side of Ocoee Hills Road, between the right-of-way and edge of pavement. Although utility flagging marked at the Contractor's request by Sunshine One Call has not been shown, the proposed improvements have been re-located away from existing utilities to the greatest extent possible. + A portion of the existing 6-inch water main located on the east side of Ocoee Hills Road will be removed in order to construct the proposed exfiltration system. As contained within the bid documents, two(2)proposed 6-inch water main tie-ins are proposed across Ocoee Hills Road in order to connect to the existing 6-inch water main located on the west side of Ocoee Hills Road. Other than these two(2)proposed connections, this water main on the west side of Ocoee Hills Road will remain in tact. An existing fire hydrant located at the northeast corner of Darla Avenue and Ocoee Hills Road will also be re-located as part of this plan modification. This scenario also assumes that residences east of Ocoee Hills Road are no served by the existing 6-inch water main which will be removed from service as part of this plan modification. Due to the proposed storm pipe crossing at Darla Avenue,combined with the two(2)storm pipe crossings at Ocoee Hills Road, this proposed modification represents a substantial change from the bid documents. Because the existing topography of this area is not anticipated to vary substantially, we have retained the existing ground profile for the west side of Ocoee Hills Road on the plan for the proposed modification. .• Please also note that this plan is preliminary, and will no doubt have to be revised to reflect comments made by both the City and the Contractor (a.k.a., Prime Construction Group). As part of PEC's final revision, should the City pursue the proposed modification, PEC will also perform a final QA/QC prior to the Contractor's shop drawing submittal for precast drainage structures.
