Background Summary: The Commission awarded the design of the Lakefront Park to S&ME in June of 2017. S&ME developed the park master plan with construction to be implemented in phases. Phase 1 is currently under construction providing site and parking improvements to support the Maguire House and expanded Lakeshore Center. Phase 2 is the block incorporating the location of the new City Hall. Phase 3 incorporates the northern stormwater canal and the lakefront. Public Works is requesting approval to move forward with the portion of Phase 3 which incorporates modifying the stormwater canal area into a linear park feature connecting Lakeshore Drive with the proposed Master Stormwater Park west of Bluford. The first task in this Phase 3 is to create a conceptual design and update the Lakefront Park Master Plan. The $18,700.00 negotiated for these services fall within industry standards and is adequately funded in the Stormwater Division Capital Improvement funds. Public Works recommends award of the work to S&ME. Issue: Approve S&ME proposal for the Lakefront Park Phase 3 Conceptual Design and Master Plan Updates. Recommendations: Recommend approval to issue a purchase order to S&ME, Inc. under RFQ #1703, Lakefront Park Improvements, for the Lakefront Park Phase 3 Conceptual Design and Master Plan Updates for a not to exceed amount of $18,700.00 and authorize the City Manager and Staff to approve and execute change orders to the work in accordance with the limits established in the Purchasing Code. (S&ME) appreciates the opportunity to submit this proposal for design services for the referenced project. This proposal provides a brief discussion of our understanding of the project, our proposed scope of work, and our associated fees based on our initial meeting with City staff on 5/16/19. This proposal is solely intended for the services described below. Use of this proposal and resulting documents, including the final deliverables, is limited to the above referenced project and client. No other use is authorized by S&ME, Inc. • PROJECT INFORMATION The Scope of Work includes Conceptual Design and Master Plan Updates for Phase 3 of Lakefront Park. Phase 3 will include the area north of the existing City Hall where a stormwater ditch currently exists (see Exhibit 'A'). We understand that GAI is currently designing the Stormwater Park on the west side of Bluford and that connectivity and cohesiveness of the two areas will be an important component for the City. • SCOPE OF SERVICES Task 1 — Conceptual Design As part of this task, S&ME will: • Attend one (1) kick-off meeting and site visit to discuss the existing conditions of the project area and to discuss project goals, objectives, opportunities and constraints. S&ME,Inc.1 1615 Edgewater Drive,Suite 200 1 Orlando,FL 32804 1 p 407.975.1273 1 www.smeinc.com Lakefront Park—Phase 3 mow Conceptual Design and Master Plan Updates & Ocoee, Florida • Conduct a half-day charrette with City Staff in coordination with the Master Plan Update • Based on outcomes of the charrette, up to two (2) hand-drawn concepts will be prepared • Attend up to one(1) meeting with City staff to review alternative concepts • Based upon Client input, one(1) final concept will be provided; up to one(1) round of revisions will be provided based on City comments • Upon approval of the final concept, a final concept rendering will be provided along with perspective images of the overall design. An illustrative longitudinal cross-section of the design will also be included. • An estimate for the probable cost of construction will be provided based on the final concept. Task 2 —Master Plan Updates As part of this task, S&ME will: • Complete updates for the overall Master Plan for Lakefront Park which will include the following: • Incorporation of the peninsula area on Starke Lake that the City has recently acquired and where Starke Lake Studios is currently located • Re-look at the area where the existing City Hall is located to determine the best use of this space at it relates to the park Master Plan • Look at circulation across Bluford to the Stormwater Park to the west • Update Phasing Plan • Updated Master Plan plan rendering • Conduct a half-day charrette with City Staff in coordination with the Conceptual Design for Phase 3 • On a mutually agreed upon date, S&ME will conduct a half-day charrette work session at City Hall to discuss both Phase 3 conceptual design and Master Plan updates with the following agenda: 8:30am - 9:30am - Kickoff Meeting • Presentation of Discovery(Data Collection) Findings • Review of Opportunities/Constraints ■ Discuss Future Development Programming • Site Tour if necessary 9:30am - 1:00pm— Design Session • Conceptual design ideas for Phase 3 • Working Lunch • Master Plan design ideas ■ Future Phasing 1:00pm - 2:00pm - Pinup Review and Discussion May 31,2019 2 Lakefront Park—Phase 3 Conceptual Design and Master Plan Updates a' & Ocoee, Florida IMFII ♦ FEE Our professional fees for the above-described services will be invoiced as per the below fee schedule. Included in the below fees are reimbursable expenses incurred on the Project's behalf, including mileage, printing, plotting, photocopies, reproduction, postage, long distance telephone, facsimile, express mail and/or courier services. Applications,capacity and impact fees associated with application filings shall be the responsibility of the Owner or reimbursed to S&ME outside of the expenses contained in this proposal. S&ME will bill monthly for all work performed and expenses incurred on the Project's behalf at cost. Unpaid invoices after 30 days will accrue service charges at 1 1/2% per month and include any costs of collections and reasonable attorney's fees. The master contract between the City of Ocoee and S&ME will define the terms and conditions of this project. Should the project schedule change significantly, additional services may be requested. • EXCLUSIONS Without intending to provide an exhaustive list or description of all services or potential services that may be required and that S&ME can provide,the following services are specifically excluded from this proposal. • Additional design alternatives other than those outlined above • Additional graphic revisions beyond those identified. • Preparation of estimates of probable construction costs other than those outlined above • Field surveying, construction staking, tree surveys, and concrete monument placement services other than those described herein. • Rendered site plans or exhibits for public, community, or neighborhood meetings. • Attendance and presentation at public meetings • Construction documents • Record drawings • As-built surveys • Re-design due to value engineering, budget reductions or changes in budget. This work can be provided for an additional fee. • Making revisions to the drawings for changes required by the owner, developer, or coordination of other disciplines after drawings have been submitted for review and permitting.
