Contact Number: 407-905-3159 City Manager: Robert ;/;,� ,' Subject: Replacement of Oxidation Ditch Rotors Background Summary: The Utility maintenance program has scheduled replacement of three Oxidation Ditch Rotors. Ocoee's Wastewater Treatment Facility (WWTF) processes wastewater using a Bio-Denitro process. This process, through a phasing system, supplies and denies oxygen to influent wastewater to produce treatment. Mechanical aerators (rotors) are a critical piece of equipment in this process. The current rotors have been in place approximately 27 years and are at the end of their expected life cycle. Staff has experienced intermittent break- downs of individual components on the four rotors over the last few years. Recently one rotor completely failed. The rotor needs to be replaced as expeditiously as possible along with the other two rotors that are scheduled for replacement. One of the four units was replaced in late 2017 using a non-Kruger product so the City could test performance, the results did not match the performance of the Kruger equipment. Due to the critical nature and cost of the equipment involved, Staff has continued to explore options for replacement and received three quotes from different providers. Utilities had Reiss Engineering assess each option. After reviewing the options and Reiss' recommendation, Staff is recommending staying with the Kruger system and replacing the gearbox with the US made NORD gearbox. This was the most cost effective of the three option and requires the least amount of time for delivery and installation. Attached are quotes from each of the vendors with Kruger and the NORD gearbox being the lowest quote at $208,074.55. Veolia (dba Kruger) is the sole supplier of NORD gearboxes and the original designer of the City of Ocoee's WWTF. The quote includes replacement of the motor, gearbox, end and drive bearings and installation. Issue: Should the Mayor and City Commission authorize the City Manager to proceed with replacement of the Oxidation Ditch rotor's, motor, bearings, and installation at the City's Wastewater Treatment Facility, in the amount of $208,074.55? Recommendations: Motion for Mayor and City Commission to authorize the City Manager to proceed with the replacement of the rotors, motors, gearboxes, bearings, and installation thereof, at the City's Wastewater Treatment Facility, in the amount of$208,074.55 with Veolia. Approximate shipping weight of each unit is 7,900 lb. We do not supply any electrical items except drive motors. Starters, disconnect switches, push button stations by others. We do not include Rotor service bridge, tools, spare parts, oil, grease, or grease gun, handrail, stairs or steps, or grating. Installation is not included. Erection Data: Each Rotor length is factory assembled and finish painted. Shaft and bearings must be very carefully aligned both horizontally and vertically. We estimate a total of 44 man-hours for installation of each Magna Rotor Aerator assembly. SHOP PAINTING: All ferrous metal parts above and below the water level will be grit blasted and receive a shop coat of Tnemec #69 or #161 Primer or Tnemec Series 1 Omnithane Primer. Rotor torque tube only will receive two (2) shop coats of Tnemec N69 or N69F Hi-Build Epoxoline II. Aluminum, stainless steel and galvanized steel parts will not be shop painted. Motor and reducer will receive a shop coat of machinery enamel. Field paint and painting by others. SHOP DRAWINGS: We will furnish one (1) electronic copy of drawings for the equipment without charge. The reviewed drawings are to be returned to us with the notations or approval stamp of the Owner. Drawings will require 3 - 4 weeks after receipt of an order and complete information, including plans and specifications, field dimensions or verification of field dimensions, which are to be provided at no cost to Lakeside. SHIPMENT: Shipment can be made in 10 weeks after receipt of approved drawings by our home office. EXISTING STRUCTURE NOTE: The Owner shall be solely responsible for measuring and providing Lakeside with accurate, as-built dimensions for all existing structures where Lakeside is furnishing equipment. This information must be made available to Lakeside in a timely manner to avoid delaying the equipment delivery schedules outlined in this proposal. In the event that dimensions are not provided or the provided dimensions are in error, which result in modifications to either the equipment or the adjacent structures, the Owner shall be solely responsible for all labor, materials and costs to correct the associated issues. INSTRUCTION BOOKS: One (1) electronic copy of the installation, operation, lubrication and maintenance book will be furnished before shipment of the equipment. SERVICE: Inspection of the installed equipment can be made following notice by you that you are ready for such service. The cost of two (2) days of service in one (1) trip is included in our proposal price. Additional service is available at the rate of$1,200/day plus living and travel expenses. PROPOSAL PRICE: Includes service as stated above and is F.O.B. our shop with freight allowed to job site. Due to the existing environment of the price increases in steel and the volatility of those prices that exist today, the price shown above is a price based on the present day cost of materials. If an order is received after the 30 day time period, Lakeside reserves the right to adjust the pricing to match the cost of materials at the time the order is received. PAYMENT TERMS: The terms of payment are Net 30 days for material shipped, or when ready for shipment if shipment is deferred by the City. If equipment is not purchased directly by the City of Ocoee, the following progress payment terms will apply: 15% of the gross amount with order. All legal fees or other charges encountered to collect overdue accounts, including service charges, are to be paid for by the purchaser. CONDITIONS OF SALE(GIL 91): ACCEPTANCE: This quotation is void at our option unless a purchase order is placed with us within sixty(60)days from date of bid opening or date of written proposal. The order will be subject to written acceptance by our company's executive office. Our quotation is limited to only those technical portions of the Engineer's Mechanical Specifications specifically referred to herein,and to the terms and conditions of sale as outlined in our quotation. WARRANTY: Lakeside Equipment Corporation ("Lakeside") warrants to Buyer that equipment sold hereunder, of its manufacture, is free from defect in material and workmanship, and is of the kind and quality designated or described herein. This warranty shall run to Buyer and, if applicable, such entity specifically identified in the Primary Contract only, but not to their employees, representatives, agents, customers, assignees, etc., and applies to those technical portions of the Engineer's Specifications only to the extent that they are referred to herein. This warranty shall be in full force and effect at the time of shipment of such equipment for a period of one(1)year from the date of shipment. Lakeside will furnish without charge,but will not install, replacements for such parts as it finds to have been defective. The obligation of Lakeside to replace such defective parts shall be the exclusive remedy hereunder. Buyer must give Lakeside notice in writing of any alleged defect covered by this warranty within thirty(30) days of the discovery of such defect during the warranty period. No claim more than thirty(30)days after the warranty period shall be valid. The warranty extends to replaced parts of Lakeside's manufacture for ninety(90)days or the remainder of the original warranty period applicable to the parts being replaced. This warranty shall not apply to: A. Any equipment which has been subjected to misuse,neglect,or accident; B. Any equipment which has been altered,tampered with,or upon which corrective work has been done thereon without Lakeside's specific written consent; C. Any equipment which has been operated or maintained in a manner which in any way deviates from the maintenance schedules,specifications,and parameters set forth in Lakeside's Operator's Manual for such equipment. D. Fuses,lights or other standard wear items. E. Electrical damage due to overvoltage conditions. F. Damage to machine or components due to lack of implementing the Recommendations on Short-term and Long-term Storage of Equipment guidelines. No allowances will be made for any such alterations or corrective work done without the specific written consent of Lakeside. Conditions caused by improper lubrication, deterioration by chemical action, and wear caused by the presence of abrasive materials, do not constitute defects. Equipment manufactured by others, and included in Lakeside's proposal, is not warranted in any way by Lakeside but carries only that manufacturer's warranty, if any. No representative of Lakeside's has any authority to waive,alter,vary,or add to the items hereof without prior written approval. Such coverage shall be for the amount of this contract, shall cover the equipment specified herein, and losses, if any, shall be payable to us as our interest may appear, under Union or Standard loss payable endorsements. Irrespective of such insurance coverage, you shall bear the risk of loss resulting from any and all damage or injury to the shipment from and after delivery to the carrier at point of shipment. If you should fail to provide such insurance,we may obtain the same and the cost of the premium therefore shall be added to the purchase price. CHANGES&DELAYS: If you cause changes to be made,or delay or interrupt the progress of the work,you will reimburse us for any additional expense resulting from such cause. Any of such changes or delays which may adversely affect the operation of the equipment will nullify our warranty unless we consent in writing thereto. Our proposal is based on present day cost of materials and furnishing our equipment in accordance to our schedule indicated above. If delays greater than 90-days are experienced for review/approval of shop drawings or if there is delay on release of equipment to go into fabrication,you will reimburse Lakeside for any additional expense that may result from such cause. Shipment must be accepted when ready to avoid storage charges. If refused when ready, storage plus handling charges will be added to the above price. CLAIMS: Claims for errors or shortages existing prior to our delivery of the equipment to the carrier will be considered only when made to us immediately after receipt of shipment. Claims shall be confirmed in writing. Buyer shall immediately inspect the equipment upon receipt thereof. Seller is not obligated to consider any claim for shortages or nonconformance unless notified thereof by Buyer within twenty (20) days after Buyer's receipt of equipment. Modifications to the equipment furnished by Lakeside to meet OSHA or local safety codes will be by others. Seller will supply only the safety devices, if any,described in the order. In order for our company to insure delivery, it is agreed by you and our company that you will provide us with an access road to and from the job site, which road is capable of supporting our trucks. The responsibility for the protection of equipment will be yours after it is delivered to the job site. Damage to the equipment after delivery which is caused by vandalism,the elements or otherwise,will be your responsibility and not that of our company. LIQUIDATED DAMAGES: If awarded this contract, we will diligently prosecute the engineering and fabrication of the proposed equipment;however, we are unable to accept any liquidated damages or penalty clauses for failure to complete shipment as designated in this proposal. INSTALLATION REPRESENTATIVE: At your request, and subject to our option and availability of personnel at time of requirement,we will provide the services of a competent person to advise you concerning the installation of the equipment covered by this proposal. These services are not supervisory but are advisory only, and are offered subject to the express understanding that our function and responsibility is limited to interpretation of assembly drawings and identification of materials for their proper location in the equipment or system layout. These services are offered on a"no risk"basis by Lakeside Equipment Corporation. In payment for such services,you will reimburse us at the current rate for each normal working day,or fraction thereof,that such person is absent from our plant on your business. The normal working day shall be eight (8) hours, between 8:00 AM and 4:30 PM,Monday through Friday, exclusive of holidays. All services performed by our representative at your request in addition to a normal working day, as herein defined, shall be classified as overtime work. If circumstances dictate that our representative shall work exclusively during hours other than those of the normal working day, arrangements can be made. The day rate is subject to change to the rate in effect at the time representative is furnished. You will also reimburse us for all transportation and living expenses incurred by our representative while absent from our plant on your business. CANCELLATION: Cancellation or suspension of a contract will be accepted only upon terms that will indemnify Lakeside Equipment Corporation against loss. You agree to reimburse our company for our costs incurred in such cancellation, including overhead and administrative costs. Our company may cancel the order prior to or at the time of receiving the final approved drawings if our company deems itself insecure,or determines that it is commercially unreasonable for us to proceed. Indemnity. Seller shall indemnify,defend and hold Buyer harmless from any claim.cause of action or liability incurred by Buyer as a result of third party claims for personal injury,death or damage to tangible property,to the extent caused by Seller's negligence.Seller shall have the sole authority to direct the defense of and settle any indemnified claim.Seller's indemnification is conditioned on Buyer(a)promptly,within the Warranty Period,notifying Seller of any claim,and(b)providing reasonable cooperation in the defense of any claim. 8. Force Majeure. Neither Seller nor Buyer shall have any liability for any breach(except for breach of payment obligations)caused by extreme weather or other act of God,strike or other labor shortage or disturbance,fire,accident,war or civil disturbance,delay of carriers, failure of normal sources of supply.act of government or any other cause beyond such party's reasonable control. 9. Cancellation.If Buyer cancels or suspends its order for any reason other than Seller's breach,Buyer shall promptly pay Seller for work performed prior to cancellation or suspension and any other direct costs incurred by Seller as a result of such cancellation or suspension. Certain Products and Materials are"Made to Order"therefore cancellation will not be allowed,and Buyer takes full responsibility of total costs of such items if cancelled 10. LIMITATION OF LIABILITY. NOTWITHSTANDING ANYTHING ELSE TO THE CONTRARY,SELLER SHALL NOT BE LIABLE FOR ANY CONSEQUENTIAL,INCIDENTAL,SPECIAL,PUNITIVE OR OTHER INDIRECT DAMAGES,AND SELLER'S TOTAL LIABILITY ARISING AT ANY TIME FROM THE SALE OR USE OF THE EQUIPMENT SHALL NOT EXCEED THE PURCHASE PRICE PAID FOR THE EQUIPMENT. Oxygen to each basin is supplied by two 60-horsepower Kruger 9-meter Maxi-Rotor surface aerators(4 aerators total),supplying a total estimated oxygen transfer of 600 to 680 pounds oxygen per hour, at standard conditions(150 to 170 lbs/hour,each unit). Each surface aerator provides two functions in the oxidation ditch configuration. One is to provide oxygen to the mixed liquor,and the second is to maintain mixing and horizontal velocity to the oxidation ditch contents. The Kruger units have been in operation since 1992 and one unit has had a catastrophic failure and needs replacement. Additional future flow,cBOD and TKN loadings projections have established that the plant will require additional oxygen to provide adequate treatment. Reiss Engineering reviewed the projected flow and loadings in their 2018 technical memorandum,providing recommendations to the city for expanding oxygen transfer capacity necessary to treat the additional flow and loadings. Proposals for replacing the failed surface aerator have been provided to the City by Veolia Water(Kruger),Lakeside Equipment Corporation and PSI Technologies. Each of the proposals are individual proposals that cannot be compared to each other as"equal systems" since the equipment proposed and oxygen transfer capacity do not have a common basis or approach. Reiss Engineering has reviewed the three equipment supplier quotes and have discussed the proposals with each company. Each proposal is outlined below,and recommendations are provided based on their use as a replacement for the failed surface aerator. Veolia Water(Kruger)Proposal 9.0 Meter Maxi Rotor The Kruger proposal is based on installed replacement of failed equipment of the existing aerator. The Kruger Maxi-Rotor surface aerator proposal identifies the parts that are included in the proposal which includes the gear drive,bearings and rotor connections. The Kruger proposal included quotes for two drive units,the DESMI U250 and NORD Gearbox SK9082. The DESMI drive unit is a replacement for the existing DESMI drive that was Reiss Engineering,Inc. The DESMI drive is manufactured in Sweden and replacement part delivery time has been excessive,with replacement parts taking anywhere from 1.5 months to as long as 6 months to be received by the City. City staff is concerned that the long lead time for the drive replacement parts is not acceptable for such a critical piece of equipment to the plant operations. The NORD drive unit is manufactured in the US and based on discussions with Kruger,the lead time for this equipment is significantly less with expected delivery in 4 to 6 weeks. The Kruger proposal is not a full replacement of the existing surface aerator and is based on reuse of the existing rotor shaft assembly,aeration rotors and 60-horsepower motor. The proposal includes the costs to install the equipment,including crane and gantry rental costs required to replace the failed surface aerator. The Kruger aerator will provide an equivalent oxygen transfer capability to the existing surface aerators,providing 155 to 170 pounds of oxygen per hour. The Kruger proposal is for a total installed price of$57,826.10. The Kruger aerators are suitable for use in oxidation ditch systems and have demonstrated performance in oxidation ditch applications. Lakeside Equipment Corporation,Magna Rotor Aeration Proposal Lakeside Equipment Corporation manufactures and supplies surface aerators for oxidation ditch applications. Lakeside Magna surface aerators have demonstrated performance in oxidation ditch applications for 20-plus years. The Lakeside equipment proposal is for a completely new surface aeration system with a 42-inch diameter,29-foot(9 meter)rotor, supplied with a 60-horsepower motor. The proposal does not include installation costs. Reiss's evaluation herein does not include review of the motor compatibility with the existing electrical system and motor control center gear. Based on discussions with the Lakeside Corporation's local representative,the Magna Aerator will be provided with a splash guard to protect the gear drive from direct contact with the surface aerator's spray. The manufactures have indicated that the Magna surface aerator will deliver 155 lbs.per hour of oxygen,at a motor input of approximately 50 hp. It is estimated that the proposed surface aerator will provide oxygen delivery between 155 to 170 lbs.per hour using a 60 hp motor. Lakeside Corporation has indicated that the proposed aerator can deliver up to 185 lbs.per hour of oxygen if the rotor immersion is increased to 14.3 inches. However,a 70- horsepower motor would be recommended by Reiss to provide reliable delivery of 185 lbs. per hour of oxygen at a 14.3-inch immersion and maintain an acceptable motor service safety factor. The Lakeside Corporation proposal is for a complete replacement of the existing surface aerator, including a new rotor and motor for a cost of$83,156.00 and includes one day of service technician to review the installation.The city would be responsible for providing C� detailed as-built information for the supplier to develop installation plans,pay installation costs and other costs related to electrical and controls modifications. PSI Technologies,ATA Taeration System PSI Technologies provided a proposal for a 20-horsepower ATA Taeration system to the City as a replacement for the failed aerator,back-up system,or for supplemental aeration. The ATA system is a non-venturi air injection system that induces aeration by pumping the mixed liquor contents of the oxidation ditch through a nozzle drawing air into the nozzle and dissolving the air into the mixed liquor. Discussions were held with PSI Technologies related to installation of the nozzles,certified aeration tests and potential clogging of the pump screens. PSI Technologies recommended that the nozzles be installed at a depth of 6 feet to avoid pumping rags and other material that may settle at lower levels in the oxidation ditch. PSI Technologies provided performance and test data for their system. The data reported the ATA system has a clean water Standard Oxygen Transfer Efficiency(SOTE)of 2.7% per foot of submergence. Clean water performance data provided by PSI Technologies for a 20-horsepower system installed at a depth of 8 feet,indicated an oxygen transfer efficiency of 78.5 lbs.per hour. Adjusting the clean water oxygen transfer to 6 foot submergence,and applying an alpha factor of 0.9 for process water to clean water transfer,it is estimated that the 20-horsepower ATA system will deliver 53 to 60 lbs.per hour of oxygen. The oxygen transfer capacity of a 20-horsepower ATA system is considerably less than the estimated oxygen transfer capacity of the existing and proposed 60-horsepower surface aeration systems. Three ATA systems would be required to meet the estimated oxygen transfer capacity of the existing and replacement surface aerators. There is no ATA system installed in an oxidation ditch application,and the ability of the nozzle system to provide mixing and horizontal velocity to the oxidation ditch contents has not been demonstrated in field applications. The ATA system could provide supplemental oxygen to meet future treatment oxygen demands but is not recommended as a replacement for the failed surface aerator. The estimated cost based on PSI Technologies'proposal to install one ATA system is$33,500.00. This cost does not include costs for pump pads, electrical feed and control/monitoring systems. Conclusions Kruger Proposal 9.0 Meter Maxi-Rotor with the NORD gearbox is the lowest cost option and should take the shortest time to deliver and install,but it is not a full system replacement. The City should confirm the replacement time with Veolia Water. The Kruger proposal is for installed replacement of the drive,bearing and rotor connectors but the existing rotor and motor will have to be used for an estimated cost of$57,826.10. The existing Kruger systems have been in service since the early 1990s. The Lakeside Corporation Magna Rotor Aerators are proven technology in oxidation ditch applications and would provide equivalent oxygen transfer capacity with the Kruger Maxi- Rotor aerator. The Lakeside proposal will require the City to provide as-builts,hire a mechanical contractor to install the system,and may require some minor changes to the O electrical feed system. Completing all of these tasks may delay delivery and replacement of the failed surface aerator. The ATA Taeration non-venturi system could provide supplemental oxygen transfer capacity,but if used as a replacement to the failed surface aerator,it will provide approximately 1/3 of the oxygen transfer of the failed unit. It is estimated that three 20- horsepower ATA systems would be required to provide similar oxygen transfer capacity as either the Kruger Maxi-Rotor or the Lakeside Magna Rotor surface aerators.
