SilE� City Engineer/Utiliti Dire or SUBJECT: Hillcrest Heights Water Main Relocation Project Award Orange County has awarded a construction project to include paving and drainage improvements along Nay Avenue, Whittier Avenue, Second Street and Third Street. These streets arc located to the north of Starke Lake and intersect with Silver Star Road. Orange County currently owns and maintains these roadways. On January 25, 1999, the City of Ocoee received notification of this project and were instructed to relocate the City's six-inch water line along Second Street. The current location of this water line would interfere with the drainage improvements the County is proposing. The City complied with the County's request and submitted drawings to the County showing the relocated water line. It was our understanding that these drawings would be incorporated into the set of drawings upon which bids were to be based. The paving and drainage improvement project was awarded to the Masci Corporation by the County in early June and a pre-construction meeting was held on June 30, 1999 and attended by a City representative. At this meeting it was discovered that the County had not included the water main relocation as part of their project. The Masci Corporation has submitted a quote to the City to perform this relocation. The construction companies the City has under contract are all extremely busy with various City projects.These projects include the Phase I Water Mains, Phase II Water Mains, Phase II Water Mains, Capitol Improvement Projects 3, 17 and 29, the Flora Estates Water Main Extension and THE PRIDE OF WEST ORANGE (")' the Multiple City Projects 1-5. None of these contractors would be able to respond to the City's request to perform the water line relocation to keep pace with the County's construction schedule. The Engineering Department's estimate for this project is $38,450.00 and after negotiating with the County's contractor, a price of$40,775.00 was agreed upon. The prices negotiated with Masci Construction are consistent with the unit prices the City has been receiving from the City's contractors. Orange County will issue a change order to the Masci Corporation for this amount and this money will be paid to the County to fund the project. Payment to the County by the City will be made upon completion of construction and testing of the relocated water line and acceptance by the City. I recommend the transfer of funds from the Water Fund Contingency Account, that has a current balance of$202,641.00, into the appropriate account to fund this project. The Engineering Staff recommends that the Hillcrest Heights Water Main Relocation Project be performed by the Masci Corporation for the negotiated amount of$40,775.00. The construction cost of this project is approximately 6 percent higher than the engineer's estimate. Action Items: 1. I recommend that the City Commission authorize the expenditure of$40,775 as described above to perform this water line relocation.
